1965-06-22 Special CC MinutesSPECIAL MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING JUNE 22, 1965 The meeting convened at 7:30 o'clock p.m. with President Godfrey presiding. ROLL CALL: The roll was called and Councilmen Bartley, La Croix, Jr,, McCall, Rose and President Godfrey, (5), were noted present. Absent: None. 1. Receipt of the Notice and Agenda of this special meeting had been acknowledged by each of the Councilman and was on file. The purpose of said meeting was to review the budget of the City of Alameda for fiscal year 1965-06 and several items relating thereto, i. e., salary increases, etcetera. Further, action was to be taken thereon if desired. REPORTS OF OFFICERS, BOARD31 ETCETERA: 2. From Public Utilities Board, signed by Mr. L. F. Randall, Secretary, submitting a copy of its Resolution No. 2307, "Adopting Budget for Bureau of Electricity, Department of Public Utilities, City of Alameda, for Fiscal Year Ending June 90, 1956" - and a copy of said Budget. This was noted and referred to New Business for consideration in conjunction with the City Manager's presentation of the entire City Budget. ^/' 3. From Civil Service Board, submitting its recommendations with regard to salary increases for City employees. This matter was referred to "Resolutions". NEW BUSINESS: ��- Mr. Weller then submitted his recommended Budget for the City of Alameda for fiscal year 1965-66. By the projection of charts, graphs, tabulations and recapitulations covering each and every depart- ment, account and service, specific estimates of revenues and expenditures were shown in detail and enplmined. Upon conclusion of this presentation, President Godfrey congratulated and thanked Mr. Weller for his outstanding clarification of the Tentative Budget of the City. There was then a lengthy discussion of certain items in the Budget - particularly, the question con- cerning the future status of the First Aid Station. Strong disapproval was expressed with regard to the current type of operation maintained at the "Station". Also, it was emphasized that the public had an erroneous conception of the service actually provided. President Godfrey asked Councilmen Bartley and La Croix to act as a Committee to make definite inquiries and ascertain the true circumstances involved in this facility. The question of salaries was also briefly discussed. The President referred to a memorandum on the subject received by the Councilmen from Police Officer Robert Carlson on behalf of the Police Officers' • Association. However, it was determined that no action would be taken at this meeting concerning salary increases. The matter of the recommended Budget was then referred to "Resolutions". RESOLUTIONS: 5. The following resolution was introduced by Councilman Rose, who moved its adoption: w~ "Resolution No. 6820 Approving and Adopting the Tentative Budget of the City of Alameda for the Fiscal Year 1965-1966." The motion to adopt said resolution was seconded by Councilman La Croix and on roll cell carried by the following vote. Ayes: Five, Noes: None, Absent: None. The President declared said resolution adopted. v,~ 6. Discussion was then had with regard to another meeting of the Council in order to determine upon the question of salaries for the City Employees to begin with the new fiscal year. It was agreed that such a session would be held Thursday evening, July 1, 1965, at 7:30 o'clock, in the Council C6omher, 7,v/ At this point, President Godfrey suggested the City Council give consideration to a certain life insurance program covering the City Manager of the City of Alameda. He briefly outlined such a plan | and pointed up the fact that it would be to the mutual benefit of said Official and the City. The ' ` President stated he would transmit a memorandum explaining his ideas in this respect to the Councilmen for their complete information. ADJOURNMENT: 8. There being no further business to come before the meeting, the Council adjourned to assemble in adjourned special meeting on Thursday evening, July 1, 1965, at 7:30 o'clock.
