OCTOBER 12, 1993
The meeting convened at 7:33 p.m., with President Withrow
presiding. Vice Mayor Roth led the Pledge of Allegiance.
ROLL CALL -
Present: Councilmembers Appezzato, Arnerich,
Lucas, Roth and President Withrow - 5.
Absent: None.
93-633 Proclamation Declaring October 15, 1993, as White Cane
Safety Day.
Mayor Withrow read the Proclamation and presented it to the
President of the Southern Alameda County Chapter of the National
Federation of the Blind (NFB).
President Barbara Baack explained the purpose for the White Cane
legislation, and thanked the City Council for the Proclamation.
93-634 JOINT MEETING BETWEEN CITY COUNCIL AND BASE REUSE
ADVISORY GROUP (BRAG)
President Withrow expressed his appreciation to the volunteers.
The following BRAG Staff and Subcommittee Chairs were present: Don
Parker, Conversion Project Director; Julie Mantrom, Management
Analyst; Lee Perez, Chair of BRAG; Stephen Fee, Land Use
Subcommittee Chair; Doug DeHaan, Reuse Subcommittee Chair; Diane
Lichtenstein, Community Involvement Subcommittee Chair; Malcolm
Mooney, Environment Subcommittee Chair; Alice Garvin, Housing
Subcommittee Chair; Toby Chavez, Recreation Subcommittee Chair; and
Ken Hansen, Infrastructure Subcommittee Chair.
Chair Perez stated three Subcommittee Chairs, Sam Huie, Helen
Sause, and Bill Garvine, were unable to attend the meeting this
evening due to prior commitments.
Mr. Perez requested subcommittee members seated in the audience to
introduce themselves.
93-635 Draft BRAG Mission Statement.
Chair Perez reviewed BRAG's Mission Statement.
Following discussion, Vice Mayor Roth stated that he would like
"job opportunities" added to the second paragraph of the Mission
Statement.
President Withrow moved that the Mission Statement include the

statement "identify, define, and mitigate adverse impacts upon the
residents of the City of Alameda who are effected by the base
closure or surrounding reduction of military activities."
Councilmember Lucas seconded the motion which carried by unanimous
voice vote - 5.
93-636 Draft Short Term and Long Term Objectives.
Chair Perez commented on the short term objectives.
Councilmember Appezzato stated that he particularly likes the idea
of looking at uses that reuse existing facilities without
limitations, as noted in Item No. 7.
President Withrow stated he would hope that the Committee can
review uses, e.g. seaport; determine whether they fit within the
City's values; and if they do not, eliminate them.
Councilman Arnerich stated he believes every objective should be
considered, and those which will not be productive in the future
eliminated.
Councilmember Lucas complimented the Committee on the wide range of
discussion; stated if Committee is going to meet the task of being
a community forum, believes all issues must be discussed, e.g.
seaport.
President Withrow stated that he would prefer a statement under
Item No. 5.F that acknowledges the constraints and risks associated
with the McKinney Act.
In response to Vice Mayor Roth, the Conversion Project Manager
stated responses to short term objectives will be determined by
availability of information and response from the Navy; base
closure is a complicated process; and the document before Council
will be added to, and updated, as the process goes forth.
Councilmember Lucas moved approval of the short term objectives;
Councilman Arnerich seconded the motion which carried by
unanimous voice vote - 5.
Councilman Arnerich moved approval of the long term objectives;
Councilmember Lucas seconded the motion which carried by
unanimous voice vote - 5.
Under discussion, Vice Mayor Roth stated long term objectives
should include employment opportunities.
On call for the question, the motion carried by unanimous voice
vote - 5.

93-637 Draft BRAG Subcommittee Mission Statements and Task
Descriptions.
Each Subcommittee Chair, or Chair designee, commented on their
Mission Statement.
Community Involvement Subcommittee
Councilmember Lucas moved approval of the Community Involvement
Subcommittee's Mission Statement; Councilman Arnerich seconded the
motion, which carried by a unanimous voice vote - 5.
Economic Development Subcommittee
Vice Mayor Roth moved approval of the Economic Development
Subcommittee's Mission Statement; Councilmember Lucas seconded the
motion, which carried by a unanimous voice vote - 5.
Education Subcommittee
Councilmember Lucas moved approval of the Education Subcommittee's
Mission Statement; Vice Mayor Roth seconded the motion, which
carried by unanimous voice vote - 5.
Employment and Job Trainina Subcommittee
Councilmember Lucas moved approval of the Employment and Job
Training Subcommittee's Mission Statement. Councilman Arnerich
seconded the motion, which carried by unanimous voice vote - 5.
Environment Subcommittee
President Withrow discussed air quality credits and stated he would
like the Environment Subcommittee to work out ways to alleviate the
constraints placed by the California Environmental Protection
Agency (EPA) and Federal EPA.
Vice Mayor Roth moved approval of the Environment Subcommittee's
Mission Statement; Councilman Arnerich seconded the motion which
carried by unanimous voice vote - 5.
Housing Subcommittee
Councilmember Lucas stated Alameda has a successful history of
housing the homeless; two groups, United Pilipinos of Alameda (UPA)
and Filipino American Community Services Agency (FACSA) are
interested in working with the Housing Subcommittee, and perhaps an
acceptable solution can be found to some of the McKinney Act
problems; and suggested Navy housing could become low-cost-
ownership housing, e.g., Woodstock Project.

Vice Mayor Roth moved approval of the Housing Subcommittee's
Mission Statement. Councilmember Lucas seconded the motion which
carried by unanimous voice vote - 5.
Infrastructure Subcommittee:
President Withrow stated certain facilities are tagged for removal
from the Base; he would like an assessment of those facilities, and
whether more will need to be added; the matter should be monitored,
the removal of the facilities should be deleted as a requirement;
and the Council should be kept informed.
Councilman Arnerich moved approval of the Infrastructure
Subcommittee's Mission Statement. Vice Mayor Roth seconded the
motion which carried by unanimous voice vote - 5.
Land Use Subcommittee:
Councilman Arnerich suggested that lists, in future reports, be
numbered or given an alpha designation.
Councilmember Lucas moved approval of the Land Use Subcommittee's
Mission Statement. Vice Mayor Roth seconded the motion which
carried by unanimous voice vote - 5.
Recreation Subcommittee
President Withrow requested Recreation Subcommittee consider adding
task of identifying, as soon as possible, recreation facilities,
especially structures with recognized structural deficiencies, so
Council can pursue Navy upgrade and repair of the facilities.
Councilman Arnerich moved approval of the Recreation Subcommittee's
Mission Statement. Vice Mayor Roth seconded the motion which
carried by unanimous voice vote - 5.
Reuse Subcommittee:
Councilman Arnerich moved approval of the Reuse Subcommittee's
Mission Statement. Councilmember Lucas seconded the motion which
carried by unanimous voice vote - 5.
Neil Patrick Sweeney, Alameda, offered various suggestions
concerning base conversion.
NEW AND UNFINISHED BUSINESS
93-638 President Withrow announced that on Monday, October 18,
1993, a meeting of the EBCRC Infrastructure Committee will be held
in City Hall.

93-639 Vice Mayor Roth requested the matter of rescheduling the
November 2, 1993, Regular Council Meeting to Wednesday, November 3,
1993, due to the November 2, 1993, Special Statewide Election.
ADJOURNMENT
President Withrow adjourned the meeting at 9:38 p.m.
