DELD TUESDAY EVENING, MARCH 6, 1962
The meeting convened at 7:30 o'clock p.m. with President Collischonn presiding. The Pledge of
Allegiance was led by Councilman McCall and was followed by an inspiring Invocation delivered by
The Reverend 8r, Harold petroelje, Pastor of First Christian Reformed Church.
ROLL CALL:
The roll was called and Councilmen Godfrey, McCall, Rose, Schacht and President Collischoon,
(5), were noted present. Absent: None.
MINUTES:
1. The minutes of the regular meeting held Babruury 20, 1962, and the special meeting held Febru-
ary 27, 1962, were approved as transcribed.
WRITTEN COMMUNICATIONS:
2. From Alameda Democratic League, signed by Bob Corcoran, Chairman, indicating its support of
"districting" in Alameda and also that the office of Mayor be elective.
There being no objections, the matter was referred to the Charter-study file for consideration at
a later dutc.
3. From Alameda Chamber of Commerce, signed by Mr. Lee D. [avxnaush, Sr., President,requeotin8
the Council to proceed with the necessary steps to insure proper landscaping of the Tube approaches
at the earliest possible time.
The subject was referred to the City Manager for consultation with the City Engineer and the sub-
mission of a report to the Council.

�� From Nr. Frank A. Gottstein, 731 Haight Avenue, in protest against the construction of a diving
pool in connection with the swimming facilities proposed for Encinal Nigh School.
The communication was noted and ordered filed.
ORAL COMMUNICATIONS:
a. Mrs. Inez KopeIlas, 1610 Encinal Avenue, again suggested a Charter amendment to effect an elective
Board of, Education, rather than the present provision for Council appointment of the members of said
Board.
6. Mr. C. N. Pope, 1820 Bay Street, expressed interest in the services provided on Bay Farm Island
and he was to be given a copy of the City Engineer's report on the subject.
7/ Mr. Frank A. Gottstein, 721 Haight Avenue, spoke. of the dangerous situation caused by drunken
drivers traveling through the Tube and urged the Council to take some action to eliminate this hazard.
D2�08%3 OF OFFICERS BOARDS ETCETERA:
8. From City Manager, with regard to the award of contract for furnishing eight Sedans to the
Police Department.
Councilman Schacht moved the contract be awarded to Morris Landy Motors, low bidder, for furnishing
said vehicles at the total cost of $I8,027.53 - with the finding that it is in the best interests of
the City not to trade in eight of the present fleet, but to authorize the City Manager to dispose of
these cars at the best prices obtainable— The motion was seconded by Councilman McCall and on roll
call carried by the following vote. Ayes: Five. Noes: None. Absent; None.

From City Manager, stating it appears to be in the best interest of the City to reject all bids
received on the Encinal Swim Center project and re-advertise on the matter as quickly as poouible.
Councilman Godfrey mov:d that all of said bids be rejected and the City Manager again call for bids
on this project. The motion was seconded by Councilman McCall and carried on the following roll
call vote. Ayes: Five. Noes: None. Absent: None.
l0. From City Planning Board, signed by the Secretary, recommending approval of Property Division
Mop covering the parcel known as "o portion of Block I and a portion of Pearl Street abandoned",
subject to compliance with the recommendations of the City Engineer and the City Attorney - filed
by @r^ Richard Kiehl.
Councilman Godfrey moved the Property Division Map for the specified parcel be approved subject to
the conditions set forth. The motion was seconded by Councilman Rose and on roll call carried by
the following vote. Ayes: Five. Noes: None. Absent: None.
ll. From City Manager, recommending contract he awarded to Jardin Jardin, low bidder, for the
project of Constructing a Storm Sewer on Everett Street, from Blanding Avenue to Eagle Avenue, at
the total cost of $14,902.95.
Councilman Rose moved the recommendation be adopted and contract he awarded to the designated firm
for the specified project at the price quoted. The motion was seconded by Councilman Godfrey and
on roll call carried by the following vote. Ayes: Five. Noes: None. Absent: None.
12. From the Mayor, nominating Br. Alvin F. Blanchard as a member of the Recreation Commission, to
serve the unexpired term of Mr. George A. Rose, reSigne6. This term expires August 31, 1963.
The matter was referred to "Resolutions".
INTRODUCTION OF ORDINANCES:
13. Councilman McCall introduced the following ordinance, after which it was laid over under provision
of law and the Charter:

