ReplyingtoMayorAppezzato,thePlanningDirectorexplainedthat althoughtheprojectwasdeniedwhenfirstsubmitted,itwas app~ovedthesecondtimebecausethedesignhadbeenchanged,the proJ7ctwassmaller,andnovariancewasrequired;andthatno hear1ngwasnecessarybeforethePlanningBoard. viceMayorMannixinquirediftherewouldbevalueatthisstageto sendthismattertothePlanningBoardforreviewand recommendation. RespondingtoCouncilmemberLucas,Mr.Franklinstatedthatthe AlamedaNavyRetentionTacticalCommitteeisthedesignationofan AdHocCommittee;twoothermemberspresentareDouglasDeHaanand MarkChandler,andtheCommitteehasanumberofadvisorsinthe area,includingDonPerata,andsomeseniorretiredmilitary. CouncilmanArnerichnotedherealizesmanypersonsworkedonthis proposalandcommendedMr.Franklinforhisclearpresentation;and questionedifSanDiegolackspermitsfornuclearpoweredcarriers inthatarea. Mr.FranklinrepliedheenvisionstwoorthreeatSanDiegoandthe othertwoelsewhere,however,SanDiegodoesnothaveafacility whereanaircraftcarriercouldbehomeported. TheCityManagerreferredtostaffreportdated12/20/94,Exhibit A,andexplainedtherates,notingthepurposeofchargingmorefor secondandsuccessivecansistoencouragerecycling,andreduce amountofgarbagetolandfill,pursuanttostatelaw. Ms.Kerrqueriedthatthefirstcanperapartmentisnomorethan forasinglefamilydwelling,andtheCityManagersoconfirmed. MayorAppezzatostatedhewillsupportthehigherrateforsecond cansashebelievesitisimperativetoencouragerecycling. Ms.Kerrstatedshebelievesratesaredifficultforfamilieswith children. DavePlummer,Alameda,statedhetalkedtorecyclingcollectorswho voicefrustrationconcerningthestealingofgoodrecyclables;and wouldlikefactsandfiguresonrecylclableslossduetotheft. GerhardDegemann,Alameda,inquiredwhatthe10%increasewillbe appliedtowards,e.g.,fuelcost,salaries;andhewouldlikethe recyclingcompanytoaddressmatter. PresidentAppezzatostatedheisconcernedaboutthehighincrease ofrates;andhewouldliketoseemattergobacktotheCity Managerforfurtherreview,anddeterminewhichratescanbe adjustedtomakeitmorepalatabletocitizens,andconcernsvoiced toWasteManagement;heunderstandsinterestandtaxexpenseareno longerincludedintheoperatingratioandheisnotpreparedto voteuntilthestafftakesanotherlookatit.
