ADDING SUBSECTION 30-6.15

that:BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ALAEDA
Section Findinqs
The ci ty Council seeks to establish -reasonable
regulations for all exterior signs in the City of Alameda in orderto:
(a) balance the right of individuals to identify their
businesses and convey their messages and the right of the public to
be protected against the unrestricted proliferation of signs;
(b)

further the objectives of the General Plan;
protect the public health, safety, and welfare;
reduce traffic hazards;
facilitate the creation of an attractive and harmonious
communi ty;
protect property values;
promote economic development;
preserve the right of free speech; and
clarify currently confusing language; and
This ordinance has been duly processed with proper public
notice; and
The proposal is not subject to CEQA under the General Rule
section 15061 (b) (3); and
The proposal does not have the
significant effect on the environment;
potential causing
The City Council has conducted legally noticed public hearings
and have provided all interested parties an opportunity to be heardon these issues.
section 2 The Alameda Municipal Code is hereby am nded by
amending the following definitions in Subsections 30-6., of
Chapter XXX , (Development Regulations) Section 6 (Sign Regulations)
thereof to read as follows:
30-6.Def ini tions.
OFF-PREMISE DIRECTIONAL SIGN : A sign identifying apublicly-owned facility, emergency facility, tenants within a
business park , temporary subdivision signs , which are no greater
than 30 square feet in area. Such facilities and business parks
may have no more than two off-premise directional signs. Real
estate signs are not included in this definition.
REAL ESTATE SIGN : A sign indicating that a property or
any portion thereof is open for inspection , for sale , for rent, or
otherwise available or directing people to such a property.
Temporary subdivision signs are not included under this definition.
section The Alameda Municipal Code is hereby amended by
amending Subsections 30-6.5(h), 30-6.15(m) (4), and 30-6.15(m) (5) of
Chapter XXX (Development Regulations) , section (Sign
Regulations), thereof to read as follows:
30-6. 5 Prohibited Signs.
(h.PORTABLE FREESTANDING SIGN Portable freestanding
signs are prohibited except for temporary service station and realestate signs on medians of public roads and sidewalks. Such
temporary service station and real estate signs may not be placed
on medians or sidewalks in a manner which obstructs pedestrian or
vehicular traffic , or lines of sight.
30-6.Signs Exempt.
(m.) (4.MOTOR VEHICLE SIGN : One sign per vehicle may
be placed or affixed on the window of the vehicle. The sign may not
exceed two (2) square feet in area and may not be placed or affixed
in a manner that would obstruct the driver I s vision.
(m. )(5. )REAL ESTATE SIGN:
(a)Signs may only be located on private property in any
zoning district with the owner I s permission.
(b)On-premise signs shall be located in accordance with the
following:
(1 )One on-premise sign indicating the property is forsale or rent or otherwise available. For single
family dwellings or duplexes , the sign area shallnot exceed four (4) square feet in area. For
mUlti-family dwellings , commercial , or industrialuses, the sign area shall not exceed sixteen (16)
square feet in area.
(2 )In addition , one on-premise sign indicating the
property is open for inspection not exceeding four
(4) square feet in area. This sign may not be
placed more than two hours prior to the open house
and must be removed wi thin two hours after the open
house.
( 3 )In addition , up to three (3) on-premise sign riders
indicating information such as the agent I s name and
phone numbers home warranties offered
instructions on viewing the property. Each rider
shall not exceed one (1) square foot.
( c)Off-premise signs are limited to a maximum of six (6) per
open house , not exceeding four (4) square feet in area
per sign. Signs may not be placed on public property
except for medians of public roads and sidewalks. Signs
may not be placed on medians or sidewalks in a mannerwhich obstructs pedestr ian or vehicular traff ie
lines of sight. These signs may not be placed more than
two hours prior to the open house and must be removed
wi thin two hours after the open house.
Section 4 The Alameda Municipal Code is hereby amended byadding Subsection 30-6.15 (y) to Chapter XXX (DevelopmentRegulations), Sectl0n (Sign Regulations) thereof to read follows:

NON-COMMERCIAL, POLITICAL. RELIGIOUS OR PUBLIC SERVICE
SIGNS Signs containing non-commercial , political , religious orpublic service messages provided that these signs are used
exclusively to display such messages and comply with the applicable
advertising structure controls in Subsection 6-3 of Chapter VI of
this Code.
Section 5 This ordinance shall be in full force and effect
from and after the expiration of thirty (30) days from the date of
its final passage.
