AUTHORIZING THE CITY MANAGER TO PURSUE FEDERAL AND STATE
INITIATIVES TO CHANGE THE DESIGNATION OF THE WEBSTER/POSEY TUBES TO
A LIFELINE ROUTE AND INCLUDED ON THE NATIONAL HIGHWAY SYSTEM
WHEREAS, the California Department of Transportation (Caltrans) Strategic Plan
requires the establishment of a statewide list of lifeline routes deemed mo'st critical to emergency
response/life saving activities access through or across a potentially impacted region, connecting
major population centers within the region or state; and
WHEREAS, lifeline routes also provide access to an airport (military or civilian),
seaport, major rail facility, or a major distribution center that would be involved in immediate
emergency relief activities; and
WHEREAS, the National Highway System (NHS) provides an interconnected system of
principal arterial routes that serve major population centers and are important to interstate travel,
national defense and major travel destinations; and
WHEREAS, the federally mandated components of the NHS include interrnodal
connections, which provide motor vehicle access to a major port, airport, public transportation
facility, or other intermodal transportation facility; and
WHEREAS, the NHS includes highways important to the United States strategic defense
policy and which provides defense access, continuity, and emergency capabilities for the
movement of personnel, materials, and equipment in both peace and war times; and
WHEREAS, the Posey/Webster Tubes are currently not designated a state lifeline route
or included on the NHS because neither the state nor federal criteria recognize Alameda's unique
geographic, military, and institutional characteristics, which, if considered, would allow for a
change in the designation of the functional classification of the Tubes; and
WHEREAS, Alameda is an island with an isolated urban center with limited access to the
mainland grid system, thereby decreasing the vehicular access options for our community; and
WHEREAS, the Posey/Webster Tubes provide access to the MARAD ships, the United
States Coast Guard Housing development and the United States Marine Reserve Center, all of
which are essential to the peace and war time efforts of the United States military forces;, and
WHEREAS, the Posey/Webster Tubes provide a critical route for emergency services
necessary to insure acceptable response times for transporting victims from Alameda's west end
to hospitals in the east bay as well as provide a critical route for Police and Fire mutual aid
response to/from Alameda; and
WHEREAS, the Posey/Webster Tubes provide access to major public transportation
facilities including the Oakland Airport, the Port of Oakland, Amtrak and BART; and
WHEREAS, the Posey/Webster Tubes is critical to the successful n:development of the
former Alameda Point Naval Air Station; and
WHEREAS, the Posey/Webster Tubes are the only State Route that crosses the Estuary;
and
WHEREAS, consideration of Alameda's unique geographic, military, and institutional
characteristics by our state and federal legislative representatives would most assuredly allow for
a change in the designation of the functional classification of the Posey/Webster Tubes.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Alameda
hereby authorizes the City Manager to pursue federal and state initiatives to change the
designation of the Webster/Posey Tubes to a lifeline route and included on the National Highway
System.

adopted and passed by the Council of the City of Alameda in a regular meeting assembled on the 1st
day of July, 2003, by the following vote to wit:
AYES: Councilmembers Daysog, Kerr, Matarrese, and Mayor Johnson -4.
NOES: None
ABSENT: Councilmember De Witt -1.
ABSTENTIONS: None.
