(MPA-92-1) AMENDMENT TO THE MASTER FOR ALAMEDA MAINA VILLAGE
PLAAPPROVING
WHEREAS, by its Ordinance No. 1990 N. S., adopted November 20,
1979 , this council approved the Master Plan for Alameda Marina
Village proj ect incorporating residential, commercial,
recreational, office and open space uses located on land along the
Oakland-Alameda Estuary; and
WHEREAS , by its Ordinance No.2 213 N. S ., adopted October
1984 , this Council approved the Master Plan Amendment for Alameda
Marina village , which amended the Master Plan Land Use Diagram for
the project permitting Office and Research and Development Use for
portions of the Marina Village property, and
WHEREAS, the Council approved a Master Plan Amendment
, for the uses permitted in Parcels B and C of the Marina
fu property, and
MPA-90-Village
WHEREAS, Alameda Real Estate Investments ("applicant") has
presented to the Council for approval a Proposed Amendment to the
Master Plan (MPA-92-1); and
WHEREAS the Planning Board heard and considered this
application and on June 8, 1992, voted to recommend to the Council
approval of the Negative Declaration, and amendments to the GeneralPlan (GPA-92-1) and to the Master Plan for Alameda Marina Village
(MPA-92-1); and
WHEREAS, in accordance with Section 15070 of the CEQA
Guidelines, the City Council has required changes and alterationsbe incorporated into the proj ect which will avoid
substantially lessen the potential significant effects identified
in Negative Declaration; and
WHEREAS, on July 7 , 1992 the Council has adopted a resolution
approving a Negative Declaration of Environmental Impact for Master
Plan Amendment, MPA-92-1;
WHERES , on July 7 , 1992 the Council has adopted a resolution
approving General Plan Amendment, GPA-92-1, which would permit a
change in land use designation on the General Plan Diagram from
"Medium Density Residential" to "Business Park" for
approximately 2.5 acre portion of the area identified as Parcel B
on the Marina Village property; and
WHEREAS , on July 7, 1992, after notice duly given, the Council
considered said Amendment to the Master Plan (MPA-92-1), conductedpublic hearing considered pertinent plans , documents the
Planning Board's recommendation and the staff report and made the
following findings.
Master Plan Amendment, MPA-92-1 , subject to the imposedcondi tions , is in conformance with the adopted GeneralPlan of the City of Alameda , as amended by GPA-92-1
adopted by a resolution of Council on July 7 , 1992.
The Master Plan Amendment , MPA-92-1, as conditioned in
this Ordinance , complies with the provisions of theAlameda City Zoning Code , which govern the Mixed UseDistrict.
The proposed residential, office , marina and open space
uses are an appropriate mix of uses , well suited to the
Marina Village project as a whole.
The Master Plan Amendment, MPA-92-1 provides sufficient
area and encourages adequate public accessibility andusage of the water/land interface.
The Master Plan Amendment , MPA-92-1 , as shown on the
conceptual drawings prepared by Ken Kay Associates , datedApril 1992 , consisting of 5 sheets marked Exhibit "A" inthe Planning Department files is designed in a manner
compatible with existing and potential contiguous uses on
the Marina Village property.
The city Council has been advised that subj ect to meeting
Ci ty standards and requirements , and subj ect to amendingthe Marina Village Master Plan or the City of AlamedaGeneral Plan the proposed development would consistent with the Plan for the West End CommunityImprovement proj ect.
WHEREAS , based on the findings , the Council determined that
MPA-92-1 should be approved;
NOW THEREFORE , BE IT ORDAINED by the Council of the City of
Alameda that:
Section 1 The proposed Amendment to the Master Plan forAlameda Marina Village (MPA-92-1), is hereby approved , subject tothe following conditions:
SCOPE OF APPROVAL
The Scope of Approval is limited to the following itemsas shown on Figure 1 of the Marina Village Master Plan
Revision prepared by Ken Kay Associates , dated April1992, consisting of 5 sheets , marked Exhibit "A" in thePlanning Department files. This approval is for the landuse concept only, and not for any specific designconcept.

The allowable square footage of gross floor area for eachuse (where applicable) shall not exceed the following
shown on Table

For purposes of this approval, all floor areas are "Gross
Floor Area"Gross floor area is defined as the floorarea contained wi thin the exterior walls of thebuildings, this includes the total area within thebuilding shell, including corridors , lavatorieselevators, lobbies , etc.
DEVELOPMENT PLAS
4 .The Appl icant shall submit a Development Plan for each
phase of the Master Plan in accordance wi th the
requirements of Chapter XX, Development Regulations
Section 30-4.20 Alameda Municipal Code prior
submittal of Design Review applications and the issuance
of any building permit. Such Development Plan shall be
reviewed by the Planning Board to insure that it
designed in a manner compatible with existing and
potential contiguous uses and meets
requirements of the Zoning Ordinance.

The design elements of each Development Plan shall be
compatible with the overall design theme for the entire
Marina Village Project. Each Development Plan shall also
include detailed landscape plans for shoreline publicaccess.
Prior to the issuance of a building permit , the Planning
Department shall process Design Review Applications forthe specific site development and building design of
development on Parcels B and C. The Design Review shall
specifically consider at least the following: detailed
landscaping design , detailed architectural plans of thebuildingsloading areas trash enclosures streetfurnituresecurity, exterior finishes signs andlighting fixtures.
LADSCAPING
Landscaping of common and public areas shall be designed
to minimize the use of water and shall be compatible withthe soil.
Landscaping irrigation systems for common open space
shall be equipped with sensor devices so as to conserve
water.
All sales model complexes , sales offices , temporary salessigns and on and off-site construction trailers and
temporary construction signs shall be reviewed andapproved by the Planning Director prior to their
construction and installation.

BUILDING HEIGHT
The platform height over the shipways shall not exceed
12 feet in height above the existing grade. Building
heights shall not exceed the following. Residential
building heights shall not exceed 48 feet above theplatform base constructed over the shipways. The office
buildings shall not exceed 66 feet at the highest point
above finish ground level.

AIR INSTALLTIONS COMPATIBLE USE ZONE
Development shall conform to the requirements set forth
for compatible land uses wi thin the Air Installationscompatible Use Zone (AICUZ).
PIERHEAD LINE
11.No development, except public access improvement as shown
on Exhibit "A", may extend beyond the Pierhead Line.
MITIGATION MEASURES
12.The Mitigation Measures set out in Attachment "A" to the
Negative Declaration approved by the City Council on July
1992 are hereby incorporated and included condi tions of the Master Plan Amendment approval.
REQUIRED PERMITS
13.Prior to the issuance of a building permit for any
portion of development permitted under Master Plan
Amendment MPA-92-1, the applicant shall obtain
appropriate permits from reviewing agencies including butnot limited to: the Bay Conservation and DevelopmentCommission, the U. S. Army Corps of Engineers.
MAINA VILLAGE MASTER PLA
14.The Marina Village Master Plan Booklet dated October 2
1984 shall be amended to include MPA-92-1.
