1965-01-12 Special CC MinutesSPECIAL MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA
HELD TUESDAY AFTERNOON JANUARY 12, 1965
The meeting convened at 3:00 o'clock p.m. with President Godfrey presiding.
ROLL CALL:
The roll was called and Councilmen Freeman, La Croix, Jr., McCall, Rose and President Godfrey,
(5), were noted present. Absent: None.
NEW BUSINESS:
1. Receipt of the Notice and Agenda of this special meeting had been acknowledged by each of the
Councilmen and was on file. The purpose of said meeting was for the consideration of the Capital
Outlay Program and action thereon, if so desired.
2. A brief introduction was made by City Manager Weller and then the meeting was turned over to
Mr. Richard Watson, Assistant City Manager, who first called upon Mr. Grant Mainland, Director of
Parks and Recreation, for presentation of his phase of the Capital Outlay Program.
Mr. Mainland reported on the plans and the estimated costs of the several recreational facilities
and park projects contemplated for the near future, and illustrated his discourse with colored slides.
He pointed up the improvements to be developed as follows: (1) Lincoln Park; (2) Rittler Park;
(3) Woodstock Park; (4) Washington Park; (5) Cultural Art Center; (6) Bay Farm Island Recrea-
tion Center; (7) South Shore Beach Sanitary Facilities; (8) Unit II School (Otis and Rosewood
Way) Park Site. Mr. Mainland also mentioned the following items for consideration as Long-Range
Projects: City Dump Area; Bay Farm Island Fill; Pacific Marina and North Alameda.
Mr. Mainland displayed, too, several sepia maps showing certain developments proposed for Washington
Park.
3. Mr. Watson then called upon Mr. Carl W. Hamilton, Librarian, to submit his thinking with regard
to the proposed expansion plans and estimated costs thereof for the Main Library and Extension
Services, as substantiated by written reports and drawings showing circulation by neighborhoods.
4. City Engineer Mark J. Hanna was next introduced by Mr. Watson, and he presented his recommenda-
tions, with the aid of slides, maps and written reports covering the following: (1) Corporation
Yard; (2) Fifth Street-Central Avenue Sewer; (3) North Webster Street Storm Drainage Pump; (4)
East Encinal Avenue Storm Drainage Pump; (5) Sanitary Sewer Replacements - (a) East Shore Drive;
(b) Central Avenue, Third Street to Pacific Avenue; and (c) Blanding Avenue, Broadway to Oak Street.
Estimates were also offered covering these projects. Mr. Hanna also spoke of the Separations of
Storm Sewers from Sanitary Sewers in the locations of Clay Street, Doris Court and Lewelling Court.
5. Next introduced by Mr. Watson was Fire Chief Ernest Servente, who spoke of the necessity of
replacing Fire Station Number 1, 2414 Webb Avenue, and of a Second-Floor Addition to Fire Station
Number 3, 1703 Grand Street. Chief Servente also illustrated his remarks with slides showing the
inadequate facilities now in use, and a supplemental typed report which was distributed to the
Councilmen.
6. Mr. Hanna made a further presentation covering a New City Hall. His oral report was supplemented
by a written report dated January 12, 1965, which contained pertinent statistics and estimates of cost.
7. Mr. Watson then spoke on the Central Communications Center and concluded the presentations. He
invited the Council to discuss and submit any questions it might have on the total program or any
part thereof.
During the course of discussion, it was developed that there was no intention to reach specific con-
clusions concerning the Program at this meeting. It was suggested the Council meet again as soon as
possible to consider and determine upon priorities for the many items included since all were important
and necessary projects for the proper operation and future development of the City.,
There was some discussion about the financing necessary to accomplish the Program and it was pointed
out that most of the funds would be available through the Housing Authority of the City of Alameda.
It had been explained earlier in the meeting that achievement of the Capital Outlays Projects would
not necessitate an increase in the City tax rate or the passage of a bond issue.
It was decided that the Council would continue its deliberations on the Capital Outlay Program at a
work session thereon immediately following its next regular meeting on January 19, 1965, and said
meeting would be adjourned thereto.
