1964-11-24 Special CC MinutesSi'ECIAL MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY AFTERNOON NOVEMBER 24, 1964 The meeting convened at 3:00 o'clock p.m. with President Godfrey presiding. ROLL CALL: The roll was called and Councilmen Freeman, La Croix, Jr., Rose and President Godfrey, (4), were noted present. Absent: Councilman McCall, (1). UNFINISHED BUSINESS: 1'. Receipt of the Notice and Agenda for this special meeting had been acknowledged by the Council- men and was on file. The purpose of the meeting was for the consideration of the proposed revised. Charter and alternate amendments to be placed on the ballot of the General Municipal Election to be held in March, 1965. Also, to make a determination thereon, if so desired. 2/ President Godfrey reviewed the history of the proposed revision of the City Charter and the efforts leading toward its submission to the electorate. He referred to the "Package Plan" of the Revised Charter and a detailed discussion ensued on several of the sections merely in clarification of certain questions raised for information. This would be carried on the ballot as "Measure A ". Councilman La Croix then moved that said Package Proposal be accepted and submitted to the electorate and the City Attorney be directed to prepare the appropriate resolution at the proper time. The motion was seconded by Councilman Rose and carried on the following roll call vote. Ayes: Four. Noes: None. Absent: Councilman McCall, (1). The following alternate proposals were then discussed and a vote taken on each question about whether or not it would be placed on the ballot: Measure B: Shall the Charter of the City of Alameda be amended to provide that the Mayor shall be elected at large, etcetera? Councilman La Croix moved the question of "Elective Mayor" not be included on the ballot at the next Municipal Election. The motion was seconded by Councilman Rose and carried on the following roll call vote. Ayes: Councilmen La Croix, Rose and President Godfrey, (3). Noes: Councilman Freeman, (1). Absent: Councilman McCall, (1). Measure C: Shall the Charter of the City of Alameda be amended to provide that each Councilman shall receive a compensation of $100. per month or fraction thereof, and the person serving as Mayor shall receive a compensation of $200. per month or fraction thereof? Councilman Freeman moved this measure be placed on the ballot for the March, 1965, Election. The motion was seconded by Councilman La Croix and carried on the following roll call vote. Ayes: Four. Noes: None. Absent: Councilman McCall, (1). Measure D: Shall the Charter of the City of Alameda be amended to provide that members of the Board of Education shall be elected by a vote of the people and that said Board shall function under State law? Councilman Freeman moved this measure be placed on the ballot for the Municipal Election in March, 1965. The motion was seconded by Councilman Godfrey and lost on the following roll call vote. Ayes: Councilman Freeman, (1). Noes: Councilmen La Croix, Rose and President Godfrey, (3). Absent: Councilman McCall, (1). Measure E: Shall the Charter of the City of Alameda be amended to provide that the Auditor and the Treasurer shall be appointed by the Council, that such officers shall perform the duties designated in said Charter, but shall not be required to devote their entire time thereto if, in the judgment of the Council, additional and compatible duties may be assigned to them? Councilman Rose moved this measure be placed on the ballot for the March Municipal Election in 1965. The motion was seconded by Councilman La Croix and carried on the following roll call vote. Ayes: Councilmen Freeman, La Croix, Rose and President Godfrey, (4). Noes: None. Absent: Councilman McCall, (1). Measure F: Shall the Charter of the City of Alameda be amended to authorize the Council, by ordi- nance, to transfer to the County of Alameda any or all the tax assessing, collection, and related functions and duties of the City? Councilman La Croix moved this measure be placed on the ballot for the March, 1965, Municipal Election. The motion was seconded by Councilman Rose and on roll call carried by the following vote. Ayes: Four. Noes: None. Absent: Councilman McCall, (1). 3. President Godfrey then referred to the concern felt for the funding of the "Old" Police and Fire Pension System. He stated that Councilman Rose, the City Manager and the actuaries had been working on this problem and inquired if a report could be made. The President expressed the hope that pos- sibly this question could also be placed on the March ballot. Councilman Rose commented that this matter was not ready for a report to be given at this meeting but assured. the Council there was sufficient time in which to analyze and prepare the question for the next Municipal Election. The President extended the appreciation and thanks of the Council for the great amount of time and effort spent on this important matter by Councilman Rose and the City Manager. He also expressed once again the thanks of the Council to Mr. Kihn and the Charter Revision Committee for the many hours of time and study devoted to this issue. Mr. Weller then explained in detail the purpose of the review being given the Pension System. ADJOURNMENT: 4. There being no further business to come before the meeting, the Council adjourned. Receipt of the Notice and Agenda of the Special Meeting of the Council of the City of Alameda had been acknowledged by each of the Councilmen and was on file. The purpose of said special meet- ing was for the consideration of appointments of members of the several Boards, Commissions, Com- mittees and Agencies. Also, to take action thereon, if so desired. 2. Councilman Rose moved the Council retire into executive session for its discussion of this mat- ter. The motion was seconded•by Councilman La Croix and unanimously carried. Appointments were to be made to the .Pension Board and to the Advisory Golf Commission. After having reached decisions in this respect, the City Attorney was instructed to prepare appropriate resolu- tions, setting forth the appointees, for action-by the Council at its regular meeting which was to be held this same evening.
