1966-06-28 Regular CC MinutesADJOURNED REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING JUNE 28, 1966 The meeting convened at 7:30 o'clock p.m. with President Godfrey presiding. ROLL CALL: The following were noted present: Councilmen Bartley, La Croix, Jr., Rose and President Godfrey, (4). Absent: Councilman McCall, (1). WRITTEN COMMUNICATIONS: 1. From Alameda Municipal Civil Service Employees Association, signed by Geraldine Higby, President, transmitting a copy of its salary survey and a copy of its letter dated April 11, 1966, to the Civil Service Board, containing its requests for salary increases and additional fringe benefits. This was referred to Unfinished Business for consideration. UNFINISHED BUSINESS: 2:1 President Godfrey called upon City Manager Weller who made a detailed presentation of the Budget of the City of Alameda for the fiscal year 1966 -1967. By projection of the many tabulations and graphs of the several departmental and special accounts and funds the over -all Budget was displayed for the information of all those concerned - and each item explained by Mr. Weller. Councilman Rose moved the Recommended Budget of the City of Alameda for the fiscal year 1966 -1967 be accepted as submitted by the City Manager. Councilman La Croix seconded the motion which carried on the following roll call vote. Ayes: Four. Noes: None. Absent: Councilman McCall, (1). The matter was then referred to "Resolutions ". 3. The matter of salaries was then submitted and Mr. Theodore Craig, representing the firm of Davis, Craig and Bartalini, Attorneys for the Alameda Municipal Civil Service Employees Association, appeared on behalf of the "Association ", and pleaded its cause. Councilman Rose raised a number of questions pertinent to certain recommended salary adjustments which were clarified by Mr. Forrest Routt, Personnel Director. Each Councilman then expressed his thinking on the matter of salaries or the requested and recommended fringe benefits. Councilman Rose moved the salaries of the City Employees be approved as recommended by the Civil Service Board in its report of May 18, 1966, to be effective July 1, 1966, for the fiscal year 1966- 1967. The motion was seconded by Councilman La Croix and carried on the following roll call vote. Ayes: Four. Noes: None. Absent: Councilman McCall, (1). Councilman Bartley voiced his belief that the salary of the Assistant City Manager should be commen- surate with the responsibility he has of assuming the duties of the City Manager during his absence. He felt, therefore, the salary of this position should be $1,275. per month, instead of the lesser sum which would result from the recommended seven and one -half per cent increase. Councilman Rose then moved the salary adjustments for the Department Heads of the City of Alameda as recommended by the City Manager in his memorandum dated June 14, 1966, be approved - and that the Council include an increase of two and one -half per cent for the City Manager also. The motion was seconded by Councilman La Croix and carried on the following roll call vote. Ayes: Councilmen La Croix, Rose and President Godfrey, (3). Noes: Councilman Bartley, (1). Absent: Councilman McCall, (1). Councilman Bartley commended the Civil Service Board for its very concise report. The matter was then referred to "Resolutions ". Discussion was then had with regard to the several recommended "fringe benefits ". Councilman Bartley moved the Council approve the recommendation of the Civil Service Board to allow the third week of vacation for all employees after five years employment. Councilman La Croix seconded the motion which died on the following tied vote. Ayes: Councilmen Bartley and La Croix, (2). Noes: Council- man Rose and President Godfrey, (2). Absent: Councilman McCall, (1). Councilman La Croix then moved the "Columbus Day" holiday not be deleted as one of the "legal holi- days" at this time. The motion died for lack of a second. Councilman Bartley moved Columbus Day and "Election Days" be deleted as legal holidays for City Employ- ees. Councilman Rose seconded the motion which died on the following tied vote. Ayes: Councilman Bartley and President Godfrey, (2). Noes: Councilmen La Croix and Rose, (2). Absent: Councilman McCall, (1). Councilman Bartley moved the Council approve (1) compensatory time off at one- and - one -half times the number of overtime hours put in, to equalize the present practice of payment for overtime at one -and- one -half times the regular rate for the job and (2) an equipment allowance of $100. for each sworn member of the Police Department who had achieved full Civil Service status to help defray the cost of pistol, holster and other equipment which was not a part of the uniform but which was required by the Police Department. The motion was seconded by Councilman La Croix and carried on the following roll call vote. Ayes: Four. Noes: None. Absent: Councilman McCall, (1). With regard to the recommendation that the Council give consideration to City participation in cash awards to employees who submit suggestions which would reduce costs, improve service, or cut down on accidents, it was agreed that the City Manager be requested to give further study to this question and submit a more detailed report at a later time. 4V- over from the last meeting was the issue of the request from Alameda City Garbage Associa- tion for an increase in the basic collection rate from $1.20 to $l.55 per month, effective July 1, 1966. Upon invitation, Mr. Calpestri, City Auditor, verbally supplemented his written verification of the computations submitted by the Alameda City Garbage Association relevant to the proposed increase under consideration. Mr. Randal F. Dickey, Jr,, of the firm of Dickey & Dickey, representing the Alameda City Garbage Asso- ciation, addressed the Council in support of the Association's requested increase. Mr. Wesley F. Suman, Accountant for the Association, clarified certain points questioned by the Councilmen. Councilman Bartley then moved the Council approve the requested increase in the basic collection