1992-11-04 Regular CC MeetingMINUTES OF ADJOURNED REGULAR MEETING OF ALAMEDA CITY COUNCIL, NOVEMBER 4, 1992 The meeting convened at 7:32 p.m. with President Withrow presiding. Councilmember Camicia led the Pledge of Allegiance. ROLL CALL - Present: Councilmembers Arnerich, Camicia, Lucas, Roth, and President Withrow - 5. Absent: None. ANNOUNCEMENT OF CLOSED SESSION ACTIONS Mayor Withrow announced that Council convened a Special Meeting at 6:30 p.m. and adjourned to Closed Session to consider: 92-755 Labor Relations, pursuant to Subsection (a) of Government Code Section 54957.6 of the Brown Act: Mayor Withrow stated Council gave further instructions to the City's negotiator; no action was taken. PROCLAMATIONS AND SPECIAL ORDERS OF THE DAY, 92-756 Presentation of Service Certificate to Louis Steele, former Civil Service Board Member. Mayor Withrow commended Mr. Steele for his many years of service on the Civil Service Board and other community organizations, and presented him with the Certificate. Councilman Arnerich noted Mr. Steele's service on the Recreation Commission. Mr. Steele expressed his appreciation for the opportunity to serve. 92-757 Presentation of Certificate of Appointment to Colleen M. Camicia as Member of the Solid Waste Management Recycling Committee. Mayor Withrow presented the Certificate of Appointment to Ms. Camicia who stated she looks forward to serving on the Committee. CONSENT CALENDAR At the request of Vice Mayor Lucas, ordinance 92-767 regarding Notice of Violation procedure was removed from Consent Calendar. Vice Mayor Lucas moved approval of the remainder of the Consent Calendar. Councilman Arnerich seconded the motion which carried by unanimous voice vote - 5. Items so enacted or adopted are indicated by an asterisk. *92-758 Minutes of the Regular Council Meeting of October 20, 1992, and the Special Council Meeting of October 20, 1992. Approved. Ncvember 4, 1992 *92-759 Report from Public Works Director recommending Award of Contract to 0.C. Jones & Sons for Repair and Resurfacing of Certain Streets, Phase 14, No. P.W. 3-92-07, and Authorization to Modify the Contract to Include Additional Streets. Accepted. *92-760 Report from Public Works Director recommending authorization to execute a Contract with G.R. Swanson & Associates, and Appropriation of Funds to Develop a Local Transportation District to Finance City Parking, Ferry, and Bus Programs. Accepted. *92-761 Report from Public Works Director recommending Authorization of Amendment to Contract between the City of Alameda and Charles Redfield, Consulting Engineer, for the Design of the Bay Farm Island Bicycle Bridge Project, No. P.W. 1-92-01. Accepted. *92-762 Report from Public Works Director recommending Adopting Plans and Specifications and calling for Bids for Grand Street Boat Launching Facility Improvements, No. P.W. 10-92-16. Accepted. *92-763 Report from Public Works Director requesting Authorization to Withdraw Transit Capital Improvement (TCI) Applications for Ferry Vessels. Accepted. *92-764 Resolution No. 12340 "Approving Parcel Map No. 6346 (Alameda Marina Village)." Adopted. *92-765 Resolution No. 12341 "Amending City of Alameda Resolution No. 12223 Authorizing Application to Office of Criminal Justice Planning for a Community Crime Resistance Program Grant Award, School Resource Officer Program." Adopted. *92-766 Bills, certified by the City Manager as true and correct, were ratified in the sum of $1,540,521.81. 92-767 Ordinance No. N Code by Adding Subsection 1-5.3 a Procedure to Record a Notice for Violations for the Alameda .S. "Amending the Alameda Municipal to Chapter I, Thereof, Establishing of Violation Against Real Property Municipal Code." Introduced. Vice Mayor Lucas commended staff community problem, and Public approach; and wants community to tolerate deteriorating buildings for their excellent approach to a Works Director for initiating be aware Council does not want to that are hazards. The Public Works Director commended the Chief Building Inspector, Steve Davis and Assistant City Attorney Heather McLaughlin who worked together to develop the program. Vice Mayor Lucas moved approval. Councilman Arnerich seconded the motion which carried by unanimous voice vote - 5. November 4, 1992 REGULAR AGENDA 92-768 Report from City Manager regarding a Volunteer Firefighter Program. (Councilmember Roth) Councilmember Roth stated he requested the report; the City cannot afford a Fire Department that can handle a major disaster; a first priority should be a trained "volunteer fire department;" volunteers could be called in when mutual aid is needed; and the Fire Chief should provide Council with further information. In response to Councilman Arnerich, the City Manager stated if Council wants staff to proceed, the next step would be for the Fire Chief to provide a detailed report and include pros and cons. Councilmember Roth moved to instruct staff to develop a program and bring it to Council reflecting pros and cons. Councilmember Camicia seconded the motion which carried by unanimous voice vote - 5. 