An Ordinance Amending Section 17-364.1 of the Alameda Municipal Code
Relating to the Establishment and Removal of Parking Meters, and Time
Limits, in Parking Meter Zones."
RESOLUTIONS:
14. The following resolution was introduced by Councilman. 8oSe, who moved its adoption:
"Resolution No. 633 2
Resolution of the Council of the City of Alameda Adopting Specifications,
Special Provisions and Plans for the Installation of a Storm Sewer on
Bay Street North of Eagle Avenue, Calling for Bids and Directing City
Clerk to Advertise Same."
The motion to adopt said resolution was seconded by Councilman McCall and on roll call carried by the
following vote. Ayes: Five. Noes: None. Absent: None.
15. The following resolution was introduced by Councilman NcCall, who moved its adoption:
"Resolution No. 6333
Resolution of the Council of the City of Alameda Appointing Member of
the Recreation Commission.' (Mr. Alvin F. Blanchard)
The motion to adopt said resolution was seconded by Councilman Schacht and no roll call carried by
the following vote. %yes: Five. Noes: None. Absent: None.
16. The following resolution was introduced by Councilman Schacht, who moved its adoption:
"Resolution No. 6334
Resolution of the Council of the City of Alameda Transferring Various
Amounts from and to Certain Funds on the Books and Records of the City
of Alameda—"
The motion to adopt said resolution was seconded by Councilman Godfrey and on roll call carried by

17. The following resolution was introduced by Councilmen Godfrey, who moved its adoption:
"Resolution No. 6335'
RESOLUTION OF THE COUNCIL OF THE CITY OF ALAMEDA IN MEMORIAM TO JOSEPH E.
UERI8AND
"WITH PROFOUND SORROW, the Council of the City of Alameda records the death of one of
its loyal employees, JOSEPH O. BERTRAND, Captain of the Alameda Police Department.
"WHEREAS, Captain Bertrand had been employed by the City of Alameda on February 1, 1937,
as o Patcnlman in the Police Department end, by the excellent performance of his many duties
through the years, had earned promotion through the ranks to the position of Captain in 1957,
which post he held at the time of his sudden death on February 21, 1962; and
"WHEREAS, Captain Dertrand'a knowledge and experience and the high standards he had
maintained had been inestimable in the functions of the Department and his abilities in the
field of law enforcement had been recognized throughout the Bay Area; and
"WHEREAS, Captain Beztrand'o proficiency in his work, his attitude of cooperation and
tolerance and his sportsmanship had engendered the great esteem and affection of his
colleagues and his fellow employees who have indeed been saddened by the untimely death of
this genuine friend.
"B09, THEREFORE, DE IT RESOLVED that, in recognition of the twenty-five years of out-
standing service to the City by Captain Bertrand and his ready acceptance of responsibility
in many phases of community life, the Council of the City of Alameda does hereby express its
sense of personal loss and its gratitude for the fine character and capabilities exemplified
by Captain. Bertrand during his public employ.
BE IT FURTHER RESOLVED, that this resolution be spread in full upon the minutes of this
meeting and a copy thereof be sent to the family of Captain. Bertrand in order to extend to its
members a sincere expression of heartfelt sympathy in their bereavement; and
BE IT FURTHER RESOLVED, that when this meeting of the Council of the City of Alameda
adjourns, it shall do so in respect to the memory of CAPTAIN JOSEPH E. 8ER7RA0D.x

18. The following resolution was introduced by Councilman McCall, who moved its adoption:
"Resolution No. 6336
RESOLUTION OF THE COUNCIL OF THE CITY OF ALAMEDA IN MEMORIAM TO LENN C.
NELSON
"WITH HEARTFELT GRIEF, the Council of the City of Alameda records the death of one
of its former employees, LENN C. NELSON, Assistant City Engineer at the time of his
retirement on May 15, 1950.
"WHEREAS, Mr. Nelson had been employed as an Inspector in the Engineering Department
on May 13, 1021, and by the diligent and capable performance of his duties had been
appointed Assistant City Engineer on October 1, 1936, in which capacity he served until
his retirement; and
"WHEREAS, Mr. Nelson had been a conscientious and loyal employee and had been most
friendly and cooperative with all of his fellow workers and other associates.
"NOW, THEREFORE, DC IT RESOLVED that, in recognition of the excellent service given
by Mr. Nelson during his twenty-nine' years of municipal employment and the harmonious
relations he fostered, the Council of the City of Alameda does hereby express its sadness
at ,his death and its gratitude for the fine job rendered by this good man.
"8E IT FURTHER RESOLVED that this resolution be spread in full upon the minutes of
this meeting and a copy thereof be sent to Mr. Nelson's family as a sincere expression of
condolence in its bereavement.
"BE IT FURTHER RESOLVED that when this meeting of the Council of the City of Alameda
adjourns, it shall do so in respect to the memory of LENN C. NELSON."
The motion to adopt said resolution was seconded by Councilman Rose and on roll call carried by the