rate of the Alameda City Garbage Association from $1.20 to $l.55 per month, effective July 1, 1966. Coun- cilman La Croix seconded the motion. Speaking on the question, Councilman Rose stated he would agree with the Auditor's recommendation that an increase to ¢1.50 per month would be sufficient. The question was then put and the motion carried on the following vote. Ayes: Councilmen Bartley, La Croix and President Godfrey, (3). Noes: Councilman Rose, (1). Absent: Councilman McCall, (1). Councilman Rose explained that he would have voted in favor of granting the increase if it had been in accordance with the Auditor's recommendation. RESOLUTIONS: 5. The following resolution was introduced by Councilman Rose, who moved its adoption: "Resolution No. 6973 Approving and Adopting the Tentative Budget of the City of Alameda for the Fiscal Year 1986-1967." The motion to adopt said resolution was seconded by Councilman La Croix and carried on the following roll call vote. Ayes: Four. Noes: None. Absent: Councilman McCall, (1). 6. The following resolution was introduced by Councilman Rose, who moved its adoption: "Resolution No. 6974 Designating the Number of and Providing for the Compensation of Certain Officers and Other Employees of the City of Alameda." The motion to adopt said resolution was seconded by Councilman Bartley and carried on the following roll call vote. Ayes: Four. Noes: None. Absent: Councilman McCall, (1). 7. The following resolution was introduced by Councilman Rose, who moved its adoption: "Resolution No. 6975 Adopting Specifications for Furnishing to the City of Alameda Soil Conditioner for Golf Course, Calling for Bids and Directing City Clerk to Advertise Same." The motion to adopt said resolution was seconded by Councilman Bartley and carried on the following roll call vote. Ayes: Four. Noes: None. Absent: Councilman McCall, (1). 8. The following resolution was introduced by Councilman Rose, who moved its adoption: "Resolution No. 6976 Adopting Specifications for Furnishing to the City of Alameda Gravel for Golf Course (1/4" - 3/4"), Calling for Bids and Directing City Clerk to Advertise The motion to adopt said resolution was seconded by Councilman Bartley and carried on the following roll call vote. Ayes: Four. Noes: 0one, Absent: Councilman McCall, (1). 9. The following resolution was introduced by Councilman Rose, who moved its adoption: "Resolution No. 6977 Adopting Specifications for Furnishing to the City of Alameda Peat Moss for Golf Course, Calling for Bids and Directing City Clerk to Advertise Same." The motion to adopt said resolution was seconded by Councilman Bartley and carried on the following roll call vote. Ayes: Four. Noes: None. Absent: Councilman McCall, (1). 10. The following resolution was introduced by Councilman Rose, who moved its adoption: "Resolution No. 6978 Adopting Specifications for Furnishing to the City of Alameda Perforated Drain Pipe for the Golf Course, Calling for Bids and Directing City Clerk to Advertise Same." The motion to adopt said resolution was seconded by Councilman Bartley and carried on the following roll call vote. Ayes: Four. Noes: None. Absent: Councilman McCall, (1). 11. The following resolution was introduced by Councilman La Croix, who moved its adoption: "Resolution No. 6979 Requesting Payment by the Fiscal Agent of the Amount Held in the Off-Street Parking Surplus Revenue Fund to the General Fund of the City of Alameda." The motion to adopt said resolution was seconded by Councilman Bartley and carried on the following roll call vote. Ayes: Four. Noes: None. Absent: Councilman McCall, (1). 12. The following resolution was introduced by Councilman Bartley, who moved its adoption: "Resolution No. 6980 Authorizing Year-End Transfers on the Books of Account of the City of Alameda." The motion to adopt said resolution was seconded by Councilman Rose and carried on the following roll call vote. Ayes: Four. Noes: None. Absent: Councilman McCall, (1). 13. The following resolution was introduced by Councilman La Croix, who moved its adoption: "Resolution No. 6981 Authorizing Execution of a Contract with Brink's, Inc., for Their Services Relating to Parking Meter Collections, for the Fiscal Year 1966-1967." The motion to adopt said resolution was seconded by Councilman Bartley and carried on the following roll call vote. Ayes: Four. Noes: None. Absent: Councilman McCall, (1). The President declared all of the foregoing resolutions adopted. 14. At this point, City Attorney Cunningham stated that, in order to change the garbage collection rates, the City Council would have to amend a certain section of the Alameda Municipal Code. The new rate was to go into effect on July 1, and he recommended that an ordinance be introduced at this meet- ing to reflect the newly approved rate so that the legislative process would have begun before said effective date. INTRODUCTION OF ORDINANCES: 15. Councilman La Croix introduced the following ordinance, after which it was laid over under pro- vision of law and the Charter: "Ordinance No. New Series An Ordinance Amending Section 15-6210 of the Alameda Municipal Code, Relating to Rate for Collection of Garbage and Refuse." FILING: 16. Specifications No. MS 6-66-10 17. Specifications No. MS 6-66-11 18. Specifications No. MS 6-66-12 19. Specifications No. MS 6-66-13 20. Contract between Brink's, Inc. 21. and - Soil Conditioner for Municipal Golf Course. - Gravel for Municipal Golf Course. - Peat Moss for Municipal Golf Course. - Drain Pipe for Municipal Golf Course. , and City of Alameda for Parking Meter Collections. At this time, President Godfrey stated there were a number of City Board appointments to be made inquired if the Councilmen would be willing to give consideration to these items this evening. Councilman Rose moved the Council retire to an executive session for these deliberations. was seconded by Councilman La Croix and carried. Prospective appointees were discussed during the executive session but it was that no appointments would be made at this meeting. The motion eventually determined ADJOURNMENT: 22.
