CITY OF ALAMEDA RESOLUTION NO. 9528
DECLARING CANVASS OF RETURNS AND RESULTS. OF GENERAL
MUNICIPAL ELECTION CONSOLIDATED WITH SPECIAL MUNICIPAL
CHARTER. AMENDMENT ELECTION AND PERALTA COMMUNITY
COLLEGE DISTRICT GOVERNING BOARD MEMBER ELECTION HELD
ON TUESDAY, APRIL 21, 1981
WHEREAS, a Gcneral MuniCipal Election consolidated with a
Special Municipal Charter Amendment Election and a Governiny Board
Member Election of the Peralta Community College District of
Alameda County was held in the City of Alameda on April 21, 1981,
under and pursuant to the provisions of Article XIX of the Charter
of said City, for the purpose of electing officers to the offices
of Councilman, Member of the Board of Education, Treasurer and
Auditor, and for the further purpose of submitting to the qualified
electors of said City amendments to the Charter of the City of
Alameda, as set forth hereinafter:
Two (2) Councilmen on the Council of said City for
two full terms, each term commencing at 8:00 o'clock
p.m. on the third Tuesday in May, 1981, and continu-
ing for four (4) years thereafter and until a
successor is elected and qualified;
Three (3) members of the Board of Education of said
City, each term commencing at 8:00 o'clock p.m. on
the third Tuesday in May, 1981, and continuing for
four (4) years thereafter and until a successor is
elected and Qualified;
One (1) Treasurer of said City for one full term
commencing at 8:00 o'clock p.m. on the third Tuesday
in May, 1981, and continuing for four (4) years
thereafter and until a successor is elected and
qualified;
One (1) Auditor of said City for one full term
commencing at 8:00 o'clock p.m. on the third Tuesday
in May, 1981, and continuing for four (4) years
thereafter and until a successor is elected and
qualified.
MEASURE A
Shall the Charter of the City of Alameda be amended
to delete that section which forbids any person
convicted of a felony from ever holding an office
or position with the City? Said amendment will be
accomplished by amending Section 22-4 of Article
XXII, all as fully set forth in Resolution No. 9479
of the Council of the City of Alameda.
MEASURE B
Shall the Charter of the City of Alameda be amended
to prohibit construction or reconstruction, widening
or extension of any street in an existing residential

district which can ines e traffic cappoity, noise or
air pollution, excepting new streeLs, located within
subdivisions, which do not connect to the existing road
or street system as an (xtension of any existing road
or street? Said amendment will be accomplished
by adding Article XXVIII to the Charter, all as
fully set forth in RosoJution No. 9478 of the Council
of the City of Alameda.
WHEREAS, nominating petitions were duly and regularly
presented to, and filed in the office of the City Clerk of the
City of Alameda, in the time, form and manner prescribed by law,
nominating for said offices:

WHEREAS, said nominations were entered in a list, with the
offices to be filled, which list was certified to and filed in the
time, form and manner prescribed by law, whereupon a notice of
Nominees for Public Office containing a statement of the time of
the election, the offices to be filled, and the names of the
candidates to be voted on, was duly and regularly issued more than
ten (10) days before said election and was published twice in the
official newspaper of said City, the last publication thereof
being more than five (5) days before the date of said election;
and

WHEREAS, a Notice of the Proposed 7\mendmonts to the Charter
of the City of Alameda, certified by the City Clerk, was duly
issued and published in the official newpaper of said City in the
manner and time prescribed by law; and
W;TEREAS, there were 47 consoldated election precincts
within the City of Alameda fixed and designated by resolution of
the Council of said City and designated, fixed and established by
the Thard of Supervisors of the County of Alameda, State of
California, as the consolidated election Precincts within the City
of Alameda for holding general state and county elections, as the
consolidated election precincts for holding the aforesaid General
Municipal Election consolidated with Special Municipal Charter
Amendment Election of the City of Alameda; and
WHEREAS, all of the ballots used for said e ection were
prepared, as to form and contents, as prescribed by law, and a
sample ballot was mailed to each voter of the City of Alameda
within the time end in the manner provided by law and such mailing
was completed at least ten (10) days preceding the date of said
election; and
WHEREAS, the officers of election for said election were
duly appointed and qualified, and all election supplies furnished
and election booths provided for each precinct as provided by
law; and
WHEREAS, the Council of the City of Alameda, at this, the
first Tuesday following said election, has met and fully can-
vassed the returns of the votes cast at said General Municipal
Election consolidated with a Special Municipal Charter Amendment
Election as reauired by law, and being fully advised in the
premises, and having the returns of said canvass before it;
NOW, THEREFORE, BE IT RESOLVED, DETERMINED AND DECLARED
BY THE COUNCIL OF THE CITY OF ALAMEDA and said Council finds,
as follows:
(1) That said General Municipal Election consolidated
with a Special Municipal Charter Amendment Election was held and
conducted, and the votes cast thereat received and canvassed, and
the returns thereof ascertained, determined and declared, in all
respects and particulars in the time, form and manner provided
by law.
(2) That the whole number of votes cast in the City of
Alameda at said election was 10,878.
(3) That the total number of votes cast in the City of
Alameda at said election for each of the aforesaid candidates for
the office of Councilman of said City was as follows:

Alameda at said election for the candidate for the office of
Treasurer of said City was as follows:

NOW, THEREFORE, BE IT FURTHER RESOLVED, DETERMINED AND
DECLARED that the aforesaid Mike Gorman and Anne B. Diament, having
received the two highest number of votes cast for the office of
Counci]man, were, and are hereby declared to be, duly ard regularly
elected to the office of Councilman of the City of Alameda each for
a term beginning at 8:00 o'clock p.m., on the third Tuesday in
May, 1981, and continuing for four (4) years thereafter and until
a successor is elected and qualified;
BE IT FURTHER RESOLVED AND DECLARED that William D. Thomas,
Sandra G. Moser and William W. Paden, having received the three
highest number of votes cast for the the office of Member of the
Board of Education, were, and are hereby declared to be, duly and
regularly elected co the office of Member of the Board of Education
of the City of Alameda, each for a term beginning at 8:00 o'clock
p.m., on the third Tuesday in May, 1981, and continuing for four
(4) years thereafter and until a successor is elected and qualified;

BE IT FURTHER. RESOLVED AND DE('LARED that the aforesaid
Lawrence Stickney, having received the highest number of votes
cast for the office of Treasurer, was, and is hexeby declared to
be, duly and regularly elected to the office of Treasuier of the
City of Alameda for a term beginning at 8:00 o'clock p.m., on the
third Tuesday in May, 1981, and contimiing for four (4) years
thereafter and until a successor is elected and qualified;
BE IT FURTHER RESOLVED AND DECLARED -Chat the aforesaid
Robert H. Lofstrand, having received the highest number of votes
cast for the office of Auditor, was, and is hereby declared to bfl,
duly and regularly elected to the office of Auditor of the City of
Alameda for a term beginning at 8z00 o'clock p.m., on the third
Tuesday in May, 1981, and continuing for four (4) years thereafter
and until a sucoessor is elected. and qualified;
BE IT FURTHER RESOLVED AND DECLARED that the aforesaid
Measure A and Measure 8, each having received a majority of the
number of "No" votes cast, were, and they are hereby declared, not
passed.
BE IT FURTHER RESOLVED AND DECLARED that inasmuch as votes
were cast in jurisdictions other than the City of Alameda for the
Peralta Community College Governing Board Member, election results
shall be declared by the Registrar of Voters of the County of
Alameda and a copy shall be filed with the City Clerk of the City
of Alameda at such time as the canvass of said votes is completed.
