OVERTURNING THE TRANSPORTATION COMMISSION
APPROVALOF AC TRANSIT LINE 51 PROJECT IMPROVEMENTSON
SANTA CLARA AVENUE AT WILLOW STREET
WHEREAS, on October 23, 2013, the Alameda-Contra Costa County Transit
District (AC Transit) sought approval of the Transportation Commission (TC) to
implement proposed improvements along the Line 51 corridor including: bus-only lane,
bus bulbs, bus stop removal, bus stop modifications, transit signal priority and signal
modifications, and bus stop relocations; and
WHEREAS, the TC voted to approve the proposed improvements with the
exceptions of five improvements including: 1) Bus stop relocations on Santa Clara
Avenue at Caroline Street; 2) Bus stop relocations on Santa Clara Avenue at Eighth
Street; 3) Bus stop relocations on Santa Clara Avenue at Grand Street; 4) Bus stop
relocations on Santa Clara Avenue at Everett Street; and 5) Bus stop relocations on
Broadway at Tilden Way/Eagle Avenue; and
WHEREAS, on November 1, 2013, the Public W orks Department received a
Petition for Appeal from Mr. Michael Cordell residing in the 2000 block of Santa Clara
Avenue, appealing the TC’s decision to approve the bus stop improvement at the Santa
Clara Avenue and Willow Street intersection. The proposed improvement is to relocate
the existing near side bus stop from the northeast corner of Santa Clara Avenue at
Willow Street to the northwest corner of the intersection; and
WHEREAS, on December 17, 2013, the City Council considered the appeal and
the information relative to the appeal provided by the staff report and the public
comments.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Alameda hereby overturns the Transportation Commission’s approval of AC Transit line
51 project improvements for Line 51 on Santa Clara Avenue at Willow Street.
NOTICE. No judicial proceedings subject to review pursuant to California Code
of Civil Procedure Section 1094.5 may be prosecuted more than ninety (90) days
following the date of this decision or any final action on any appeal, plus extensions
authorized by California Code of Civil Procedure Section 1094.6.

assembled on the 17th of December, 2013, by the following vote to wit:
AYES: Councilmembers Daysog, Ezzy Ashcraft, Tam and Mayor
Gilmore – 4.
NOES: None.
ABSENT: Councilmember Chen - 1.
ABSTENTIONS: None.
