HELD TUESDAY EVENING MARCH 8, 1966
The Clerk appeared in the Council Chamber, City Hall, at 6:40 o'clock p.m., and announced that, pur-
suant to provisions of the City Council in its Notice and Agenda for this meeting, the Council would
adjourn to the Alameda High School Little Theater, where the meeting would convene at 7:00 o'clock.
ROLL CALL:
The roll was called and Councilmen Bartley, La Croix, Jr., McCall, Rose and President Godfrey,
(5), were noted present. Absent: None.
UNFINISHED BUSINESS:
1. Receipt of the Notice and Call of this special meeting had been acknowledged by the Councilmen
and was on file. The purpose of said meeting was to receive the presentation by Mr. E. R. Foley,
Chief Engineer, Division of Bay Toll Crossings, with regard to the results of a study on the southern
crossing of San Francisco Bay.
The meeting opened with President Godfrey welcoming the audience, although he had to admit his disap-
pointment in the small attendance, and explaining the procedure which would prevail during the course
of the meeting. He then introduced Mr. E. R. Foley, who submitted a very detailed explanation of all
aspects of the two routes which had been under the requested study to enable a determination upon
the proper southern crossing of San Francisco Bay. By display and reference to large aerial photo-
graphs, maps and drawings of the entire area surrounding the Bay, with the proposed routes super-
imposed thereon, Mr. Foley pointed up the need for additional transbay routes to relieve the San
Francisco - Oakland Bay Bridge.
He stated the two corridors in question were known as the "India Basin - Alameda" and the "Sierra Point -
Roberts Landing" alignments and he proceeded to recite in detail all pertinent facts relating to
each route. He pointed up, however, the advantages of the former, in relieving the transbay traffic
congestion by being able to handle a very much greater amount of the traffic generated in the areas
which would naturally use the "Alameda" crossing.
Following Mr. Foley's presentation, a lengthy question and answer period was had during which each
Councilman was called upon for his questions and comments. Further, President Godfrey had invited
the audience to submit questions in writing if any desired to do so. These were also read and
answered by Mr. Foley.

2. There being no further business to come before the meeting, the Council adjourned at 10:05
o'clock p.m.
