RESOLUTIONS
89 -808 Resolution No. 11861, "Proclaiming continuing state of local
emergency." Adopted.
The Public Works Director stated adoption of the resolution will
maximize reimbursement of earthquake- related costs. In response to
Councilmember Withrow, the Director commented that the declaration
was, in part, due to the damaged water mains, sewer lines and
transportation issue.
The City Manager read portions of a memo sent to the Mayor and
Council, dated October 19th, regarding the necessity for declaring a
state of emergency. [Earthquake impacts include finances, personnel
and property.]

a public health issue.
The City Manager referred to Ordinance No. 1676, N.S., adopted by the
City in 1972, which creates Alameda's Disaster Council and its powers.
The City Manager expressed belief that Alameda had met the standards
under which a state of emergency may be continued.

another engagement; had he known the extent of discussion, he would
have scheduled the Special Council Meeting for an earlier time.
