APPROVING AN AUTHORIZING THE EXECUTION OF AN EASEMENT
BETWEEN THE UNTED STATES OF AMERICA ACTING BY
THROUGH THE UNTED STATES COAST GUAR , COMMANER
MAINTENANCE & LOGISTICS COMM PACIFIC , AS GRATEE , AN
THE CITY OF ALAMEDA , AS GRATOR FOR THE PUROSE OF
CONSTRUCTING, USING, OPERATING, MAITAIG, REPAIG,
REPLACING , RESTORIG AN RECONSTRUCTING A CAUSEWAY FOR
ACCESS TO COAST GUAR ISLAN
WHREAS , the U.S. Coast Guard has an existing causeway connecting Coat Guard Island
with the Oakland mainland over submerged lands owned by the City of Alameda; and
WHEREAS , the existing 762-foot timber causeway (bridge) is rapidly deteriorating and
requires replacement; and
WHREAS, replacement of the existing causeway requires constrction of a new reinforced
concrete bridge approximately 38 feet wide by 857 feet long to be constrcted in a new alignent
with subsequent demolition of the existing deteriorated causeway; and
WHREAS, constrction of the new causeway in a new alignent wil require the grant of
a permanent , non-exclusive easement from the City of Alameda; and
WHEREAS , there is no cost nor revenue to the General Fund for the easement on City
owned or administered land or water; and
WHEREAS , the U.S. Coast Guard is the lead public agency for project review under the
National Environmental Protection Act (NP A); and
WHEREAS , an Environmental Assessment dated October, 1996 , and a Maintenance
Logistics Command Pacific (shore environment) Memorandum dated Februar 19 , 1997 , determined
that an envionmental impact statement was not required and resulted in a Finding of No Signficant
Impact.
NOW , THEREFORE , BE IT ORDAID by the Council pfthe City of Alameda that:
Section 1 . The form of Easement referred to herein and the terms , covenants , agreements
and provisions therein be , and the same are hereby approved.
Section 2 . The City Council ofthe City of Alameda hereby approves and authorizes the City
Manager or his designee to execute the Easement between the United States of America , Acting by
and through the United States Coast Guard , Commander , Maintenance & Logistics Command
Pacific , as Grantee , and the City of Alameda, as Grantor , for the purpose of constructing, using,
operating, maintaining, repairing, replacing, restoring and reconstructing a causeway for access to
Coast Guard Island , substantially in the form presented as attachment to the memo from Matthew
Naclerio , Public Works Director , presented at the City Council meeting of December 5 2000.
Section 3 . This ordinance shall be in full force and effect from and after the expiration of
thirt (30) days from the date of its final passage.
