1966-01-19 Regular CC MinutesADJOURNED REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD WEDNESDAY AFTERNOON JANUARY 9, 1966 The meeting convened at 5:30 o'clock with President Godfrey presiding. DOLL CALL: Councilmen Bartley, La Croix, Jr,, McCall, Rose and President Godfrey, (5), were noted present. Absent: None. The regular meeting of January 18, 1966, had been adjourned to this time for the primary purpose of continuing the discussion pertaining to the Hearing on the Appeal - when all of the Councilmen could be present - and to take action on the matter. HEARINGS: l. The Appellants in this matter were Mr. and Mrs. L. Summers, who were the owners of property at 412 Taylor Avenue, on which it was proposed to construct a triplex, President Godfrey pointed out the Hearing had been closed and after considerable discussion, a motion had been made, seconded and lost on a tie vote of two to two, that the decision of the Planning Board to deny the application for a variance be affirmed and the Appeal be dented. For the information of Councilman La Croix, who had been absent at the previous meeting, the President briefly reviewed the testimony given during the course of the Hearing and the facts emphasized by the Planning Director, Councilman La Croix stated he had inspected the property in question to fully inform himself about the lay-out. In response to several questions, Mr. Johnson, Planning Director, stressed the fact that the Staff had declared to Mr. Mickey McCall of Guaranteed Homes numerous times and at great length that if he would construct only one carport in front of the triplex and leave two car spaces open, he would thus comply with the ordinanoe. Further, this plan would reduce the cost of the three- unit building for his clients and it would be the easiest alternate for him to puraue. Unfortunately, this suggestion had not been acceptable to him. 8r. Johnson also explained that the Staff had indi- cated to Mr. McCall the difficulties he would encounter in constructing the twenty-seven-foot carport across the front of the dwelling. Mr. Johnson also pointed up the provisions of the. Zoning Ordinance pertaining to the requirements involved in this case. Following some additional discussion for clarification of certain aspects of the matter, Councilman Bartley moved that the action of the City Planning Board be affirmed and the Appeal from its decision be denied. The motion was seconded by Councilman Rose and on roll cull carried by the following vote. Ayes: Four. Noes: Councilman McCall, (1). Absent: None. 2.° Councilman McCall referred to the information brought out during the discussion concerning the "open" and "closed" carports. He felt there should be a study made of the requirements in this respect and the lack of consideration given to the aesthetics of much of the building program in the City. President Godfrey suggested that, possibly, Mr. Johnson might send a memorandum to Mr. Weller indi- cating what would be necessary under an architectural review board, for his subsequent advice and recommendation to the City Council. Mr. Weller pointed out that the City would have problems trying to control the aesthetical features of atruccureo. During further discussion of this subject, it was developed that the Council might very well let it be known that the City was looking toward better architectural appearance. 3, 7 President Godfrey reported on his attendance at a meeting of the Alameda County Human Relations Commission, at which time an Executive Secretary was to be appointed. Mr. Earl Strathman, County Administrator, had suggested the employment of 8r. Francis Jeffrey, presently head of the Economic Opportunity Commission of Alameda County. The President stated he had to leave the meeting before a. vote was taken so he could not report definitely on the outcome - but he was hopeful that Mr. Jeffrey had been appointed as he was a dedicated and experienced "County" official. / 4, Councilman La Croix also reported on his attendance at the meeting where he presented the Honor- ary Citizens Award to The Very Reverend Paul Joseph Hoffer, Superior General of the @azianiaL Order, from Roue, Italy, who was visiting in Alameda for three days. Councilman La Croix stated there had been an audience of about four hundred at the assemblage last night and Father Hoffer had been most appreciative of the recognition given to him by the Mayor and the City in this Award. The President extended his thanks to Councilman La Croix for representing the City and the Council at this affair. ° ��� ' � �� �� �� 5. There being no further business to come before the meeting, the Council adjourned - to assemble in regular session on Tuesday evening, February 1, 1906' at 7:30 o'clock.
