SPECIAL COUNCIL MEETING OF THE CITY COUNCIL
HELD TUESDAY JULY 22, 1986
The meeting convened at 7:30 p.m. with President Diament presiding.
ROLL CALL: Present: Councilmembers Corica, Hanna, Lucas, Monsef and
President Diament - 5.
Absent: None.
REPORTS AND RECOMMENDATIONS
*86 -443 Consideration of the NIMDOTS Central Area Report.
The Planning Director explained the purpose of the NIMDOTS Study and
Report.
Councilmember Monsef expressed concern about the composition of the
Alameda County Transportation Authority.
Councilmember Lucas inquired about the successfulness of car pooling,
to which the Planning Director stated that both Pleasanton and San
Ramon have achieved dramatic results.
Councilmember Lucas expressed concern regarding the Oakland side
of traffic and the High Street intersection; the City Manager noted
that a Committee is reviewing intersections on the north side of the
Estuary and that the City has been notified that Oakland will be
making changes at the High Street intersection.
President Diament inquired about the status of Webster and Harrison
Streets area (Oakland). The City Manager responded that an
environmental document on the Alameda Gateway Project suggested that
improvements of the intersection be financed by the Developer, and
added that the City has had preliminary discussions regarding the area
with the City of Oakland.
Councilmember Corica stated his concerns regarding increased traffic
in the City, particularly in the West End when the Alameda Gateway
Project is developed.
Fred Scullin, 1120 Chestnut Street, stated that the NIMDOTS Study only
addresses traffic on Bay Farm Island and questioned the estimated
cost of the 66th Avenue Extension reflected in the document.
Councilmember Hanna commented that if the City of Alameda supports an
Agency such as NIMDOTS, perhaps, with the City of Oakland's
assistance, Alameda will be able to accomplish some of its concerns.

Mr. Anderson, East Bay Regional Park District, stated the District is
concerned about the 66th Avenue crossing and suggested that the item
be set aside as a separate issue. In response to inquiry from
Councilmember Lucas, Mr. Anderson stated an underwater tube would be
acceptable.
Elizabeth Zackheim, 1033 Via Bonita, stated the Cross Airport Road
may add to the traffic problems of the City.
President Diament stated the Study is an effort to solve a regional
problem and Alameda will benefit from acceptance of the Report.
President Diament added that the Cross Airport Road will help Alameda,
San Leandro, the Port of Oakland, and the City of Oakland.
Councilmember Lucas stated that the City will have to insist upon the
improvements to the Nimitz Freeway.
Councilmember Hanna commented that he had studied the Report and
supported it.
Councilmember Lucas made a motion to accept the Report. Councilmember
Hanna seconded the motion which carried by unanimous voice vote - 5.
RESOLUTIONS
86 -444 Resolution No. 10975 "Adopting a position in support of
placing on the November Ballot the proposed 1/2 cent sales tax
increase and its associated list of transportation projects as
approved by the Alameda County -wide Transportation Committee on
July 17, 1986."
The City Manager explained the Planning Director's report, the
proposed Ballot measure, and the proposed generation of revenues and
improvements.
Councilmember Lucas stated that she supported the proposal
Councilmember Hanna made a motion to adopt the resolution.
Fred Scullin, 1120 Chestnut Street, stated that he did not
the voters will approve the proposal.
The City Manager reviewed the revised figures of the July
Expenditure Plan Recommendation.
Councilmember Lucas seconded Councilmember Hanna's motion
resolution, which carried by unanimous voice vote - 5.
President Diament adjourned the meeting at 8:55 p.m.
