SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF ALAMEDA
HELD TUESDAY SEPTEMBER 10, 1985
The meeting convened at 7:30 p.m. with President Diament presiding.
ROLL CALL: Present: Councilmembers Corica, Hanna, Lucas, Monsef
and President Diament - 5.
Absent: None.
RESOLUTIONS
85-543 Resolution No. 10727 "Resolution declaring copies of the
Uniform Plumbing Code, 1982 Edition, placed on file with the City
Clerk to be public records; setting the time and place of public
hearing on the adoption of said Code by reference; and directing
publication of notice of said hearing."
Councilmember Lucas made a motion, seconded by Councilmember Corica,
that the resolution be adopted; the motion carried by the following
vote: Ayes: Councilmembers Corica, Hanna, Lucas, Monsef and
President Diament - 5. Noes: None. Absent: None.
President Diament adjourned the meeting at 7:33 p.m.

SPECIAL JOINT COUNCIL MEETING BETWEEN THE CITY OF ALAMEDA
AND THE EAST BAY REGIONAL PARK DISTRICT BOARD OF DIRECTORS.
SEPTEMBER 10, 1985
The meeting convened at 7:35 p.m. (at the conclusion of the Special
Council Meeting) with President Diament presiding.
ROLL CALL: Present:

Councilmembers Corica, Hanna, Lucas, Monsef and
President Diament - 5.
None.
East Bay Regional Park District (EBRPD) Board of Directors present:
President Wally Costa, Mary Lee Jefferds, John O'Donnell, and Jim
Duncan.
85-544 Discussion of the South Shore Beach Renovation and related
subjects.
President Diament announced that the joint meeting was being held to
discuss the next phase of the South Shore beach restoration, as well
as the impact of such restoration upon Alameda citizens.
President Costa (EBRPD) introduced members of the Park District's
staff: Mr. Jerry Kent, Acting General Manager; Mr. Mike Anderson,
Planning and Design; Mr. Tom Schweser, Construction Manager; and
Mr. Ray Dawson, Park Zone Manager, Zone 5. President Costa also
introduced Mr. Richard Dorfheim of Moffatt & Nichol, Engineers.
Mr. Mike Anderson gave a slide presentation which demonstrated the
history of the beach. At the conclusion, Mr. Anderson noted that
there is a potential to receive +$2 million from the State to place
more sand on the beach.
President Diament stated that Council should address the next stage of
beach restoration in conjunction with the associated problems such as
parking, traffic, and increased crime in the area. President Diament
expressed support for the recommendation that a joint committee be
established to further pursue the feasibility of Phase 5 of the beach
replenishment.
Councilmember Hanna expressed concern regarding the expansion of the
beach and its creating a greater impact upon the City.
Mr. Dornhelm, Moffatt & Nichol, Engineers, briefly outlined the
proposed project.
Councilmember Corica commented on the City's density and the effect
weekend visitors to the beach have upon residents in the area.
Councilmember Corcia also stated concern regarding windsurfing
concessions, parking, litter and crime.
Councilmember Lucas stated Council should determine a way in which to
limit the number of visitors, and added that she did not believe a
second path should be considered.

President Costa (EBRPD) suggested that the Council indicate their
position to the Board regarding the State Grant for sand
replenishment, and the other issues of concern could be reviewed by
the proposed joint committee.
President Diament commented that perhaps consideration of other
regional beaches would help solve the density problem. Councilmember
Corica concurred with President Diament.
Councilmember Corica suggested that the entire Council meet with the
District committee's representatives so that all ideas could be
considered and reviewed.
Councilmember Hanna stated that sand is not the answer and suggested
2- foot - high- terraced walls, which he believes would provide ample
recreational space.
Councilmembers Lucas and Monsef expressed approval of the formation of
a joint committee.
President Diament noted that the Council appeared to be interested in
a seawall concept, which would require extensive investigation by
both the proposed committee and City staff.
Mr. Kent, EBRPD, stated that the beach is operating exactly as it was
designed, however, a seawall concept could be studied from the
information available in the EIR and the Moffatt & Nichol, Engineers'
study. Mr. Kent added that the issue is whether or not the City and
the District desire the sand replenishment, and determination of the
most economical method.
Councilmember Lucas motioned that a joint committee be formed to study
the alternatives discussed. The motion was seconded by Councilmember
Hanna and carried by the following vote: Ayes: Councilmembers Hanna,
Lucas, Monsef and President Diament - 4. Noes: Councilmember Corica.
Absent: None.
President Costa (EBRPD) appointed Board members Mr. Duncan and Ms.
Jefferds to serve on the Committee.
President Diament announced that Councilmembers Hanna and Corica
will serve on the Committee as the City's representatives.
Mr. Gerhard Degemann, 304 Sand Beach Road, discussed the problems of
beach maintenance and law enforcement during the weekends, and
congratulated the Council for taking steps to correct the situation.
Mr. Fred Scullin, 1120 Chestnut Street, stated that the preservation
of the beach should be considered particularly for young persons.
President Diament adjourned the meeting at 8:55 p.m.
