The meeting convened at 7:30 o'clock p.m, with President Godfrey presiding. The Pledge of Alle-
giance was led by Councilman McCall nod was followed by an inspiring Invocation delivered by The
Reverend Mr. Robert Martin, Pastor of Trinity Lutheran Church.
ROLL CALL:
The roll was called and Councilmen Bartley, La Croix, Jr., McCall, Rose and President Godfrey,
(5), were noted present. Absent: None.
1. The minutes of the regular meeting held September 20, 1966, we approved as had already been
corrected in the official record.
ITT COMMUNICATIONS:
2.* Frnm`R. Dur8mon Sales Company, signed by Mr. B. Dozgmun, requesting permission to stage a Fire-
works Display at South Shore on October l4, 1966, which would start at 9:15 o'clock p.m. and continue
for thirty to forty-five minutes. It was stated that adequate Public Liability Insurance would be
furnished'nnd proper arrangements would be made with the Police and Fire Departments for this evant.
It was pointed out this was an annual occurrence and, since there were no objections, the Clerk sas
directed to acknowledge the request in the affirmative.

From Pore of Oakland, submitting an Application for Permit to Fill Property with 1,200,000 cubic
yards of hydraulically-dredged sand, as per the location map attached.
Councilman McCall then moved the application be approved and a Permit be granted to the Port of Oakland
to fill the property in question as indicated. The motion was seconded by Councilman Rose and carried

Councilman Rose moved the City Manager be authorized to purchase said additional 2,500 cubic yards of •

Mr. Peter Walsh, 1727 Clinton Aveouc, addressed the Council with reference to recent newspaper
articles relative to "900 House", which was a large home at 900 Union Street. Mr. Walsh queationed
the alleged use of the premises for the rehabilitation of alcoholics. He remarked that the people
in the neighborhood certainly did not object to the purpose of this enterprise but did believe this
type of endeavor should not be carried on in this strictly residential area. Further, he stated
there had been no notification of such an operation. •

The Reverend Mr. Cr .g Jessup, 2125 Central Avenue, Pastor of the First Baptist Church, volunteered
the information that he was a member of the Board of the Alcoholic Rehabilitation Association. He

otated the Board held an option to purchase said property until November 5, 1966. He emphasized that |
. the Board had not entered into any care of alcoholics on the premises as yet. |
City Attorney Cunningham stated that, in view of these remarks, the purchase was clearly dependent
upon the use of the premises as a rehabilitation center - and its registration as a non-conforming
boarding house use would necessarily cease. Be explained that the type of operation contemplated
would not be allowed in this '`R-4p District, even with a Use Permit.~ Therefore, a variance from the
Zoning Ordinance would be needed to conduct such an institutional use.
There was some discussion of this situation and 0r. Wallace Abernathy, Assistant to the Executive
Director, Port of Oakland, clarified certain points. The City Attorney pointed up the provisions of
the lease between the City and the Port, under which the latter was entitled to fill the area as
desired.
The communication was noted and ordered filed.
5. From Topsoil King, signed by Mr. R. C. King, President, offering to furnish the required addi-
tional 2,500 cubic yards of Topsoil at $2.50 per cubic yard, the same price and quality as had been
submitted in the original bid.
It was developed that this effected an amendment to the existinQ contract with the Kin� Company which

It was pointed out this alleged activity came as a complete surprise to everyone concerne6. Upon
request, Mr. Donald Johnson, Planning Director, reviewed the circumstances as contained in his memoran-
dum dated October 4, 1966, which explained that on February 17, 1960, a non-conforming use registration

ment to inform itself with regard to this matter. It was also suggested that this particular neigh-
borhood was not the proper place for such an operation and the Board should look for another location

7, Mrs. Helen L. Freeman, 831 Laurel Street, stated she was appearing as President of the Alameda
Conservation Association. She commented that the Council's request for a roster of the Association's
membership was a mutter for a policy decision by its Board and it would be discussed at the November
meeting. She stated the Association's principal purpose was to support the conservation of natural
resources, including land and water areas.

