1968-01-16 Regular CC Minutesp-7,1 REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING JANUARY 16, 1968 The meeting convened at 7:30 o'clock p.m. with President McCall presiding. The Pledge of Alle- giance was led by Councilman Bartley and was followed by an inspiring Invocation delivered by The Reverend Mr. Mervin R. Megill, Pastor of Immanuel Baptist Church. ROLL CALL: The roll was called and Councilmen Bartley, Fore, La Croix, Jr., Levy and President McCall, (5), were noted present. Absent: None. MINUTES: 1. The minutes of the regular meeting held January 2, 1968, were approved as transcribed. WRITTEN COMMUNICATIONS: v/ 2. From Mr. W. John McKie, Scout Executive, requesting the opportunity to hold "Scout Government Day" and meet with the City Council on February 6, 1968. The President stated this was an annual event and the City Council looked forward to the Boy Scouts! participation. He commented that the new Assistant City Manager, Mr. John Goss, was to be respon- sible for the coordination of this program. ORAL COMMUNICATIONS, AGENDA: 3. At this point, President McCall introduced Mr. Harold Doolittle, head of the Exchange Students Program of the American Field Service. Mr. Doolittle presented Miss Jutta Kronsbein from Nordhein- , Westfalen, Germany, and Mr. Birgir Mortensen, Faroe Islands, Denmark. They were congratulated and presented with Honorary Citizen's Certificates by President McCall and were warmly applauded by the large number of Alameda High School students who were attending this meeting. The President also introduced Mr. and Mrs. Joseph O. Hedgpeth, 616 Santa Clara Avenue, with wham Miss Kronsbein lived - and Captain and Mrs. Allen Henninger, 1360 Grove Street, with wham Mr. Mortensen lived. These couples were the "parents" of the exchange students during their stay in Alameda. Mrs. Helen Hoeksema, Vice Principal of Alameda High School, was introduced and stated the citizens of Alameda could be very proud of such programs. Mrs. Hoeksema stated there were two other students attending Alameda High School - a girl from Brazil and a boy from Thailand, under the Youth for Under- standing program. Mrs. Katherine Cossette, Social Science teacher, was also introduced and expressed appreciation for the City Council's honoring the exchange students. 4. President McCall welcomed back Mr. Frank A. Gottstein, who had been absent from the Council meetings recently due to having undergone major surgery. REPORTS AND RECOMMENDATIONS: 5. From City Planning Board, signed by the Secretary, with regard to the request of Mr. Robert Hannon to designate certain property at the north end of Webster Street as qMark Twain Cove". It was stated the Board had declined to act on this request and had suggested Mr. Hannon contact the Alameda Historical Society in an effort to find an appropriate name with more local significance for this particular point of land. President McCall stated this matter would be referred back to Mr. Hannon for his further consideration in this respect. Councilman La Croix moved the acceptance of the Board's report. The motion was seconded by Council- man Bartley and carried on the following roll call vote. Ayes: Five. Noes: None. Absent: None. 6`.. From City Manager, recommending authorization be given to purchase certain material for traffic markings in the open market, under provision of Section 3-15 of the City Charter. Councilman Levy moved the recommendation be adopted and the City Manager be authorized to make said purchase accordingly. The motion was seconded by Councilman La Croix and on roll call carried by the following vote. Ayes: Five. Noes: None. Absent: None. NEW BUSINESS: 7. Councilman Bartley stated the County of Alameda had recently offered for sale a certain parcel of land near Posey Tube. This was approximately an acre in size and the legal description thereof had inadvertently encompassed a portion of a dedicated street in the City of Alameda. He pointed out the City Staff had discussed the problems involved. The Notice of Sale would have to be re-advertised due to the error in description and the County Board of Supervisors had asked that the City Council request the rescission of the County Resolution of Intention to offer this parcel for sale in order that the Council might have more time to study the situation and determine if it could use said property. rAw 4) City Attorney Cunningham then explained the legal procedure by which the Council could cooperate with the County Board of Supervisors in this case and acquire the parcel if it so desired. He distributed copies of a resolution he had prepared to effect the proper action at this time. The matter was then referred to "Resolutions". 