1962-01-16 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, JANUARY 16, 1962 The meetiug.convened at 7;30 o'clock p.m. with President Collischonn presiding. The Pledge of Allegiance was led by Councilman McCall and was followed by an inspiring Invocation delivered by The Reverend 0r. Jun Fujimori, Pastor of Buena Vista Methodist Church. ROLL CALL: The roll was called and Councilmen Godfrey, McCall, Schacht and President Collischonn, (4), were noted present. Absent: Councilman Dungan, (1). MINUTES: 1. The minutes of the regular meeting held January 2, 1962, and the special meeting held January 12, 1962, were approved as transcribed. At this point, the President acknowledged the presence of a large group of students from the Government and Politics Class of Alameda High School. He welcomed them to the Council meeting and expressed the hope that they would gain some knowledge from this experience. WRITTEN COMMUNICATIONS: 2. From Mrs. Robert Rastatter, 1219 Grand Street, with regard to the First Aid Station. The communication was referred to the file on the subject pending the Council's decision in this mat- ter at a later date. � . 3. From Alameda Chamber of Commerce, signed by Mr. Lee H. Cavanaugh, Sr., President, concerning the study by its Industrial and Transportation Committee of possible routes for an industrial road, and recommending that Buena Vista Avenue between Sherman and Park Streets and Tilden Way be designated as such road. The matter was referred to the City Planning Board for its consideration and report. 4. From South Shore Land Co.' signed by Mr. Charles T. Travers, Vice President, requesting an exten- sion of time for a period of one year from January 16^ 1962, in which to complete public improvements in Tract No. 1898, Unit II, South Shore development. Councilman Godfrey moved the requested extension of time be granted to January 16, 1963 - and that the City Clerk write a letter to the Planning Board requesting that it review the Harland Bartholomew Report relating to the development of this area and submit its findings at as early a date as pna- bible in fairness to the public, the City and the Land Co. through the improvement of said Tract. The motion was seconded by Councilman Schacht and carried on the following vote. Ayes: Four. Noes: None. Absent: One. ORAL COMMUNICATIONS: � 5.` Mrs. Inez Kapellas, 1610 Encinal Avenue, contended the Councilmen should discuss all items on the agenda at the regular meetings in the Council Chamber in order that all citizens in attendance might be fully informed - rather than raise any questions they might have for clarification at the regular special session held from 7:15 to 7:30 o'clock p.m. 61 Mr. G. N. Pope, 1820 Bay Street, referred to an advertisement published in the newspaper by the Alameda Chamber of Commerce concerning the coming election on the question of a tax increase for the Alameda Unified School District. He spoke of the budget allocation of certain City moneys to the Chamber for its services and stated he did not believe public funds should be used for political purposes. It was explained that said advertisement was not paid for by funds from the City under its contract with the Chamber. REPORTS OF OFFICERS, BOARDS, ETCETERA: 7» From City Manager, reporting all work satisfactorily completed on the project of Reconstructing and Resurfacing Buena Vista Avenue from Park Street to Grand Street - recommending it be accepted and the Notice of Completion be ordered filed. Councilman Schacht moved the recommendation be adopted - that the work on said project be accepted and the Notice of Completion be filed. The motion was seconded by Councilman McCall and on roll call carried by the following vote. Ayes: Four. Noes: None. Absent: One. � O^ From City Manager, reporting all work satisfactorily completed on the project of certain Street Resurfacing with Asphalt Concrete - recommending it be accepted and the Notice of Completion be ordered filed. Councilman McCall moved the recommendation be approved - that the work on the specified project be accepted and the Notice of Completion be filed. The motion was seconded by Councilman Schacht and on roll call carried by the following vote. Ayes: Four. Noes: None. Absent: One. V.