OF THE CITY OF ALAMEDA
HELD TUESDAY MARCH 10, 1981
The meeting convened at 7:30 p.m. with President Corica and Chairman Trujillo
presiding. The purpose of the Joint Special Meeting was consideration of reports
from City Manager concerning housing concepts and local initiatives relative
to housing and structure, organization and administration of Housing Program
and Housing Authority.
After adjournment of the Special Joint Meeting, the Council business included
adjournment to an Executive Session for discussion of litigation and personnel
matters, and action thereon if desired, and discussion of State Parkland Bond
Act Funds.
ROLL CALL Present: City Council - Councilmen Diament, Sherratt, Stone, Tillman,
and President Corica - 5.
Absent: None.
Present: Housing Authority - Commissioners Garfinkle, Fenstermacher,
Ferro, Jones, Rosen, Swisher, and Chairman Trujillo - 7.
Absent: None.
President Corica requested that discussion of State Parkland Bond Act Funds listed
under Council business be considered out of sequence on the agenda.
Councilman Sherratt made a motion, seconded by Councilman Diament, that the
matter be considered at this time; the motion carried by unanimous voice vote - 5.
81 -187 Discussion of State Parkland Bond Act Funds.
President Corica stated that he had attended a Board of Supervisors meeting when the
split of the Parkland Bond Act Funds was discussed, and the Chairman of the Board
of Supervisors had indicated that he had received a report that three members
of the Alameda City Council were in favor of a compromise between the 85/15 split
and the 80/20 split which would be 17.5. He further stated that the Chairman's
statement bothered him as the Council had not voted on that matter.
Councilman Sherratt stated that a motion had been made in open session on March 3,
1981, that the Council ask Mayor Corica to request at the Mayors' Conference
that they compromise between the 15 split which cities supported and the 20
split which the Board of Supervisors recommended which would be a 17.5 split;
and that the motion had subsequently been withdrawn as President Corica had indicated
he felt there was still a chance of obtaining the 85/15 split which the cities
were supporting.
RETURN TO JOINT MEETING AGENDA
President Corica recommended that the report from City Manager regarding Housing
Authority be considered out of sequence as many people were present whc were interested
in that subject.

Councilman Tillman made a motion, seconded by Councilman Diament, that President
Corica's recommendation to take the matter out of sequence on the agenda be approved;
the motion carried by Ayes: Councilmen Diament, Stone, Tillman, and President Corica - 4.
Noes: Councilman Sherratt - 1. Absent: None.
REPORTS AND RECOMMENDATIONS
81 -188 From City Manager regarding structure, organization, and administration
of Housing Program and Housing Authority.
The City Manager summarized the reports stating that they covered subjects relating
to personnel practices, financial recordkeeping, and procedures to determine
eligibility for the Senior Complex.
Chairman Trujillo stated that the Housing Authority had received the reports
relative to this item but needed additional time to review the material and respond.
Lillie Zinnerman, Housing Management representative with H.U.D., stated that
she had completed a management review of the Housing Authority in February, 1980,
which had findings similar to those contained in the City staff report and that
she felt they had been corrected since she had worked closely with the present
Executive Director of the Housing Authority.
Ms. Gates, Executive Director of the Housing Authority, stated that the report
from the Housing Services Coordinator regarding the Park -Otis Senior Complex
was accurate except the name of the person with whom the meeting was held was
not correct as the meeting had been held with Gayle Cadiga.
President Corica stated that he felt the Housing Authority was doing a good job,
and he would be opposed to the Council taking over as the Housing Authority.
Councilman Diament stated she was also opposed to the Council sitting as the
Housing Authority.
Councilman Sherratt stated he felt the various housing programs in Alameda could
best be handled under one administration and one policy making board, and final
decisions as to policy should be made by the elected officials and that the present
Housing Authority could continue to function as an Advisory Commission and report
to the Council for policy decisions as other Boards and Commissions in the City.
He further stated this was not a criticism of the present Housing Authority or
Housing Authority staff.
Councilman Tillman recommended that a consultant be obtained to do a study on
the structure of the Housing Authority in the areas of payroll, personnel, and
accounting.
After considerable discussion, Councilman Tillman made a motion, seconded by
Councilman Sherratt, that the City Manager, in conjunction with the Executive
Director of the Housing Authority, be directed to obtain a consultant to prepare
an organizational study of the Housing Authority operations and submit a report
to the City Council and Housing Authority; the motion carried by unanimous voice
vote - 5.
In response to a recommendation by Councilman Tillman that the City and Housing
Authority divide the cost of the consultant, Commissioner Garfinkle stated that
he did not believe H.U.D. monies could be used for that purpose.

NEW BUSINESS
81 -189 The City Manager requested that the Council hear a brief presentation
by Jerry Kent, East Bay Regional Park District, regarding erosion at South
Shore Beach and that no decision or action is being requested this evening as
the matter will be discussed in depth at the March 17, 1981, meeting.
With the consent of Council, President Corica so ordered.
Mr. Kent stated that the District proposed to fill the beach area with medium
grain sand, and the proposal would be discussed in detail at the March 17, 1981,
Joint Meeting of the Council and East Bay Regional Park District. He provided
samples of the fine grain sand currently on the beach and the medium grain.
Kemo Walker presented slides showing the beach in different stages of erosion.
Leonard Long, 1522 East Shore, stated that the EIR did not address subsidence
at the beach.
Councilman Tillman requested that information be provided prior to the March 17
meeting regarding subsidence and whether the medium grain sand might be damaging
to automobiles when the wind blows.
UNFINISHED BUSINESS
81 -190 Councilman Stone made a motion, seconded by Councilman Sherratt, that
the Housing Authority be requested to share the cost of the consultant for the
Organizational Study approved by motion earlier this evening; the motion carried
by unanimous voice vote - 5.
REPORTS AND RECOMMENDATIONS
81 -191 From City Manager concerning housing concepts and local initiatives relative
to housing.
The City Manager played a tape recording of a speech made by Robert H. Klein
regarding housing issues at the Conference of City Managers which he recently
attended.
John Barni, speaking on behalf of the Real Estate Board, stated that the Board
had taken an interest in this subject and had discussions on how a program could
be implemented with bond monies, pension funds, and such and that he would investigate
further and report back to the Council.
ADJOURNMENT
81 -192 Councilman Tillman made a motion, seconded by Councilman Sherratt, that
the Council adjourn to Executive Session for a discussion of personnel and litiga-
tion matters; the motion carried by unanimous voice vote - 5.
At the conclusion of discussion, it was determined that no action would be taken
at this time.
There being no further business to come before the meeting, the Council adjourned
at 11:20 p.m.