the "United States Navy `600` Housing Projeot^/ due to the land having been acquired for the Alameda
Campus of Peraltu Junior College District.
Mrs. Rudge presented a petition signed by seventy tenants in this Housing Project, addressed to the

A & L Enterprises, Peralta Junior College District Board of Trustees and the Alameda City Council-

asking that the eviction date of said tenants be extended and that another location in Alameda be
arranged for, to which these houses could be moved.
President Godfrey said he understood representatives of the "Navy", the College District Trustees
and A & L Enterprises were to meet to discuss this problem and try to work out a solution. He also
stated he, personally, had contacted The Honorable George P. Miller, Congressman, Eighth District,
and pointed out he moot make every effort to get some funds from the Federal Agencies to help build
more housing to relieve both the Navy and civilian families who needed housing in Alameda.
9. The following persons then spoke at great length about the Council's responsibility to the citi-
zens in providing adequate housing for low-income families: Mrs. Eleanor Tattersall, 1520 Central
Avenue, as a representative of Alamedanu of HOPE (Housing Opportunities Program Exchange); Mrs.
Lynn Jones, 1040 Fair Oaks Avenue; Mr. Clarence Gilmore, President, Alameda Chapter, National Asso-
ciation for the Advancement of Colored People, 1853 Eighth Street; Mr. Chris 3andholdt, 223
Central Avenue; Mae Radcliff, l07-B Bach Street, asked for more recreation facilities and better
housing; Mr. Eugene Drew, Chairman of the Regional District of CORE; Mr. Ronald Flynn of the
Alameda Church Council, 1508 Bay Street.
President Godfrey called upon Councilman La Croix, who spoke of the Committee headed by The ,Reverend
Mr, Laurence Nutting which is a part of the Community Action Program under the Federal Poverty pro-
gram^ Mr. La Croix stated there was to be an Executive Committee meeting at his home the next
evening to which all interested parties were welcome., A Mr. Leonard of the State Office was to
inform the members as to the possibilities of available funds to check into the further needs for
housing in the City of Alameda.
The President also stated he had arranged for a meeting with the Housing Authority representatives as
soon as further information had been received from Mr. Miller on his investigation of procuring funds.
President Godfrey further reported that he had Calked with Mr. Walter J. Monasch, Director of the
Department of Housing and Community Development in Sacramento, who had indicated that because of the
low rental-vacancy factor in Alameda, he did not believe there could be any financial assistance from
this agency. This item was also to be discussed at the Executive Committee meeting to be held at
Councilman La Croix's home.
Mr. William Lockyer, Administrative Assistant for Assemblyman Crown, made his presence known at this
time and remarked that he, too, had talked to Mr. Nonaocb on this subject.. He stated he had a survey
of the apartment vacancies in Alameda which had been conducted by the City Planning Department.
Unfortunately, however, the information concerning the particular type of housing needed was not
available - i.e., two-bedroom, three-bedroom units and the rental charge. Mr. Lockyer also read an
opinion from the Office of the Legislative Counsel concerning Housing Authorities and use of funds,
which was dated September 13, 1966, and signed by Mr. Jerome Diamond, Deputy Legislative Counsal,
Mr. Lockyer also conveyed Mr. Monasch's offer to send a member of his staff to Alameda to work with
its people in preparing an "Application Packet" to be sent to Washington, D. C., if the City were
interested in pursuing the question of whether or not leases might be obtained and whether or not
Federal subsidy money could be obtained by the City in this housing Problem..

1960 - showing the sum of $6,684,528.60 in the City Treasury at that time.
The information was noted and ordered filed.
ll.v/ From City Planning Board, signed by the Secretary, recommending approval of the Tentative Map
for Tract No. 2894, subject to certain exceptions as set forth in its letter dated September 29,
1986, and to the conditions contained in the City Engineer's Report dated September 23, 1986. This
covered the development by Shore Line Properties, Inc., to be known as Villa Del Don Unit No. 4,
( Bay Farm Island.
Councilman Rose moved the recommendation of the Planning Board be adopted and the Tentative Map for
said subdivision be approved as indicated. Councilman McCall seconded the motion which carried on
the following roll call vote. Ayes: Four. Not Voting: Councilman Bartley, (1). Noes: None.
Absent: None.