` From City Manager, recommending contract be awarded to International Harvester Co,, low bidder, for furnishing one Dump Truck to the Park Department, at the total cost of $3,357.54. � ���� /�^�"� Councilman Godfrey moved the recommendation be adopted and the contract be awarded to the designated Company for furnishing said vehicle at the price quoted. The motion was seconded by Councilman Schacht and carried on the following roll call vote. Ayes: Four. Noes: None. Absent: One. 10. v From City Planning Board, signed by the Secretary, recommending approval of the Property Division Map as submitted, and to allow the exception in the width of the corner lot as provided in Sec. 11- 3134 of the Alameda Municipal Code (Subdivision Ordinance). The map was filed by Mr. Victor Quarante for the parcel known as 1506 Lincoln Avenue. Councilman Godfrey moved the Board recommendation be adopted and the Property Division Map of Mr^ Quarante for his lot known as 1506 Lincoln Avenue be approved as indicated. The motion was seconded by Councilman Schacht and carried on the following roll call vote. Ayes: Four. Noes: None. Absent: One. UNFINISHED BUSINESS: 11. The City Engineer reported that, in response to a recent request by Mr. Frank CotLatein, his office had investigated the number of traffic accidents involving electroliers on Webster Street between Atlantic Avenue and Posey Tube. It had been found that most of them occurred after dark and were due to poor visibility. He had ascertained that the electroliers in this locale could be painted with a bright reflective color to a height of eight feet for the estimated cost of S350. The City Engineer was directed to proceed with this project. RESOLUTIONS: 12^ The following resolution was introduced by Councilman McCall, who moved its adoption: "Resolution No. 6314 Resolution of the Council of the City of Alameda Adopting and Submitting a Budget for Expenditure of Funds Allocated from the State Highway Fund to Cities (Supplemental 1)." The motion to adopt said resolution was seconded by Councilman Godfrey and on roll call carried by the following vote. Ayes: Four. Noes: None. Absent: One. 13. The following resolution was introduced by Councilman Schacht, who moved its adoption: "Resolution No. 6315 Resolution of the Council of the City of Alameda in Appreciation and Commendation of Mrs. Douglas D. Stafford for Her Services to the City of Alameda." The motion to adopt said resolution was seconded by Councilman McCall and no roll call carried by the following vote. Ayes: Four. Noes: None. Absent: One. 14:11 The following resolution was introduced by Councilman Schacht, who moved its adoption: "Resolution No. 6316 RESOLUTION OF THE COUNCIL OF THE CITY OF ALAMEDA IN MEMORIAM TO MR. WILLIAM D. DUNGAN 'WITH HEARTFELT GRIEF, the Council of the City of Alameda records the death of one of its loyal and respected members, COUNCILMAN WILLIAM D. DUNGAN. 'WHEREAS, Mr. Dungan had served the City as a member of the Citizens Advisory Committee on Municipal Affairs during 1950-51, and, through the years, had actively participated in the worthwhile programs of many civic, fraternal and Church organizations; and 'WHEREAS, Mr. Dungan had been elected to the office of Councilman of the City of Alameda by vote of the people in the General Municipal Election held March 14, 1961, and had executed his Oath of Office on April 18, 1961; and 'WHEREAS, Mr. Dungan had conscientiously applied his time and effort to the performance of his duties and had shown a most amicable and cooperative attitude toward his fellow Council- men and the Administrative Officials of the City of Alameda with whom he worked, and had engendered the friendship and esteem of all with whom he associated. 'NOW, THEREFORE, BE IT RESOLVED, that, in recognition of his integrity and desire to pro- mote the development of the City to the advantage of all of its people, the Council of the City of Alameda hereby expresses its sense of personal loss and its gratefulness for the faith- ful representation of the citizens of the community as exemplified by Mr. Dungan. `BO IT FURTHER RESOLVED that this resolution be spread in full upon the minutes of this meeting and a certified copy thereof be transmitted to the family of Mr. Dungan in order to extend to it a sincere expression of sympathy and condolence in its bereavement. 'BE TI FURTHER RESOLVED that when this meeting of the Council of the City of Alameda adjourns, it shall do so in respect to the memory of COUNCILMAN WILLIAM D. DD0C&0." The motion to adopt said resolution was seconded by Councilman McCall and on roll call carried by the following vote. Ayes: Four. Noes: None. Absent: One. 434 I° 5Tbe following resolution was introduced by Councilman Godfrey, who moved its adoption: "Resolution No. 6317 RESOLUTION OF THE COUNCIL OF THE CITY OF &LAMEDA IN MEMORIAM TO MR. RIX MAURER 'WITH PROFOUND SORROW, the Council of the City of Alameda records the death of one of its most loyal and civic minded citizens, MR. RIX MAURER, former Councilman, Vice Mayor, member of the Board of Education and, currently, a member of the Public Utilities Board of the City of Alameda. 'WHEREAS, Mr. Maurer had been elected by vote of the people to the office of Councilman of the City of Alameda on NnveMber 3, 1936, and had been re-elected on March 14, 1939; and 'WHEREAS, Mr. Maurer had served as Vice Mayor of the City of Alameda during the period from December, 1941, until the expiration of his term of office in April, 1943; and 'WHEREAS, Mr. Maurer had been appointed by the City.Council to membership on the Board of Education of the City of Alameda on October 5, 1943, from which Board he eventually resigned to accept appointment by the City Council as a member of the Public Utilities Board of the City of Alameda on June 26, 1045, in which important post he had served in on outstanding manner until the time of his sudden death. Mr. Maurer had been elected by said Board to act as its President during four different periods of time; and 'WHEREAS, Mr. Maurer had given generously of his time and business experience to the benefit of the City and its people in his ready acceptance of civic responsibility, and the loss of his competency in this respect will be greatly deplored by the community as a whole. 