RESOLUTION NO. 03 -109
FINDING THAT THE USE OF TAXES ALLOCATED FROM THE
EXCHANGE AREA PROPOSED TO BE ADDED TO THE BUSINESS
AND WATERFRONT IMPROVEMENT PROJECT AREA FOR THE
PURPOSE OF IMPROVING AND INCREASING THE COMMUNITY'S
SUPPLY OF LOW- AND MODERATE- INCOME HOUSING OUTSIDE
THE PROJECT AREA WILL BE OF BENEFIT TO THE PROJECT
WHEREAS, the Community Improvement Commission of the City of Alameda
(the "Commission ") has prepared proposed Amendments (the "Amendments ") to the
Alameda Point, Business and Waterfront and West End Community Improvement
Projects, which, among other things, would result in the allocation of taxes from the
area proposed to be deleted from the Alameda Point Improvement Project area and
added to the Business and Waterfront Improvement Project area by the Amendments
(the "Exchange Area ") to the Commission for the purposes of redevelopment; and
WHEREAS, Section 33334.2 of the California Community Redevelopment Law
(Health and Safety Code Section 33000 et seq.) requires that not less than twenty percent
(20 %) of all taxes so allocated be used by the Commission for the purpose of improving
and increasing the community's supply of low- and moderate - income housing available
at affordable housing cost; and
WHEREAS, Section 33334.2(g) of the Health and Safety Code provides that the
Commission may use such funds outside the project area if a finding is made by
resolution of the Commission and the City Council that such use will be of benefit to the
project.
NOW, THEREFORE, THE COMMUNITY IMPROVEMENT COMMISSION OF
THE CITY OF ALAMEDA DOES HEREBY RESOLVE that the use of taxes allocated
from the Exchange Area for the purpose of improving and increasing the community's
supply of low- and moderate- income housing available at affordable housing cost
outside the Business and Waterfront Improvement Project area, as proposed to be
amended, will be of benefit to the Business and Waterfront Improvement Project.

I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly
adopted and passed by the Community Improvement Commission of the City of Alameda in a
Special Joint City Council and Community Improvement Commission meeting assembled on the 18th
day of March, 2003, by the following vote to wit:
AYES: Commissioners Daysog, Matarrese, Kerr and Chair Johnson - 4.
NOES: None.
ABSENT: Commissioner DeWitt -1.
ABSTENTIONS: None.
