CERTIFYING A NEGATIVE DECLARATION AND APPROVING A
GENERAL PLAN AMENDMENT TO AMEND THE HOUSING
ELEMENT FOR THE PERIOD 2015 THROUGH 2023
WHEREAS, the State of California requires that each city and county regularly
adopt a Housing Element amendment to ensure consistency with State of California
requirements and regional housing needs allocations; and
WHEREAS, the City of Alameda prepared and circulated for public review a
comprehensive update of the City of Alameda Housing Element on February 1, 2014;
and
WHEREAS, consistent with State of California requirements, the City of Alameda
submitted the Draft Housing Element to the State Department of Housing and
Community Development for review for compliance with State law; and
WHEREAS, the Planning Board held public hearings to review the draft Housing
Element on February 27, 2014, April 28, 2014, and June 9, 2014; and
WHEREAS, the Planning Board held a public hearing on the proposed General
Plan Housing Element on June 9, 2014; examined pertinent maps, drawings, and
documents in connection with the proposed action; reviewed the draft Negative
Declaration; and passed a resolution recommending that the City Council approve the
Negative Declaration and General Plan Amendment; and
WHEREAS, the City Council of the City of Alameda held a public hearing on the
proposed General Plan Housing Element and Negative Declaration on July 15, 2014;
examined pertinent maps, drawings, and documents in connection with the proposed
action; reviewed the draft Negative Declaration; and
THEREFORE BE IT RESOLVED that the City Council hereby:
Finds that:
a. The adoption of the 2015-2023 Housing Element will not result in a
significant impact on the environment. The 2015-2023 Housing Element
does not include any programs to rezone property for residential purposes,
nor does the draft Element propose any new policies or programs that would
have an effect on the physical environment.
b. The proposed General Plan text and diagram amendments are
consistent with the policies and intent of the General Plan. The proposed
amendment to the General Plan clarifies and improves existing Housing
Element policies and objectives and ensures internal consistency between
the Housing Element and the other elements of the General Plan. The
amendments ensure consistency between the City General Plan and the
State of California Government Code, which is necessary to achieve General
Plan policies and objectives for equal access to housing, access to
transportation improvement funds, and mixed use, transit-oriented housing
opportunities.
c. The proposed General Plan text and diagram amendment will have
acceptable effects on the general welfare of the community The
proposed amendment will facilitate the City's ability to attract new grant funds
to improve transportation, infrastructure, open space, and housing. The
amendment will also ensure that households seeking different housing types
and affordable housing will have opportunities to find housing in Alameda.
d. The proposed General Plan text and diagram amendment is in the public
interest. Maintaining consistency with State of California Government Code
requirements ensures that the City of Alameda General Plan is adequate for
City decision making, preserves access to State funding sources and reduces
the risk to the community of potentially expensive lawsuits over the adequacy
of the General Plan.
2. Certifies the Negative Declaration; and
3. Approves the 2015-2023 Housing Element as shown in Exhibit 1, which replaces
the 2007-2014 Housing Element.
I, the undersigned, hereby certify that the foregoing Resolution was duly and
regularly adopted and passed by the Council of the City of Alameda in a regular
meeting assembled on the 15th day of July 2014 by the following vote to wit:
AYES: Councilmembers Chen, Daysog, Ezzy Ashcraft, and
Mayor Gilmore — 4.
NOES: None.
ABSENT: None.
ABSTENTIONS: Councilmember Tam - 1.