'NOW, THEREFORE, BE IT RESOLVED that, in acknowledgement of his invaluable efficiency in his service to the City and the high esteem in which he was held by all of his associates and many friends, the Council of the City of Alameda doea.bereby express its sense of personal loss and its gratitude for the excellent contribution to civic affairs made by this honorable man. 'BE IT FURTHER RESOLVED that this resolution be.npreud in full upon the minutes of this meeting and a copy thereof be forwarded to the family of Mr. Maurer in order to extend to it a sincere expression of compassion and condolence in its bereavement. "BE IT FURTHER RESOLVED that when this meeting of the Council of the City of Alameda adjourns, it shall do so in respect to the memory of MR. RIX MAURER." The motion to adopt said resolution was seconded by Councilman Schacht and on roll call carried by the following vote. Ayes: Four. Noes: None. Absent: One. The President thereupon declared all the foregoing resolutions duly adopted. ORDINANCES FOR PASSAGE: 16. "Ordinance No. 1400, New Series An Ordinance Amending the Alameda Municipal Code by Amending Subsection (40) of Section 11-1338(b) Thereof and by Adding Thereto Sections 11-1335(d), 11-1339(c), 11-1347(c) and 11-1351(c), Relating to Veterinary Clinics or Veterinary Hospitals, Kennels, Animal Shelters and Pounds." Councilman McCall moved the ordinance be passed as submitted. The motion was seconded by Councilman Godfrey and on roll call carried by the following vote. Ayes: Four. Noes: None. Absent: One. / � 17. At this point, Councilman McCall inquired about the repair of Bay Farm Island Bridge where an automobile had recently knocked out a portion of the railing and had dropped into the channel. Mr. Hanna explained that the bridge is maintained by the State Division of Highways and it had been notified immediately about this accident and the resultant condition. He offered to find out what the Division's schedule is for repairing the bridge - and report to the Council. FILING: 18. Financial Statement - Bureau of Electricity, as of November 30, 1961 - Verified by Hackleman & Laroelere. 19. Auditor's Financial Statement - City of Alameda, as of December 31, 1961 - Verified by 8aokleman & Larzelere. BILLS: 20. An itemized List of Claims against the City of Alameda and the Departments thereof, in the total amount of 545,128"49, was presented to the Council at this meeting. The List was accompanied by certification from the City Manager that the Claims shown were correct. Councilman Schacht moved the bills as itemized in the List of Claims filed with the City Clerk on January 16, 1962, and presented to the Council at this meeting, be allowed and paid. The motion was seconded by Councilman Godfrey and on roll call carried by the following vote. Ayes: Four. Noes: None. Absent: One. 4^ 21. Councilman Schacht moved that upon the adjournment of this meeting it would be to an adjourned regular session to be held Thursday evening, January 18, 1962, at 7;30 o'clock, in the Council Chamber. The motion was seconded by Councilman Godfrey and unanimously carried. 22. The President then called up the audience for a moment of silence in observance of the death of both Councilman William D. Dungan and Mr. Rix Maurer, member of the Public Utilities Board of the City of Alameda. 23. At this time Councilman McCall moved the Council go into Executive Session in the Council Chamber, Room 303, for consideration of the appointment of a member to fill the vacancy on the City Council and also on the Public Utilities Board. The motion was seconded by Councilman Godfrey and unanimously carried. The Council then retired to its Executive Session, after which the regular meeting continued. Councilman Godfrey moved the previously made motion to adjourn the meeting to Thursday evening, January 18, 1962, be rescinded - and that this meeting now be adjourned to an adjourned regular session to be held Monday evening, January 22, 1962, at 7:30 o'clock, in the Council Chamber, Second Floor, City Hall. The motion was seconded by Councilman Schacht and unanimously carried. ADJOURNMENT: 24. There being no further business to come before the meeting, the Council adjourned at 10:30 o'clock, in respect to the memory of Messrs. William D. Dungan and Rix Maurer - to assemble in adjourned regular session on Monday evening, January 22, 1962, at 7:30 o'clock. Respectfully submitted, ° ^~
