Resolution 13559CITY OF ALAMEDA RESOLUTION NO. 13559 AUTHORIZING OPEN MARKET PURCHASE OF 30 POLICE DEPARTMENT MOBILE DATA TERMINALS (MDT's) FROM DATA 911 PURSUANT TO SECTION 3 -15 OF THE CITY CHARTER WHEREAS, the Police Department's current Mobile Data Terminals (MDT's) obtained in 1998 are in need of immediate upgrades; and WHEREAS, the MDT's are of paramount importance in providing Police Department Patrol and Communications Center personnel with critical information concerning "call for service" and "officer initiated activity"; and WHEREAS, an MDT is a back -up communication device that enhances officer safety in the event that radio traffic is not available; and WHEREAS, over 50% of the Police Department's MDT's are currently inoperable due to hardware malfunctions, presenting an urgency to immediately obtain new MDT equipment; and WHEREAS; DATA 911 and Motorola meet the criteria for providing the upgrades of the MDT's and provided the lowest price in the open market; and WHEREAS, the purchase will be fully funded by a combination Local Law Enforcement Block (LLEB), COPS, and Technology grant funds; and WHEREAS, the City Council has determined that all other practical alternatives were examined and that great necessity or emergency requires immediate action; and WHEREAS, section 3 -15 of the City Charter provides that the City Council, by four affirmative votes, can authorize an open market purchase if it determines that the materials or supplies can be purchased at a lower price in the open market, or that great necessity or emergency requires immediate action. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda that pursuant to Section 3 -15 of the City Charter, and by four affirmative votes, the City Council hereby authorizes the open market purchase of 30 Police Department Mobile Data Terminals from DATA 911 at a total cost of $179,131.96. I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in a regular meeting assembled on the 18th day of February, 2003, by the following vote to wit: AYES: Councilmembers Daysog, DeWitt, Kerr, Matarrese, and Mayor Johnson - 5.