From City Planning Board, signed by the Secretary, recommending approval of Parcel Map No. 229,
covering property known as 2485 Shore Line Drive.
This matter was referred to ',Keaolutinns".
l3.~ From City Manager, recommending the purchase of a pump unit for the Fireboat in the open market
and the waiving of the formal bid procedure, as provided in Section 3-15 of the City Charter.
Councilman La Croix moved the recommendation be accepted and the City Manager bn authorized to purchase
the required pump as requested. The motion was seconded by Councilman Bartley and on roll cull carried
by the following vote. Ayes: Five. Noes: None. Absent: None. '
14. From City Manager, recommending authorization be given to proceed in the open market, without
contract, as provided in Section 3-15 of the Municipal Charter, for the expenditure of $23,300. to
cover equipment, fittings and installation costs' to complete the new deep well project at the Municipal
Golf Course.
Councilman Rose moved the recommendation he adopted and aothorizeLiou be granted to proceed as outlined.
The motion was seconded by Councilman La Croix and carried on the following roll cull vote. Ayes:

ITRODUCTION OF ORDINANCES:
15. Councilman La Croix introduced the following ordinance, after which it was laid over under pro-
vision of law and the Charter:
"Ordinance No.
New Series.
An Ordinance Amending Certain Portions of the Alameda Municipal Code
Relating to Traffic Regulations."
ED BUSINESS:
l6.` As had been indicated to the Alameda Conservation Association at the last meeting, Councilman
McCall was called upon to report on the activities with regard to the improvement of the Alameda
Memorial State Beach. Councilman. McCall verbally reviewed in detail the history of the City's efforts
to promote the recreational facilities of the entire beach area in a three-way agreement between the
State Division of Beaches and Parks, the East Bay Regional Park District and the City. He also man-
tinned his most recent attempts to interest the State Wildlife Conservation Board in studying the
feasibility of installing a fishing pier and boat ramp on the south shore of Alameda. He said this
latter survey would be completely and entirely separate from the original plans for the beach areas
and would not conflict in any way therewith.
In response to questions, Councilman McCall pointed out that Mr. William Penn Mott, Jr., General
Manager of the East Bay Regional Park District, felt the new facility would complement the development
of the State Beach and the South Shore Beach because of the extra funds which would be allocated and
appropriated for its installation- It was also emphasized that the State Wildlife Conservation Board,
the Department of Recreation and Parks, the East Bay Regional Park District and the City Council of
the City of Alameda were in complete agreement.
Councilman McCall pointed out that the State Wildlife Conservation Board would take no action until
such time as the three-way agreement between the State, Regional Pork District and the City had been
folly arecoLed. Then the City could proceed with negotiations with regard to the proposed fishing
pier complex.
Mr. Weller supplemented the report by stating that there was no approved State Plan for said Memorial
State Beach. Further, he emphasized that the State Park Commission, itself, explicitly approved the
principle of development of the Alameda ,Memorial State Beach area by the East Bay Regional Park Dis-
trict.
Thie was done by official action taken by said Commission at a public meeting held in Santa
Barbara. Finally, the agreement between the Park District and the State would contain the require-
ment that any plan developed by the Park District would have to be approved by the State Division of
Beaches and ?arks
RESOLUTIONS:
17^ The following resolution was introduced by Councilman. Rose, who' moved its udnptioue

Rescinding Resolution No. 7030." (Re Authorizing Execution of Contract
with Ribera and Sue for the Redesign. of Woodstock Park).
The motion to adopt said resolution was seconded by Councilman La Croix and on roll carried by
the following vote. Ayes: Five. Noes: Nona. Absent: None.
18. The following resolution was introduced by Councilman Bartley, who moved its adoption:

Approving Parcel Map 0o. 229 for Division of Property at 2485 Shore Line

The motion to adopt said resolution was seconded by Councilman La Croix and on roll call carried by

