1994-09-26 Special CC MinutesMINUTES OF THE SPECIAL MEETING OF THE ALAMEDA CITY COUNCIL SEPTEMBER 26, 1994 (Held concurrently with a Meeting of the Alameda Unified School District) The meeting was called to order by President Withrow at 4:40 p.m., in Room 316, City Hall. Roll Call: City Council Present: President Withrow, Vice Mayor Roth, and Councilmembers Appezzato and Lucas - 4. Absent: Councilman Arnerich - 1. Alameda Unified School District Present: Superintendent of Schools Chaconas, School Board President Sam Huie, and School Board Vice President Greely. Agenda 94-557 Review of Minutes Council, by consenus, accepted the Minutes of the July 18, 1994 Meeting. Items from Previous Meetings 94-558 Mastick Senior Center The City Manager reported that the Assistant City Manager has worked with the School District on an extension to the Mastick Senior Center lease; certain issues have been provided to the City Attorney and the District's Legal Counsel; the City Council will consider the matter at the October 18, 1994 Regular Council Meeting; and penalty fees can be waived at this time. 94-559 Child Care The City Manager provided a report from the Recreation Manager showing that there was no demand for after school child care at Woodstock and Longfellow schools, inspite of the discounted rate offered by the District, PG&E and Alameda First National Bank. Special Meeting Alameda City Council and Alameda Unified School District September 26, 1994 The City Manager reported that space will not be available at Crab Cove in the near future; using shuttle buses or used-City vans for the five- to ten-year level may be a possibility; and grant funding is still being pursued. The Superintendent of Schools stated he will mail copies of RAP [Recreation Afterschool Program] to Woodstock, Miller, and Longfellow schools. President Withrow stated there appears to be a lack of communication between the schools and parents as to after school program availability. The Superintendent of Schools responded he will work with the PTA, and others, on the matter. School Board Vice President Greely stated one problem with RAP is children have to be picked up by 5:30 p.m. President Withrow suggested extending the program to 6:00 or 6:30 p.m. He will meet with Assemblywoman Barbara Lee to discuss modifying existing legislation limiting after school programs. In response to inquiry from Vice Mayor Roth, Superintendent Chaconas discussed licensing issues. In response to inquiry from School Board Vice President Greely, the City Manager stated there is not a great deal of interest from the parents with children in the 6th- through 8th grades. Superintendent Chaconas stated that Saturday and Sunday basketball game programs will increase in participation, and information on the programs will be forwarded to the City Manager. 94-560 East Bay Safety Corridor Superintendent Chaconas stated that he met with Assemblyman Tom Bates on the matter; the Corridor extends from Richmond to Fremont; monies could be received for a model program to eliminate crime; and the Crime Bill may provide funds. President Withrow stated the Crime Bill has three provisions for petitioning funds, and he is concerned money will get caught up in bureaucratic red tape. Superintendent Chaconas stated that Assemblyman Bates has been requested to provide a synopsis of each proposal, and he will share the information with the City Manager and School Board when received. Special Meeting Alameda City Council and Alameda Unified School District September 26, 1994 In response to inquiry from Superintendent Chaconas, President Withrow stated Congressman Dellums and Senators Boxer and Feinstein support infusion of Crime Bill funds in this area because of base closure. School Board Vice President Greely commented that the Board is primarily interested in the safety aspect. 94-561 Alameda County Economic Development Advisory Board The City Manager stated that invitations were sent to Councilmembers regarding the October 14th Alameda County Education Forum; representatives from the City boards and commissions are being sought; and some department heads will be in attendance. Superintendent Chaconas noted that he has not received any written documents. The City Manager stated that the Forum organizers are honing in on the school-to-work program. President Withrow suggested a representative from the Regional Scout Council or National Career Awareness be invited to participate. Superintendent Chaconas stated the Scouts are working on the middle schools, and he can provide information back if desired. The City Manager noted that Encinal High School invites people from various professions, and the Chamber of Commerce is working on a bank of speakers. 94-562 Base Closure Update and Strategic Planning for School Facilities President Withrow stated that he was asked what the District's plans are when military dependents are withdrawn. He believes transition funding from the federal government is justified. Superintendent Chaconas reported he will be in Washington, D.C. next week to address the issue; and AB 160 will not be a benefit to the District. President Withrow stated that he will provide the Superintendent with names of Washington, D.C. contacts; he [Withrow] has been assigned to the National Base Conversion Task Force and would like Mr. Chaconas to submit to him the impacts related to base closure. Special Meeting Alameda City Council and Alameda Unified School District September 26, 1994 Superintendent Chaconas commented that a short- and long-term School District Plan is being developed, and the Plan will be provided to the City Council and City Manager. New Items 94-563 Vandalism in Vicinity of School Facilities President Withrow stated that the most prevalent comment he has heard while campaigning is vandalism in the neighborhoods surrounding schools, mostly middle schools. Superintendent Chaconas stated that he will meet with principals and the Police Chief to come up with a solution, and will suggest parents telephone Police and principals when they observe students causing a problem. President Withrow suggested roundtable discussions open to residents around the schools; and that principals, school resource officers and student leaders be advised. Councilmember Lucas noted that the litter problem is decreasing around the high schools. Vice Mayor Roth commented it is difficult to identify students who are committing acts of vandalism. Superintendent Chaconas responded he will not tolerate intimidation of citizens. Councilmember Appezzato requested a report from the City Manager on the problem. Superintendent Chaconas stated he would like to know if there are more police reports, and he will talk to the student bodies. 94-564 Proposition 187 Superintendent Chaconas stated the Proposition will take away from educating children, and the County passed a resolution opposing it. The City Manager stated that the Social Service Human Relations Board has passed a resolution opposing the Proposition. School Board Vice President Greely stated the County Board of Supervisors and the California School Board Association have requested the School Board to address the Proposition. Special Meeting Alameda City Council and Alameda Unified School District September 26, 1994 0 3 Superintendent Chaconas noted that there is no State money to implement a program, which is required under Proposition 187. 94-565 District Office Parking on Central Avenue Superintendent Chaconas announced that the Alameda High School Gymnasium has been completed; School District parking will be moved into the parking lot; 2-hour parking is desired on Central Avenue and the District would like a recommendation from the City Manager on the matter. Vice Mayor Roth stated if there are any changes, they should come to the City Council.
