TUESDAY- -DECEMBER 21, 1999- -7:30 P.M.
Mayor Appezzato convened the Regular Meeting at 7:40 p.m. Vice
Mayor Daysog led the Pledge of Allegiance. Pastor Samuel Butler,
Love Fellowship Church, gave the invocation.
ROLL CALL - Present: Councilmembers Daysog, DeWitt, Johnson,
Kerr and Mayor Appezzato - 5.
Absent: None.
AGENDA CHANGES
None.
PROCLAMATIONS, SPECIAL ORDERS OF THE DAY AND ANNOUNCEMENTS
(99-602) Presentation of Alameda Collaborative for Children, Youth
and Families' Calendar.
The Community Development Manager presented Calendars to the City
Council.
Councilmember Kerr inquired whether Proposition 10 funds would be
available to youth service agencies.
The Community Development Manager responded Proposition 10 funds
would primarily target home visit and child care programs; stated
money will be set aside for innovative programs.
In response to Councilmember Kerr's inquiry whether organizations
such as BANANAS, Inc. will have its budget expanded, the
Neighborhood Development Manager stated it is likely; quite a bit
of the money for child care will be used to improve the quality of
care by providing educational opportunities for employees; there is
a huge amount of turnover in the child care industry; it is
difficult for agencies to keep quality workers.
Councilmember Johnson stated children take pride in the calendar
and it was well received by Schools; the directory was a good idea.
Councilmember DeWitt stated this. is an example of how much the City
cares about young people; services cover from the time children are
born until they become young adults.
(99-603) Mayor Appezzato announced East Bay Regional Park District
authorized a Lease agreement with the City of Alameda for a Dog
Exercise area at Crown Memorial Beach.
(99-604) Mayor Appezzato announced major events which will take

place next year: 1) the Port of Oakland will approve a dredging
Contract in January; 2) the Agreement with the Alameda Unified
School District [regarding fees and property transfers], approved
by Council, will be finalized in January or February; 3) the record
of decision with the United States Navy on the turnover of the Base
[Alameda Point] will be signed by the end of this year or early in
January; 4) some of the property at the Base will be transferred in
April or May; 5) hopefully, an agreement with Catellus will be
signed and the first development of Alameda Point will commence;
further stated an article in the San Francisco Chronicle Newspaper
on December 17, 1999 reviewed changes in Alameda.
CONSENT CALENDAR
Councilmember Johnson moved approval of the Consent Calender.
Councilmember Kerr seconded the motion, which carried by unanimous
voice vote - 5. [Items so enacted or adopted are indicated by an
asterisk preceding the paragraph number.]
(*99-605) Minutes of the Special Joint City Council and Alameda
Reuse and Redevelopment Authority Meeting, and the Regular City
Council Meeting held on December 7, 1999. Approved.
(*99-606) Recommendation to approve Year 2000 Bank Contingency
Plan. Accepted.
(*99-607) Introduction of Ordinance Approving and Authorizing
Execution of First Amendment to Lease Agreement between Mariner
Square & Associates, as Lessee, and the City of Alameda, as Lessor,
to Include an Additional Parcel of 3,072 Square Feet. Introduced.
(*99-608) Ratified bills in the amount of $2,509,545.02.
REGULAR AGENDA ITEMS
(99-609) Ordinance No. 2819, "Approving and Authorizing the
Execution of Lease Agreement Between Sprint Spectrum L.P., as
Lessee, and the City of Alameda, as Lessor, for the Installation of
a Telecommunication Transmission Facility at Fire Station #4."
Finally passed.
Councilmember Johnson moved final passage of the Ordinance.
Councilmember Kerr seconded the motion, which carried by unanimous
voice vote - 5.
(99-610) Ordinance No. 2820, "Approving and Authorizing the
Execution of Permanent and Temporary Construction Easements Between
East Bay Municipal Utility District, as Grantee, and the City of
Alameda, as Grantor, for the Naval Air Station Alameda Replacement

Wastewater Interceptor System Project." Finally passed.
Councilmember Kerr moved final passage of the Ordinance.
Councilmember Johnson seconded the motion, which carried by
unanimous voice vote - 5.
(99-611) Ordinance No. 2821, "Approving and Authorizing the Fourth
Amendment to Alameda Gateway Tidelands Lease to Include East Bay
Municipal Utility District Sanitary Sewer Easement for the Naval
Air Station Alameda Replacement Wastewater Interceptor System
Project." Finally passed.
Councilmember DeWitt moved final passage of the Ordinance.
Councilmember Kerr seconded the motion, which carried by unanimous
voice vote - 5.
ORAL COMMUNICATIONS
(99-612) Richard Neveln, Alameda, commented on an article in the
Alameda Times Star newspaper regarding the shooting of a cat by
Alameda Police Department at Alameda Point; requested City Manager
to investigate matter.
(99-613) Michael Torrey, Alameda, wished Council Happy Holidays.
COUNCIL COMMUNICATIONS
(99-614) Consideration of Mayor's nomination for appointment to
the Planning Board.
Mayor Appezzato nominated Eugenie P. Thomson for appointment to the
Planning Board.
(99-615) Consideration of Mayor's nomination for appointment to
the Library Board.
Mayor Appezzato nominated Karen A. Butter for appointment to the
Library Board.
(99-616) Consideration of Mayor's appointment to the Rent Review
Advisory Committee.
Mayor Appezzato appointed Mary "Roseann" Sullivan to the Rent Review
Advisory Committee.
(99-617) Mayor Appezzato wished the community a happy holiday
season.
(99-618) Vice Mayor Daysog stated the City Council has worked

closely with the School District on many issues, including
collaboration on new school sites and transfer of Mastick Senior
Center; requested staff to review the upcoming Statewide
proposition regarding local bonds for school facilities and place
adoption of a Resolution [of support] on the Agenda by January 18,
2000.
(99-619) Vice Mayor Daysog announced that he is working with
senior students in Ms. Pabarcus's government class to cleanup parts
of Crown Memorial Beach on New Years Day; encouraged interested
members of the public to contact him.
(99-620) Vice Mayor Daysog quoted Martin Luther King, Jr.: "We are
tied to a single network of mutuality, bound together in a garment
of common destiny"; stated the quote is as important today as it
was in 1963.
(99-621) Councilmember DeWitt thanked Council, staff and
volunteers for their work during the past year; outlined 1999
accomplishments, including the Multi-Cultural Center, Habitat for
Humanity, and the Skate Park; stated new things are happening at
the Library, the Museum Board is doing great things, there have
been many ribbon cuttings for new businesses and housing, the Civic
Light Opera is marvelous, the Mayor was elected to represent
Alameda County Mayors on the Metropolitan Transportation
Commission, the Federal Government agreed to transfer properties at
the Naval Air Station [Alameda Point] at no cost; and further
stated it was a great year.
(99-622) Councilmember Kerr wished everyone in Alameda the best
for the Year 2000.
(99-623) Councilmember Johnson commented on the past year; stated
it has been a great year for Alameda; other cities of similar size
are not undergoing as many changes as Alameda; there has been great
progress; further stated much work is accomplished by volunteers.
ADJOURNMENT
There being no further business, Mayor Appezzato wished everyone a
happy holiday and adjourned the Regular Meeting at 8:07 p.m.
