ThecityManagerstatedthattheMayor'ssuggestionwasagood solutionforthelong-termleases;thattheCityisgoingtoallow theAlamedaRedevelopmentandReuseAuthority(ARRA)tonegotiate andexecute[leases]upto10[years]I andthenifthereis somethingthatgoesbeyondthat,torequirethem[leases]tocorne backtotheCity. TheAssistantCityAttorneystatedforclarification,thatthe leaseswouldnotcornebacktotheCouncil,butgobeforeARRAjand thattheCitywouldreviewUsePermits. TheCityManagerstatedthattheCityis.approachingtheplanning processforthebaseinthesamewayasforFleetIndustrialSupply Center(FISC)property;thatFISCisnotasfaralongbecauseit wasjustplacedontheclosurelistthissummer;thattheCity couldadoptforFISCwhatisadoptedfortheNASbase;thathousing isdifferentfromusersforindustrialbuildings;andthattheCity islookingatmoreshort-termusersortheCoastGuardtakinglarge blocksofhousing.
