HELD TUESDAY EVENING MAY 12, 1964
The meeting convened at 7:15 o'clock p.m. with President Godfrey presiding.
ROLL CALL:
The roll was called and Councilmen Freeman, La Croix, Jr., McCall, Rose and President Godfrey,
(5), were noted present. Absent: None.
HEARINGS:
1: The President stated the matter before the Council at this meeting was the Public Hearing con-
cerning the Redevelopment Program and Plan known as the "Park Centre Project ".
The Clerk stated that the Affidavit of Publication of the Notice of Hearing was on file which indi-
cated the Notice had been published for four consecutive weeks prior to said date of Hearing, as
required by law.
The President then declared a fifteen - minute recess in order that the Council could go over to
Alameda High School Auditorium which would accommodate the large attendance anticipated at the
Hearing.
Having assembled in said auditorium, President Godfrey called the meeting to order at approximately
7:40 o'clock p.m. The President stated the Affidavit of Publication referred to earlier by the City
Clerk would be marked as "Exhibit No. 1 ".
A Stenotype Operator was present to officially record the proceedings - and the transcript thereof
is, by reference, made a part of the minutes of this meeting.
Upon request, the City Attorney then read a prepared statement setting forth the legal issues in
this matter.
The President extended the appreciation of the City Council to the members of the Redevelopment
Agency of the City of Alameda for their time and effort in this matter. He then called upon Mr.
Marshall S. Pease, Chairman of the Agency, who explained the procedure followed by the Agency in
developing this project. Mr. Pease next introduced Mr. Walter J. Monasch, Executive Director of
the Agency, who reviewed in detail the history, procedure and results of the many surveys, studies
and analyses of the proposed Park Centre Project Plan.
A number of items were filed with the City Clerk by Mr. Monasch and marked in evidence as follows:

Exhibit No. 4 - Maps Nos. 15, 16 and 17.

Exhibit No. 6 - Slides - Showing Building Conditions.
Exhibit No. 7 - Slides - Planning Series.
Exhibit No. 8 - Transcript and Commentary.
Exhibit No. 9 - Covering Letter, Redevelopment Plan as Adopted by the Agency and Certain
Reports on Various Studies.
Exhibit No. 10 — Planning Board Resolution No. 135.
Exhibit No. 11 - Tax Projection Chart - Park Centre Project.
Exhibit No. 12 - Slides re Taxes.
The following persons spoke in support of the Park Centre Project: Messrs. Marshall S. Pease, Chair-
man, James A. Wiley, Jr., Joseph T. Barry, Jr., Sidney A. Haag and Chester R. Bartalini - all members
of the Redevelopment Agency.
Also, Messrs. Donald Bruzzone, Russell Franck, Franz S. Collischonn, A. Hubbard Moffitt, Jr.,
Charles Lindemann, Jr., and Mrs. Charles Dodt, as members of the organization "FACT" - spoke in
favor of the redevelopment program.
Mr. Robert McPeak of the "TOWN HALL" organization stated his presentation in opposition to the
redevelopment plan would take approximately one and one -half to two hours, and since it was then late
in the evening, he would request said amount of time be allowed him the next evening in which to sub-
mit his arguments.
At about 11:00 o'clock, President Godfrey stated he would declare a recess until the next evening,
May 13, 1964, at 7:00 o'clock, and the Hearing would continue at that time in the Alameda High
School Auditorium.
