CITY OF ALAMEDA RESOLUTION NO. 14809
AMENDING THE MEMORANDUM OF UNDERSTANDING BETWEEN THE
CITY OF ALAMEDA AND THE ALAMEDA POLICE MANAGERS
ASSOCIATION, JUNE 30, 2013 – JUNE 24, 2017, SECTION 26.7 DESIRABLE
QUALIFICATIONS FOR PROMOTION AND APPROVE FIRST AMENDED
APPENDIX A, SALARY SCHEDULE
WHEREAS, the Memorandum of Understanding (MOU) between the City of
Alameda and the Alameda Police Managers Association (APMA) effective beginning
June 30, 2013 and ending June 24, 2017 was approved by the City Council on
December 11, 2012; and
WHEREAS, the current Educational Incentive Program, currently only available
to employees hired prior to July 1, 1995, is eliminated with the implementation of said
MOU; and
WHEREAS, the City recognizes that advanced education and training is a critical
asset for police management employees to possess; and
WHEREAS, the parties have met and conferred and agreed that MOU Section
26.7 Desirable Qualifications for Promotion shall be amended effective June 30, 2013
to:
26.7 Qualifications for Promotion
The parties agree that the following are qualifications for promotion. All tenure
referenced in this section includes probation and any Acting/Y-Rate time. All
current members of the Alameda Police Managers Association (APMA) must be
in compliance with these qualifications by December 31, 2014.
Lieutenant Graduation from an accredited four year college or
university with major course work in law enforcement,
public administration, business administration or a
related field; Advanced POST Certification; and 24
months experience as a Police Sergeant with the
Alameda Police Department at time of appointment;
or
Advanced POST Certification, 12 years total law
enforcement experience including 36 months
experience as a Police Sergeant with the Alameda
Police Department at time of appointment.
Captain Graduation from an accredited four year college or
university with major course work in law enforcement,
public administration, business administration or a
related field; Advanced POST Certification; and 18
months experience as a Police Lieutenant with the
Alameda Police Department at time of appointment;
or
POST Management Certification and Advanced
POST Certification; 15 years total law enforcement
experience including 24 months with 36 months
desirable experience as a Police Lieutenant with the
Alameda Police Department at time of appointment.
and;
WHEREAS, the parties have met and conferred and agreed that Appendix
A, Salary Schedule shall be replaced with the First Amended Appendix A, depicted in
Exhibit A;
NOW, THEREFORE BE IT RESOLVED by the Council of the City of
Alameda that said Council hereby approves and adopts said revised MOU and the First
Amended Appendix A by establishing the salary rates, salary range, salary steps and
benefits as applicable to these classifications in the service of the City of Alameda.

regularly adopted and passed by the Council of the City of Alameda in a regular
meeting assembled on the 21st day of May, 2013, by the following vote to wit:
AYES: Councilmembers Chen, Daysog, Ezzy Ashcraft, Tam and
Mayor Gilmore – 5.
NOES: None.
ABSENT: None.
ABSTENTIONS: None.
