FINDING THAT THE COMMUNITY IMPROVEMENT PLAN
FOR THE ALAMEDA POINT IMPROVEMENT PROJECT IS CONSISTENT WITH THE
GENERAL PLAN OF THE CITY
WHEREAS, the City Council of the City of Alameda (the "City Council ") originally approved
and adopted the Community Improvement Plan for the Alameda Point Improvement Project (the
"APIP ") on March 3, 1998, by Ordinance No. 2754, as subsequently amended on April 1, 2003, by
Ordinance No. 2895; and
WHEREAS, General Plan consistency findings are not required in connection with the
adoption of redevelopment plans for former military bases, such as APIP, pursuant to Section
33492.20(a)(1)(B) of the Community Redevelopment Law; and
WHEREAS, Section 33492.20(a)(2) of the Community Redevelopment Law provides that the
Community Improvement Commission of the City of Alameda shall not expend any tax increment
funds allocated to it from the APIP project area for expenses related to carrying out the APIP unless
and until the City Council has adopted findings that the Community Improvement Plan for the APIP
is consistent with the General Plan of the City of Alameda, including the housing element; and
WHEREAS, on May 20, 2003, the City Council amended the General Plan to, among other
things, be consistent with the Community Improvement Plan for the APIP.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ALAMEDA DOES HEREBY
RESOLVE AS FOLLOWS:
The City Council hereby finds and determines that the Community Improvement Plan for the
Alameda Point Improvement Project is consistent with the General Plan of the City of Alameda,
including the housing element, which substantially complies with the requirements of Article 10.6
(commencing with Section 65580) of Chapter 3 of Division 1 of Title 7 of the Government Code.

I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly
adopted and passed by the Council of the City of Alameda in a regular meeting assembled on the 17L1
day of June, 2003, by the following vote to wit:
