ESTABLISHING A BUS `SHELTER MASTER PLAN PROCEDURE
WHEREAS, the Alameda City Council has endorsed the City's participation in
the Regional Bus Shelter Advertising Program of shelters and other passenger amenities at
selected bus stops in the City; and
WHEREAS, the contractor for the Regional Bus Shelter Advertising Program will
purchase, install and maintain bus shelters in exchange for the right to sell advertising space on
some of those shelters; and
WHEREAS, the Alameda City Council has amended the Alameda Municipal
Code (AMC) to allow for advertising on bus shelters subject to approving a process for selecting
bus shelter locations; and
WHEREAS, the revised zoning ordinance requires a Council approved process
for the selection of bus shelter locations and their installation, to be known as the Bus Shelter
Master Plan Procedure.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Alameda hereby establishes the following process to select bus shelter locations to Establish a
Bus Shelter Master Plan Procedure:
1. The City of Alameda Transportation Commission (TC), as the City's transportation
policy board, will hold .a public hearing to familiarize the public with the bus shelter
program and review and recommend criteria for the location of bus shelters, including
which locations are appropriate for advertising and illuminated ads to the Planning Board
for consideration.
2. Notice of the Transportation Commission meeting will be provided to the public through
area newspapers.
3. The City of Alameda Planning Board, as the City's land use policy board, will hold a
noticed public hearing to review the TC recommendation and forward a recommendation
to the City Council.
4. The City of Alameda City. Council will consider approval of the recommended criteria
for the location of bus shelters, including which locations are appropriate for advertising
and illuminated ads, at a noticed public hearing.
5. Staff will develop a preliminary list of bus shelter locations based on the criteria
approved by Council and evaluate site - specific constraints.
6. The Transportation Technical Team (TTT), which provides transportation
implementation recommendations, will hold a public meeting to evaluate the preliminary
list of bus shelter locations then recommend to the City Council the shelter locations and
priorities to be included in the Proposed Bus Shelter Master Plan. Notice will be
provided to the public through area newspapers and by placing notices at the locations
where the shelters would be installed.
7. The City Council will consider for approval the Proposed Bus Shelter Master Plan map
and priority list.
8. If the Master Plan is amended in the future, the TTT will conduct a hearing to evaluate
each new shelter location. Notice will be provided to the public through area newspapers
and by placing notices at the locations where the shelters would be installed.
I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly
adopted and passed by the Council of the City of Alameda in a regular meeting assembled on the 16th
day of September, 2003, by the following vote to wit:
AYES: Councilmembers Daysog, Gilmore, Matarrese, and
Mayor Johnson - 4.