92-769 Resolution No. 12342 "Approving Memorandums of Understanding for Alameda Police Managers Association and Alameda Management and Confidential Employees Association and Letters of Understanding for Unrepresented Employees, Alameda Police Managers Association and Alameda Management and Confidential Employees Association." Adopted. [Amended from "Approving Memorandums of Understanding for Alameda Police Managers Association and Alameda Management and Confidential Employees Association and Letters of Understanding for Appointed Employees, Unrepresented Employees, Alameda Police Managers Association and Alameda Management and Confidential Employees Association."] President Withrow announced the enclosure for Alameda Appointed Employees is being pulled and will not be included in the package proposed for approval this evening. At Councilman Arnerich's request, the Personnel Director clarified that the only item being pulled is the attachment for the appointed employees. Vice Mayor Lucas moved adoption of the resolution except for the pulled item (regarding Appointed Employees). Councilmember Roth seconded the motion which carried by unanimous voice vote - 5. 92-770 Ordinance No. N.S. "Amending the Telephone, Electricity, Gas and Cable Utility Users Taxes in the Event that the Firefighters' Binding Arbitration Measure (Measure D) is Passed by the Voters and Results in Arbitration Awards Against the City." Not Passed. President Withrow stated the ordinance was contingent upon the passage of [Measure D, November 3, 1992 election], which did not occur, and therefore, final passage of ordinance will not be November 4, 1992 considered by the Council. NEW BUSINESS AND UNFINISHED BUSINESS 92-771 Oral Report by Mayor Withrow on Consolidation of Overlapping Services with Neighboring Communities. Mayor Withrow stated a meeting was held with the Mayors of Hayward and San Leandro and respective City Managers to discuss ways to reduce labor costs, deliver neighborhood services more efficiently, and identify ways one city can utilize an excess capacity on behalf of cities with a need; the discussions were conceptual; major examples used to identify potential areas were risk management, vehicle maintenance, health and dental insurance plans, a single fire department, purchasing and procurement, the issuance of permits, and a blanket contracting ability between the three cities. Councilmember Roth questioned whether the Police Department purchases police cars through the State, to which the City Manager responded affirmatively; he added State bids and County cooperative purchasing are also applied to other purchases; cities tend to buy similar items and [joint procurement] might work well. Mayor Withrow noted that another meeting has been scheduled to look at more ideas and explore issues discussed. Councilman Arnerich commented Council must be alert to pitfalls of consolidation; and Mayor Withrow concurred. 92-772 Councilmember Roth stated the West Alameda Business Association had treats on Halloween for the children; the Alameda Firefighters gave away pumpkins and had a Pumpkin Contest on Halloween; the Alameda Recreation & Parks Department sponsored a successful costume contest; and he wished to recognize WABA, Alameda Firefighters and the Recreation and Parks Department for a fine job. 92-773 Mayor Withrow congratulated Councilman Arnerich on being re-elected to another four-year term, and thanked him for putting forth the time and effort in making the commitment to serve the community for another four years. 92-774 Vice Mayor Lucas stated Council has received a report from the Police Chief on the community ombudsman approach, and would like it agendized at the next Council Meeting. 92-775 Councilmember Camicia stated Council received a letter yesterday from a group of parents who would like a ten minute zone near Alameda High School for dropping off children at pre-school; he would like the letter forwarded to the Traffic Advisory Committee. 92-776 Councilmember Camicia stated an ugly crime was committed November 4, 1992 here last week; a youth was held up at gun point near the Bay Farm Island Bridge; complimented the Police Department for locating the people who allegedly committed the crime.
