Inter-department Memorandum
DATE:September 28, 1999
TO:Honorable Mayor and
Councilmembers
FROM:Sherry McCarthy, Director
Recreation and Park Deparment
RE:Introduction of Ordinance Amending Sections 2-30-23-
, of the Alameda Municipal Code Renaming the Recreation
Commission to the Recreation and Park Commission.
Background
The Recreation Commission was originally created by ordinance in 1952 to provide the
Recreation Director with guidance regarding the acquisition , development , maintenance
and operation of recreational facilities. They are also responsible for establishing
deparmental fees and charges. The Commission not only provides this input regarding
recreational programming, but also focuses on issues dealing specifically with Parks.
Included among these items is the acquisition of new park sites , design elements
amenities for each project, operational policies unique to each facility, and reviewing
public comments regarding neighborhood concerns. The term Park was not specifically
mentioned in the original ordinance.
Discussion
Ren!lming of the "Recreation Commission" to the "Recreation and Park Commission
would not only describe the duties and responsibilities of the body more clearly but would
also identify the Park division as a major component of the Recreation and Park
Department's overall operation. There would be no substantive changes in the duties or
authority of the Commission as a result of the proposed name change.
The City Attorney s offce has determined that in order to accomplish the name change
Council would.be required to adopt an.Ordinance amending every Section of the
Alameda Municipal Code which currently refers to the "Recreation Commission . The
amendment would replace every reference to "Recreation Commission , with "Recreation
and Park Commission
Municipal Code Cross Reference
Should the Council desire to rename the Commission , the Code Sections that would be
affected are 2-30-, and 23-
