SPECIAL MEETING OF THE ALAMEDA CITY COUNCIL
JULY 27, 1993
The meeting convened at 7:32 p.m. with President Withrow presiding.
ROLL CALL -
Present: Councilmembers Appezzato, Arnerich, Lucas,
Roth and President Withrow - 5.
Absent: None.
93-434 Status Briefing on Base Conversion Process. (Mayor
Withrow)
Mayor Withrow announced he received a letter from Secretary of
Defense, Les Aspin, inviting him to meet in Washington, D.C. next
Monday; discussed reimbursement of cost; invited issues from
Councilmembers they might wish to have presented at the session,
and to Senators Feinstein and Boxer, and Congressman Dellums.
Mayor Withrow encouraged Council to attend luncheon Wednesday,
August 4th, to which Council was invited by Capt. Denny Major, NAS
Commanding Officer; announced he [Withrow] has tentatively
arranged, with Capt. Major, a bus tour on August 21st for Council,
members of staff, Economic Development Commission and Planning
Board; commented on the Executive Committee meeting of East Bay
Conversion and Reinvestment Commission to be held July 29th; and
discussed environmental cleanup cost and time factors.
Councilmember Lucas suggested the City Manager attend meeting in
Washington, D.C. with the Mayor.
Mayor Withrow stated he will check into protocol to be sure that is
possible.
Councilmember Appezzato requested the Mayor ask Senators Feinstein
and Boxer and Congressman Dellums to support legislation returning
NAS land to Alameda "for whatever price, a dollar or two dollars."
Council discussed financing environmental cleanup.
The City Manager noted a work plan and budget, for personnel needed
to plan for base reuse, will be provided Council for approval
August 17th; and he would like to be able to proceed with staff in
place by September.
Council discussed nominations for Outreach and Environment
Subcommittees' Chairs and BRAG Chair; and by consensus, agreed that
nominations should be presented to each other by August llth for
consideration August 17th.
Al DeWitt, Alameda, thanked Council and others for efforts
concerning the base; stated Mayor is the right man for the job; the
Naval Aviation Depot has the capacity to start cleanup now;

portions of the NAS property, by lease or other methods, should be
obtained quickly.
ADJOURNMENT
There being no further business to come before Council, President
Withrow adjourned the meeting at 8:32 p.m.
