AMENDING THE ALAMEDA MUNICIPAL CODE BY ADDING TITLE XX THERETO
AND ADDING CHAPTER 1 TO TITLE XX THEREOF ESTABLISHING AFFORDABLE
HOUSING REQUIREMENTS FOR NEW AND EXPANDED DEVELOPMENT AND ESTABLISHING
PROCEDURES THEREFOR
BE IT ORDAINED by the Council of the City of Alameda that:
Section 1. The Alameda Municipal Code is hereby amended by adding Title
XX thereto, establishing and providing for the imposition of development
fee and unit requirements and entitled DEVELOPMENT REQUIREMENTS; and by
adding Chapter 1 to Title XX thereof to read:

Article 1. Purpose
Section 20 -111. Mitigation of Affordable Housing Impacts. To
implement the goals and objectives of the Draft Housing Element of the
City of Alameda General Plan and the Strategic Plan of the City of
Alameda, to mitigate the housing impacts caused by new and expanded
residential, commercial and industrial development in the City of
Alameda and to meet the need for housing affordable to persons of low -
and moderate - income, the City Council has determined that affordable
housing requirements are needed. In establishing the requirements
described in the following Sections, the City Council has found the
requirements to be consistent with its General Plan and, pursuant to
Government Code Sectionn 65913.2, has considered the effects of the
fee with respect to the City's housing needs as established in the
Draft Housing Element of the General Plan.
Article 2. Findings
Section 20 -121. Need for Affordable Housing. Persons of low- and
moderate- income are experiencing increasing difficulty in locating and
maintaining adequate, safe and sanitary affordable housing. As noted
in the City's Draft Housing Element, a regional shortage of affordable
housing is contributing to overpayment for housing accomodations,
sometimes leading to temporary or permanent homelessness. According
to the Association of Bay Area Government's Housing Needs Projections,
the City of Alameda needs to provide housing affordable to persons of
