AUTHORIZING THE CITY MANAGER TO SUBMIT A COMMUNITY-
BASED TRANSPORTATION PLANNING GRANT APPLICATION TO
CALTRANS FOR $232,200 TO CONDUCT A CENTRAL AVENUE AREA
COMPLETE STREETS PLAN, TO COMMIT $25,800 IN MEASURE B
FUNDS AS A LOCAL MATCH, AND TO EXECUTE ALL NECESSARY
DOCUMENTS
WHEREAS, the California Department of Transportation is accepting applications
for Community-Based Transportation Planning grant funds for FY 2013/2014 totaling
approximately $3 million in competitive grants to local governments throughout
California; and
WHEREAS, the Community-Based Transportation Planning grant funds
coordinated transportation and land use planning that promotes public engagement,
livable communities and a sustainable transportation system, which includes mobility,
access and safety; and
WHEREAS, the City of Alameda has submitted a grant application to the
California Department of Transportation for funds from the Community-Based
Transportation Planning Grant Program for a Central Avenue Area Complete Streets
Plan; and
WHEREAS, the Central Avenue Area Complete Streets Plan will conduct an
outreach process and options analysis for Central Avenue between Pacific Avenue and
Grand Street and the proposed adjacent San Francisco Bay Trail; and
WHEREAS, the plan will focus on school, transit, truck and jobs access, two five-
legged intersections, bikeway treatments, a potential narrowing of the travel lanes and
paths along the bay waterfront; and
WHEREAS, the plan goal is to create a more multi-modal, sustainable
community that addresses sea level rise and global warming; and
WHEREAS, the City of Alameda has a Complete Streets Policy stating that the
City of Alameda will, to the maximum extent feasible and practicable, plan, fund, design,
construct, operate and maintain its transportation system and facilities so that they are
safe and convenient for all users and modes, as appropriate to the function and context
of each facility, and in ways that reflect local conditions and community values; and
WHEREAS, a proposed bay trail gap closure along Central Avenue is a high-
priority project in the City’s Bicycle Master Plan Update (2010), a medium-priority in the
City’s Pedestrian Plan (2009) and is on the City’s Implementation List for Competitive
Grants and Regional Funding (2013); and
WHEREAS, the City of Alameda is eligible to receive Federal or State funding for
certain transportation planning related plans, through the California Department of
Transportation; and
WHEREAS, a Fund Transfer Agreement is needed to be executed with the
California Department of Transportation before such funds can be claimed through the
Transportation Planning Grant Programs; and
WHEREAS, the City of Alameda wishes to delegate authorization to execute
these agreements and any amendments thereto.
NOW, THEREFORE, BE IT RESOLVED by the Alameda City Council that the
City Manager is authorized to execute and file an application for funding under the
Community-Based Transportation Planning Grant Program in the amount of $232,200
for a Central Avenue Area Complete Streets Plan.
BE IT FURTHER RESOLVED that the Alameda City Council by adopting this
resolution does hereby state that the City will provide $25,800 in local matching funds
from its Measure B allocation.
BE IT FURTHER RESOLVED that the City shall submit a copy of this Resolution
to the California Department of Transportation in conjunction with the filing of the
application.