19. The following resolution was introduced by Councilman McCall, who moved its adoption:
"Resolution No. 6337
RESOLUTION OF THE COUNCIL OF THE CITY OF ALAMEDA IT MEMORIAM TO W. BARCLAY
STEPHENS, M. D.
"WITH PROFOUND SORROW, the Council of the City of Alameda records the death of one
of its most distinguished and beloved citizens, W. BARCLAY STEPHENS, M. D.
"WHEREAS, Dr. Stephens had been a pzominent.Ophthulmologiat and had brought renown
to himself and to the City through his research in this field of medical science; and
"WHEREAS, in addition to his noteworthy professional career, Dr. Stephens had
endeared himself to the people of the community by his financial generosity and keen
interest in the youth of the City, particularly in the movement of Scouting, and had
devoted many years of leadership to this activity; and
"WHEREAS, Dr. Stephens had also been one of the founders of the original Alameda
Hospital.
"NOW, THEREFORE, BE IT RESOLVED that, in recognition of the good works performed by
this noble humanitarian, the Council of the City of Alameda does hereby express its
sense of regret and its gratitude for the invaluable personal contribution made by Dr.
Stephens toward the welfare of the people of this City.
"BE IT FURTHER RESOLVED, that this resolution be spread in full upon the minutes of
this meeting and a copy thereof be sent to the family of Dr. Stephens in order to extend
to its members a sincere expression of condolence in their bereavement; and
BE IT FURTHER RESOLVED, that when this meeting of the Council of the City of Alameda
adjourns, it shall do so in respect to the memory of W. BARCLAY STEPHENS, M. D."
The motion to adopt said resolution was seconded by Councilman Schacht and on roll call carried by
the following vote. Ayes: Five. Noes: None. Absent: None.
The President thereupon declared all of the foregoing resolutions duly adopted.

Councilman Schacht moved the ordinance be adopted as submitted. The motion was seconded by Councilman
Godfrey and on roll call carried by the following vote. Ayes: Five. Noes: None. Absent: None.
FILING:
2l. Specifioatioos, Special Prnvioions and Plans No. Pq3-62-5 - Installation of Storm Sewer on
Bay Street, north of Eagle Avenue.
22. Three copies of 9arking'Meter Zone Maps.
BILLS:
23. An itemized List of Claims against the City of Alameda and the Departments thereof, in the total
amount of $66,616.03, was presented to the Council at this meeting.
The List was accompanied by certification from the City Manager that the Claims shown were correct.
Councilman Schacht moved the bills as itemized in the List of Claims filed with the City Clerk on
March 6, 1962, and presented to the Council at this meeting, be allowed and paid. The motion was
seconded by Councilman Rose and on roll call carried by the following vote. Ayes: Five. Noes:
None. Absent: None.
24/ Councilman McCall remarked that he had attended a public hearing held in Hayward the previous
evening concerning Coliseum, Inc. and its plans for constructing a new stadium complex in Oakland.
He stated a letter from the Board of Directors of the Alameda Chamber of Commerce had been read at
this meeting in support of the project, and several informative presentations had been made. 8e
pointed out the plans are ready. to proceed.
25. At this point, Councilman Rose moved the Council go into executive session for the purponenf
consultation in the consideration of an appointment to fill an existing vacancy on the Youth Activi-
ties Committee. The motion was seconded by Councilman Schacht and unanimously carried.
26. The President then called up the audience for a moment of silence in observance of the death
of Captain Joseph D. Bertrand, Mr, Lenn C. Nelson and Dr. W. Barclay Stephens.
The Council then retired for its executive session.
27. There being no further business to come before the meeting, the Council adjourned in respect to
the memory of Captain Bertrand, Mr. Nelson and Dr. Stephens - to assemble in regular session on
Tuesday evening, March 20, 1962, at 7:20 o'clock.
