OF THE CITY OF ALAMEDA
HELD TUESDAY AUGUST 26, 1980
Convened at 8:30 p.m., with President Corica and Chairman Trujillo presiding.
ROLL CALL
City Council: Present: Councilmen Diament, Sherratt, Stone, Tillman, and President
Corica - 5. Absent: None.
Housing Authority: Present: Commissioners Fenstermacher, Garfinkle, Rosen, Swisher,
and Chairman Trujillo - 5. Absent: Commissioners Ferro and Jones - 2.
The Notice and Agenda of this Special Meeting is on file in the Office of City
Clerk. Purpose of the Joint Special Meeting was for discussion of the organizational
structure of the Housing Authority.
President Corica stated that the meeting was to discuss the organizational structure
of the Housing Authority and to find ways the City and Authority could work more
closely to reach the goals of both. He commended the Authority and their staff
for their accomplishments.
Councilman Sherratt referred to a petition received from Housing Authority employees
and stated he wished to make it clear it was not the intention that anyone would
lose their jobs, and if rumors had spread, it was a misunderstanding. He further
stated the Council did not have the authority to remove Housing Authority employees
and this discussion was regarding whether there are ways the Housing Authority
can be more efficient by working with the City or incorporating procedures with
the City.
Commissioner Garfinkle requested the Council to be definitive and specific as to
their concerns and the Council and Authority could mutually decide how the issues
could best be resolved.
Councilman Tillman expressed his concern about the large salary paid to the Executive
Director and about financial conditions of the Housing Authority, where the available
money is and amounts of expenditures. He further requested a "box score" report
on the Section 8 Program and that Council and City staff receive a monthly report
on the status of the program.
Councilman Stone stated the Housing Authority should work closely with the City
on the Housing Community Development Act (HCDA) Application and requested an analysis
of the feasibility of the Executive Director being hired on a contractual basis
to work a percentage of time on HCDA Application and a percentage for the Housing
Authority and how the legalities would affect the Authority and their employees.
Councilman Stone further requested staff provide an economical analysis and an
analysis of whether personnel could be aligned or shared between the City and
the Authority.
Chairman Trujillo stated that he felt the position of Executive Director was
very important and a person in that position had the advantage of gaining expertise
in various housing programs and this should be shared with the City. He outlined
the projects in which the Authority is currently involved: 1) Parrot Village;
2) Eagle Avenue; and 3) An envisioned Senior Housing Complex on the Pope Street
site.

Councilman Sherratt requested staff explore the following areas to determine whether
they could be coordinated between the City and Housing Authority and efficiencies
accomplished: bookkeeping systems, maintenance of vehicles, self- insurance
programs, and purchasing operations.
After considerable discussion, Councilman Sherratt made a motion, seconded
by Councilman Diament, that the Council and Commission, through their staffs,
attempt to coordinate efforts and efficiencies and that a report be prepared
for consideration at a Joint Council /Commission Meeting sometime the first
of next year; the motion carried by unanimous voice vote - 5.
President Corica stated that the City staff and City Manager should meet with
Housing Authority staff twice per month, and with two Councilmembers acting
in an ex- officio capacity with the Housing Authority, he felt confident communi-
cations would be improved.
ADJOURNMENT
80 -629 Councilman Sherratt made a motion, seconded by Councilman Diament,
that the Special Joint Meeting be adjourned and the Council adjourn to an
Executive Session for discussion of personnel and litigation matters; the motion
carried by unanimous voice vote - 5. The Joint Special Meeting adjourned at
9:35 p.m.
After discussion in Executive Session, it was determined that no action would
be taken at this time.
There being no further business to come before the meeting, the Council adjourned
at 9:45 p.m.
