SPECIAL MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA
HELD TUESDAY AFTERNOON, OCTOBER 29, 1963
The meeting convened at 1:00 o'clock p.m. with President Godfrey presiding.
ROLL CALL:
The roll was called and Councilmen Freeman, La Croix, Jr., Rose and President Godfrey, (4), were
noted present. Absent: Councilman McCall, (1).
Receipt of the Notice and Agenda for this special meeting had,been acknowledged by each of the
Councilmen and was on file. The purpose of the meeting was to consider (1) The matter of the left-
turn lane and the red curbing in the vicinity of the intersection of Broadway and Otis Drive and (2)
Certain personnel appointments.
UNFINISHED BUSINESS:
1. With regard to the situation at said intersection, which is part of State Highway Route No. 226,
City Engineer Hanna, by reference to large maps displayed and sketches distributed to the Councilmen,
reviewed in detail the objectives of the traffic survey of the City of Alameda conducted by Wilbur
Smith & Associates. He pointed up the purpose of the routes established as indicated on the map and
the necessity for encouraging the commuter traffic to utilize them. -
Mr. Hanna explained the possible compromises which might be effected at the intersection of Broadway
and Otis Drive to allow more satisfactory parking conditions for the residents adjacent thereto and
still permit proper traffic circulation at this location. He recommended certain changes in the red
curbing and that the "no parking" be effective only during specified hours when peak traffic required
it.
Considerable discussion was had on the subject, during which the Council expressed its concern for
the totally restricted parking of the residents in proximity to this intersection.
Mr. Clovis Gourley, 1000 Broadway, the property owner most adversely affected by the current no-
parking ordinance, said he was willing to accept the proposal as recommended by the City Engineer and
he felt the other residents would also be satisfied with this plan.
Under the circumstances, this was believed to be the only solution of the problem available at this
time and the City Attorney was instructed to have the necessary ordinances ready for .introduction at
the next regular meeting of the Council on November 5, 1963, to effect the changes as proposed.
2." There being no objections, the President stated the Council would retire to the Conference Room
for an executive session during which it would consider certain personnel appointments.
After some deliberation on this matter, it was determined that no appointive action would be taken
pending the President's contact of the several possible appointees to ascertain their availability
for such service.

3. There being no further business to come before the meeting, the Council adjourned.
