1985-06-24 Special CC MinutesSPECIAL COUNCIL MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD MONDAY JUNE 24, 1985 The meeting convened at 12:00 noon with President Diament presiding. ROLL CALL Present: Councilmembers Corica, Hanna, Lucas and President Diament - 4. Absent: Councilmember Monsef - 1. 85 -394 - Consideration of the East Bay Regional Park District's Bike Path Extension Project. Mr. Michael Anderson, East Bay Regional Park District representative, described the Project. Mr. Anderson noted that the Project is financed by State Coast Conservancy funds, because of the interest in providing improved disabled and handicapped access. President Diament stated the District is environmentally sensitive and requested Mr. Anderson to address the matter. Mr. Anderson explained that the bike path is not considered an environmentally dangerous item, however, the District will be working with Leora Feeney and Art Feinstein of the Golden Gate Audubon Society regarding a potential boardwalk. Mr. Bill Kane, President of the Bayview Estates Homeowners' Association, 2615 Bayview Drive, informed the Council that the Association had voted against a bike path, and requested the Council to inform the District that the bike path will not be extended along the beach east of Broadway. Mr. Kane also referred to a meeting with City staff at which time the City Manager stated the City had no real interest in a bike path in that area. In response, the City Manager explained that the meeting was related to possible action by the Bay Conservation and Development Commission (BCDC) and funding contingent upon meeting certain requirements, e.g., a bike path. Councilmember Corica requested minutes of the meeting between City staff and Mr. Kane, as well as information regarding BCDC's plans for the area. Councilmember Corica motioned, seconded by Councilmember Hanna, to approve the District's Bike Path Extension Project and authorize the District to proceed with the Project. The motion carried by unanimous voice vote - 4. Councilmember Hanna noted that the lease between the District and the City terminates at Broadway Street.
