The meeting convened at 7:20 o'clock p.m. with President Collischonn presiding.
ROLL CALL:
The roll was called and Councilmen Godfrey, McCall, Rose, Schacht and President [olliscbono, (5),
were noted present. Absent: None.
ORAL COMMUNICATIONS:
l. 8c. G. N. Pope, 1820 Bay Street, registered his objection to the terms of the proposed contract
between the City and the Alameda City Garbage. Association. He also said he believed the public
should be better informed concerning the details of the City Budget, and deplored the rising costs
of Governmental operations.
REPORTS OF OFFICERS, BOARDS, ETCETERA:.
2.1 From Mr. Walter V. Howe, member of the Board of Education for the past twelve years, indicating
that he did not wish to be considered for reappointment for another term.
The President expressed the Council's gratitude for Ar. Howe's many years of service to the City.
Councilman Schacht suggested a resolution be prepared in commendation of 8z. Howe for presentation at
the next regular meeting of the Council. It was so ordered,
3. From 8r. Jack O. Lubbock, tendering- his resignation, as a Commissioner of the Housing Authority
of the City of Alameda, effective June 21, 1962.
Councilman McCall moved the resignation of Mz. Lubbock from said Agency be accepted. The motion was
seconded by Councilman Rose and on roll call carried by the following vote. Ayes: Five. Noes:
None, Absent: None.
From the Mayor, nominating the following persons co c6evarious Boards of the City, as
designated:

4. Mr. Eric 8. Essex as a member—of the City Planning Board for the term expiring June 20, 1965.
5. Mr. Stanley A. Mueller as a member of the City Planning Board for the term expiring June 30', 1965.

7. Mr. Paul J. Hoekenga as a member of the Library Board for the term expiring June 30, 1967.

11. The matter of the requested rate increase for garbage collections was submitted and referred to
the items listed on the agenda under'"Reaolutinna" and "Ordinances, for Passage".

the Tentative Budget of the City of Alameda for the Fiscal Year 1962-1963."

13. The following resolution was introduced by Councilman Godfrey, who moved its adoption:

Resolution of the Council of the City of Alameda Authorizing the Execution
of an Agreement with the Alameda City Garbage Association for the Collection
and Removal of Refuse and Garbage."
The motion to adopt said resolution was seconded by Councilman Rose and on roll call carried by the
following vote. Ayes: Five. Noes: None. Absent: None.
Relative to this matter, the Clerk read a letter dated June 26, 1962, received just prior to the meet-
ing, from the Alameda City Garbage Association, signed by Mr. Randal F. Dickey, Attorney, concerning
its basic rate increase as originally proposed. It was stated that, under the circumstances as set
forth, and to avoid further delay, the Association would reluctantly enter into the proposed new
agreement, contingent upon the passage of an ordinance providing for a basic rate of $1,20 per month
for residential and apartment services and $1.28 per cubic yard for refuse collections.
Mr. Way called attention to the fact that the effective date of the contract would be amended to
August 1, 1962, necessitated by the delay in the passage of the ordinance and the effective date
thereof.

The motion to adopt said resolution was seconded by Councilman Rose and on roll call carried by the

The President then declared all of the foregoing resolutions adopted.
ORDINANCES FOR PASSAGE:

24. "Ordinance No. 1406,
New Series
An Ordinance Amending Sections 15-627 and 15-6210 of the Alameda Municipal
Code, Relating to the Collection of Refuse and Garbage Within the City of
Alameda, and Setting Maximum Rates to be Charged Therefor."
Councilman McCall, who had introduced the ordinance, pointed out that the provisions pertaining to
the rates as originally requested had been amended to reflect the agreement of an increase of "Twenty
Per Cent Across-the-Board". Also, the effective date of the ordinance will be August 1, 1962.
Councilman Rose moved the ordinance be adopted as submitted. The motion was seconded by Councilman
Godfrey and on roll call carried by the following vote. Ayes: Five. Noes: None. Absent: None.
Appreciation was expressed to Councilman Rose and City Manager Weller for their study and negotiations
in this matter which had resulted in the reduced rate of increase.
25. "Ordinance No. 1407,
Nev Series
An Ordinance Authorizing Execution of an Amendment of Certain Leases
Between the City of Alameda and Barnes and Tibbitts Shipbuilding and
Drydock Co. Made Pursuant to Ordinance N. 168, Nev Series,"
Councilman Godfrey moved the ordinance be adopted as submitted. Fhe motion was seconded by Councilman
Schacht and on roll call carried by the following vote. Ayes: Five. Noes: None. Absent: None.
