Resolution 13653CITY OF ALAMEDA RESOLUTION NO. AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE CALIFORNIA STATE DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT FOR FUNDING UNDER THE EXTERIOR ACCESSIBILITY GRANTS FOR RENTERS PROGRAM; THE EXECUTION OF A STANDARD AGREEMENT IF SELECTED FOR SUCH FUNDING AND ANY AMENDMENTS THERETO; AND ANY RELATED DOCUMENTS NECESSARY TO PARTICIPATE IN THE EAGR PROGRAM. WHEREAS, the City of Alameda wishes to apply for and receive an allocation of funds through the EAGR Program; and WHEREAS, the California Department of Housing and Community Development (hereinafter referred to as "HCD ") has issued a Notice of Funding Availability ( "NOFA ") for the EAGR Program established by Chapter 4 Section 53533(5) (B) of Part 11 of Division 31, Health and Safety Code (the "statute "). Pursuant to the statute, HCD is authorized to approve funding allocations utilizing monies made available by the passage of Proposition 46, the Housing and Emergency Shelter Trust Fund Act of 2002 to the EAGR Program, subject to the terms and conditions of the statute and the EAGR Program Guidelines adopted by HCD on October 1, 2003; and WHEREAS, the City of Alameda wishes to submit an application to obtain from HCD an allocation of EAGR funds in the amount of $150,000. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Alameda that: The City of Alameda shall submit to HCD an application to participate in the EAGR Program in response to the NOFA issued on October 6, 2003 which will request a funding allocation for the following activities: The City of Alameda proposes to use one hundred fifty thousand dollars ($150,000) to provide exterior accessibility grants to six or more rental property owners. Thirty - five percent of the City of Alameda's housing was constructed prior to 1939 often with high basements thereby complicating exterior accessibility modifications. According to the 2000 Census, 18% of Alameda's population is disabled and 52% renters. The City of Alameda will use the Exterior Accessibility Grants for Renter's Program ("EAGR") funding to provide grants for ramps, lifts and other accessibility modifications for buildings occupied by low- income tenants located in City of Alameda. 2 If the application for funding is approved, the City of Alameda hereby agrees to use the EAGR funds for eligible activity in the manner presented in the application as approved by HCD and in accordance with program guidelines cited above. It also may execute any and all other instruments necessary or required by HCD for participation in the EAGR Program. 3. The City of Alameda authorizes City Manager to execute in the name of the City of Alameda, the application, the Standard Agreement, and all other documents required by HCD for participation in the EAGR Program, and any amendments thereto.