19. The following resolution was introduced by Councilman La Croix, who moved its adoption:

Adopting a Select System of City Streets."
The motion to adopt said resolution was seconded by Councilman Rose and on roll call carried by the

20. The following resolution was introduced by Councilman Bartley, who moved its adoption:
"Resolution No. 7039
Resolution of the Council of the City of Alameda in Memoriam to gellea
Whitmore.
"WITH HEARTFELT GRIEF, the Council of the City of Alameda records the death of one oI
its most civic-minded citizens, WELLES WHITMORE, Jr., who had established and developed a
successful business in the City of Alameda many years ago and who had taken an active part
in promoting the economy of the community.
"WHEREAS, Mr. Whitmore had been appointed as a member of the Social Service Board for
the term commencing July 1, 1951, and had served for five terms, ending June 30, 1966^
during which time he had been elected President of this Board for two different terms; and
"WHEREAS, Mr. Whitmore had been most dependable, sympathetic and diligent in his
endeavors on behalf of the under-privileged people of the City until his efforts were
restricted by ill health.
"NOW, THEREFORE, BE IT RESOLVED that, in recognition of his service for so many years
on behalf of the citizens of the community and his innate understanding and kindness, the
Council of the City of Alameda hereby expresses its sense of personal loss and its gratitude
for Mr. Whitmore's personal contribution to the life of the community.
"BE IT FURTHER RESOLVED that this resolution be spread in full upon the minutes of
this meeting and that a copy thereof be forwarded to the family of Mr. Whitmore in order to
extend to its members a sincere expression of sympathy in their bereavement; and
"DD IT FURTHER RESOLVED that when this meeting of the Council of the City of Alameda
adjourns, it shall do so in respect to the memory of WELLES W8IIMOKB, Jr."
The motion to adopt said resolution was seconded by Councilman McCall and on roll call carried by
the following vote. Ayes: Five. Noes: None. Absent: None.
The President then declared all of the foregoing resolutions adopted.
ORDINANCES FOR PASSAGE:
21. "Ordinance No. 1538,

An Ordinance Authorizing Purchase of Real Property (Firehouse Site,
Northeast Corner Park Street-Enciool Avenue)."
Councilman Bartley moved the ordinance be passed as submitted. The motion was seconded by Council-
man McCall and on roll call carried by the following vote. Ayes: Five. Noes: None. Absent:
None.
FILING:
22. Financial Statement - Bureau of Electricity, as of August 31, 1966 - Verified by Rmcklmmau,
Larzelere & McKenna.
BILLS:
23. An itemized List of Claims against the City of Alameda and the Departments thereof, in the
total amount of $73,381.73, was presented to the Council at this meeting.
The List was accompanied by certification from the City Manager that the Claims shown were correct.
Councilman McCall moved the hills as itemized in the List of Claims filed with the City Clerk on
October 4, 1986, and presented to the City Couocil,at this meeting, be allone6,and paid. The motion
was seconded by Councilman La Croix and on roll call carried by the following vote. Ayes: Five.
Noes: None, Absent: None.
24. At this point, President Godfrey called attention to a change in the next regularly scheduled
Council meeting, which would ordinarily be held on October 18, 1966. However, due to the Conference
of the League of California Cities to be held in San Diego from October 16 through 19, 1966, the
| next Council meeting would be held Tuesday afternoon, October 25, 1966, at 4:00 o'clock, in the

25. The President called up the audience for a moment of silence in observance of the passing of
Mr. Belles Whitmore, Jr. There being no further business to come before the meeting, the Council
adjourned in respect to the memory of Mr, Whitmore - to assemble in adjourned regular session on
Tuesday, October 25, 1966, at 4:00 o`cloolc p.m.

present in the Council Chamber at 7:30 o'clock p.m. Councilmen Bartley, La Croix, Jr., McColl
and Rose, (4), were noted absent.
ADJOURNMENT:
President Godfrey announced that, due to lack of a quorum, there would be no Council meeting
at this time. He then stated he would adjourn the meeting to an adjourned regular session to be
held Tuesday afternoon, October 25, 1966" at 4:00 o'clock in the Council Chamber - as had been
previously agreed by the City Council.
