RESOLUTION SUPPORTING SENATE BILL SB 391
WHEREAS, Senate Bill 391 (DeSaulnier), the California Homes and
Jobs Act of 2013, will get California building again by imposing a $75 recordation
fee on certain real estate documents, excluding documents related to sales of
real property, creating a stable funding source for investment in homes and jobs;
and
WHEREAS, SB 391 would generate an estimated average $500
million annually in state investment and leverage an estimated additional $2.78
billion in federal and local funding and bank loans and deploy these funds
through a successful public/private partnership model; and
WHEREAS, SB 391 would create 29,000 jobs in California annually,
and help businesses stay competitive when they can attract and retain the talent
that fuels California’s economy; and
WHEREAS, if the State fails to act now, too many Californians will be
left without an affordable place to call home and businesses will be challenged to
remain competitive;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Alameda supports SENATE BILL SB 391 (DeSaulnier), to build homes
within reach of Alameda residents and create jobs by creating a stable source of
revenue for investment in affordable homes.

and regularly adopted and passed by the Council of the City of Alameda in a
regular meeting assembled on the 4th day of June, 2013, by the following vote to
wit:
AYES: Councilmembers Chen, Daysog, Ezzy Ashcraft, Tam
and Mayor Gilmore – 5.
NOES: None.
ABSENT: None.
ABSTENTIONS: None.