8. President McCall referred to the Raiders Football Team and commented that even though it had lost the "Super Bawl Game" to the Green Bay Packers, it had won first place in the hearts of all East Bay Football fans. He said he was sure the Raiders were still "Champs" in the minds of all Alamedans. The President suggested a letter of congratulation be sent on behalf of the City Council and the people of the community informing the Team how proud everyone was of the outstanding record it had set during the past season. RESOLUTIONS: 9. The following resolution was introduced by Councilman La Croix, who moved its adoption: "Resolution No. 7270 Requesting Alameda County Board of Supervisors to Rescind Its Resolution of Intention No. 123583, Offering at Public Sale Certain Real Property in Vicinity of Posey Tube." The motion to adopt said resolution was seconded by Councilman Fore and on roll call carried by the following vote. Ayes: Five. Noes: None. Absent: None. 10. The following resolution was introduced by Councilman Levy, who moved its adoption: "Resolution No. 7271 Appointing Member of the City Planning Board." (L. F. MacNeill) The motion to adopt said resolution was seconded by Councilman Fore and on roll call carried by the following vote. Ayes: Five. Noes: None. Absent: None. 11. The following resolution was introduced by Councilman La Croix, who moved its adoption: "Resolution No. 7272 Adopting Specifications for Furnishing to the City of Alameda One (1) New, Latest Model 1968 Van Truck for Street Department, Calling for Bids and Directing City Clerk to Advertise Same." The motion to adopt said resolution was seconded by Councilman Bartley and on roll call carried by the following vote. Ayes: Five. Noes: None. Absent: None. 12. The following resolution was introduced by Councilman Bartley, who moved its adoption: "Resolution No. 7273 Adopting Specifications for Furnishing to the City of Alameda One (1) New 1968 Model, Seven-Unit Hydraulic Tractor and Mower for Golf Department, Calling for Bids and Directing City Clerk to Advertise Same." The motion to adopt said resolution was seconded by Councilman Levy and on roll call carried by the following vote. Ayes: Five. Noes: None. Absent: None. 13. "Resolution No. Recognizing Need for Low-Cost Housing in City, Supporting Program Under Federal Act for Furnishing Same, and Establishing Committee to Organize Sponsorship Thereof." Councilman La Croix requested that, pending further appropriate clarification to the Councilmen, this resolution be laid over for action at the next Council meeting. It was so ordered. 14: The following resolution was introduced by Councilman La Croix, who moved its adoption: "Resolution No. 7274 Creating Charter Amendment Advisory Committee, Appointing Members and Prescribing Duties Thereof." (Philip T. Durfee, William Geraghty, William S. Godfrey, George A. Hackleman, Wilfred H. Hodgkin, Jerry J. Jacobs, Kenneth Kofman, Elvin Larsen, Richard Lombardi, Frank D. McElhinney, Herbert M. Robles, Lawrence Stickney, Graham Tattersall, August T. Wiemken and Karl E. Zigelhofer) The motion to adopt said resolution was seconded by Councilman Bartley and on roll call carried by the following vote. Ayes: Five. Noes: None. Absent: None. For the information of interested parties, the Clerk read this resolution in full. In response to Councilman La Croixts inquiry, President McCall replied he would like to have the work of this Com- mittee expedited as much as possible. He said he expected to discuss the matter with City Manager Weller and City Attorney Cunningham - confer with the members of the City Council - and then take swift action to get started with the meetings. The President then declared the foregoing resolutions adopted, as indicated. INTRODUCTION OF ORDINANCES: 15. Councilman Fore moved the following ordinance be introduced, after which it would be laid over to the next meeting, by provision of law and the Charter: "Ordinance No. New Series Authorizing Conveyance by Quitclaim of Public Service (Sewer) Easements to Russello & Rosenberg, a Copartnership (Coral Reef Motel)." The motion to introduce said ordinance was seconded by Councilman La Croix and carried on the follow- ing roll call vote. Ayes: Five. Noes: None. Absent: None. BILLS: 16. An itemized List of Claims against the City of Alameda and the Departments amount of S105,221.48, was presented to the Council at this meeting. The List was accompanied by certification from the City Manager that the Claims Councilman Bartley moved the bills as itemized in the List of Claims filed with January 16, 1968, and presented to the City Council at this meeting, be allowed was seconded by Councilman Levy and on roll call carried by the following vote. None. Absent: None. thereof, in the total shown were correct. the City Clerk on and paid. The motion Ayes: Five. Noes: ORAL COMMUNICATIONS, GENERAL: F` 17 v Mr. Frank A. Gottstein, 731 Haight Avenue, reviewed certain incidents which had occurred during the thirty -nine years of his attendance at City Council meetings. Mr. Gottstein referred to the new motel which was presently being constructed on Webster Street. He emphasized this was going to be a great improvement to the area - but he deplored the fact that the low elevation of Webster Street would result in flooded conditions for this structure unless proper steps were taken to remedy this situation. Mr. Gottstein also spoke of the track of the Alameda Belt Line which ran along Atlantic Avenue between Webster and Main Streets. He felt this service was entirely unnecessary and caused more traffic con- gestion and should be done away with. Councilman Bartley responded to inform Mr. Gottstein that the Planning Consultants were going to sur- vey these two specific items - the drainage problem on Webster Street and the railroad situation within the City. It was hoped that within a few months there would be some solutions to these problems FILING: 18. Specifications No. MS 1 -68 -1 - Van Truck for the Street Department. 19.
