COMMENDING ALAMEDA POLICE DEPARTMENT CAPTAIN DAVID BOERSMA
FOR HIS CONTRIBUTIONS TO THE CITY OF ALAMEDA
THE COUNCIL OF THE CITY OF ALAMEDA records its appreciation for service
faithfully rendered by CAPTAIN DAVID B. BOERSMA for the City of Alameda; and
WHEREAS, DAVID B. BOERSMA began his career in law enforcement with the Bay
Area Rapid Transit Police Department in February 1984, and worked there as a patrol
officer until transferring to the Alameda Police Department in October 1985. His
career in the City of Alameda spanned from October 9, 1985, until August 28,
2014, and included the following assignments: Patrol Division Officer including Field
Training Officer, Bicycle Patrol and Harbor Patrol Officer, DUI Enforcement Team,
Crime Prevention Unit, Special Duty Unit, and Detective in both the
Property Crimes Unit and Violent Crimes Unit; and
WHEREAS, DAVID B. BOERSMA was as a member of the Critical Incident Response
Team (CIRT) from November 1989 to October 2010, as both a Hostage Negotiator and
Tactical Team Officer. He also served as a Tactical Team Supervisor and, ultimately,
the CIRT Commander; and
WHEREAS, DAVID B. BOERSMA was promoted to Sergeant on April 1, 2000, and
worked in Patrol as both an Administrative Sergeant and a Patrol Supervisor. He also
supervised the Special Duty Unit from 2002 to 2003; and
WHEREAS, DAVID B. BOERSMA received an award for Outstanding Leadership from
the United States Marshals Service in 2003, due to his contributions to the Northern
California Fugitive Apprehension Strike Task Force; and
WHEREAS, DAVID B. BOERSMA was promoted to the rank of Lieutenant on January
25, 2004, and in that capacity, served at various times, as a Division Commander in
charge of Patrol, Traffic, Investigations, and Technical Services. During his tenure as a
Lieutenant, he also had the following collateral responsibilities: CIRT Commander,
Field Training Program Manager, Alameda Point Liaison, Community Health Action
Team Representative, Peer Support Program Coordinator, Honor Guard Program,
Staffing Coordinator, Community Policing Coordinator, Contract Overtime Coordinator,
Alameda Housing Authority Officers Program, Department Press Information Officer,
and Terrorism Liaison Officer; and
WHEREAS, DAVID B. BOERSMA was promoted to Captain on October 2, 2011, and
was charged with overseeing the Bureau of Services including Communications,
Records, Support Services, Administrative Services, Material and Logistics, and
Department budget preparation; and

WHEREAS, DAVID B. BOERSMA and his wife Robyn, a retired Fremont Police Officer,
are looking forward to spending additional time with family and friends in their new home
in Southern California. They are also excited to do some traveling and enjoy a life of
volunteer work and other philanthropic pursuits; and
WHEREAS, on August 28, 2014, DAVID B. BOERSMA will officially retire from his
position as Captain of Police for the City of Alameda's Police Department, and will be
greatly missed by the Department, City Staff, and the entire Alameda Community.
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Alameda does
hereby congratulate CAPTAIN DAVID B. BOERSMA for his outstanding achievement in
his service to the City of Alameda and to the Law Enforcement Profession.
1, the undersigned, hereby certify that the foregoing Resolution was duly and regularly
adopted and passed by the Council of the City of Alameda in a regular meeting
assembled on the 15th day of July, 2014, by the following vote to wit:
AYES: Councilmembers Chen, Daysog, Ezzy Ashcraft, Tam and
Mayor Gilmore — 5.
