AMENDING THE ALAMEDA MUNICIPAL CODE BY ADDING
ARTICLE 6 TO CHAPTER 3 OF TITLE II THEREOF
ESTABLISHING THE HOUSING COMMISSION OF THE
CITY OF ALAMEDA AND PRESCRIBING MEMBERSHIP
AND DUTIES OF SAID COMMISSION
BE IT ORDAINED by the Council of the City of Alameda that:
Section 1. The Alameda Municipal Code is hereby amended by
adding Article 6, consisting of Sections 2-361 through 2-365, to
Chapter 3 of Title II thereof to read as follows:
Article 6. Housing Commission
Sec. 2-361. Commission Created. Purpose. There is
hereby created a commission which shall be known as the
Housing Commission of the City of Alameda, whose purpose
shall be to advise the Housing Authority of the City of
Alameda on the development and maintenance of assisted
housing programs in which said Authority may choose to
participate.
Sec. 2-362. Membership. Appointment. Term. Said
Commission shall consist of seven members, two (2) of
whom shall be tenants of Housing Authority programs and
one (1) of those shall be over sixty-two (62) years of
age.
All members shall, upon nomination of the Mayor, be
appointed by the City Council. The term of the five (5)
nontenant members shall be four (4) years and both
thereafter until the successor of such member is
appointed and qualified, and all terms shall begin on the
1st day of July of the year of their respective
appointment. A vacancy in the office of any such member
shall be filled for the unexpired term by appointment in
the manner hereinabove set forth.
Sec. 2-363. Qualification. Voting. All members of
said Commission shall, at the time of their appointment
and continuously during their incumbency, be residents of
the City. The vote of four members shall be necessary
for any action of the Commission.
Sec. 2-364. Meetings. Officers. The Commission
shall meet at least once each calendar month and shall
hold such additional meetings as it determines to be
necessary for discharge of its responsibilities
hereunder. The Commission shall select a Chairman and
Vice-Chairman who shall each serve for one (1) year terms
or until successors are appointed.
Sec. 2-365. Duties. It shall be the duty of the
Commission to:
(a) Advise the Housing Authority Commissioners of the
availability of programs which may provide for the
development of assisted housing.
(b) Advise the Housing Authority Commissioners of the
availability of programs which provide for
maintenance, modernization or revitalization of
existing facilities.
(c) Assist staff in the development of specific programs
when requested to do so by the Housing Authority
Commissioners.
(d) Assume those functions specifically delegated to it
by the Commissioners of the Housing Authority by
resolution.
(e) Adopt rules and regulations for the conduct of its
meetings and business.
Section 2. This ordinance shall be in full force and effect
from and after the expiration of thirty (30) days from the date of
its final passage.

assembled on the 17th of May, 1988,

NOES: Councilmember Monsef - 1.
ABSENT: None.
