ADJOURNED REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA
HELD THURSDAY EVENING, JULY 26, 1962
The meeting convened at 7:30 o'clock p.m. with President Collischonn presiding.
ROLL CALL:
The roll was called and Councilmen Godfrey, McCall, Rose and President Collischonn, (4), were
noted present. Absent: Councilman Schacht, (1).
WRITTEN COMMUNICATIONS:
1. From County of Alameda Board of Supervisors, signed by Mr. Emanuel P. Razeto, Chairman, inviting
the Council to appoint a representative of the City of Alameda to meet, with others on Tuesday, August 7,
1962, at 2:00 o'clock p.m. in the Board Room, Court House, Oakland. Said meeting had been called for
the purpose of organizing the proposed Alameda County Recreational Advisory Committee.
It was the consensus of the Council that Mr. D. Grant Mainland, Director of Recreation and Physical
Education, would act as the City's representative in this respect.
REPORTS OF OFFICERS, BOARDS, ETCETERA:
2.v/ From Assistant City Manager, recommending an extension of time of ten working days be granted to
Hermann & Schenk, General Engineering Contractors, in which to complete the work on the Encinal Swim
Center.
Councilman Godfrey moved the recommendation be approved and the extension of time be granted as
requested. The motion was seconded by Councilman McCall and on roll call carried by the following
vote. Ayes: Four. Noes: None. Absent: Councilman Schacht, (1).
UNFINISHED BUSINESS:
3. The matter of heating reports from the Youth Activities Committee was presented.
The President called upon Mr. Herbert Robles, Chairman, who introduced the following members of the
Committee: Mrs. Gaylord Orr, Secretary; Mrs. J. B. Coffman, Mrs. Edna Littlefield and Mrs. Richard
Diament and Messrs. Don Bruzzone, C. W. Moore, Ashley Jones, H. E. North and The Reverend Mr. Franklin
Scott.
Mr. Robles stated so many changes had taken place in Alameda during the past twenty years and the
Committee was concerned that a continuing study should be made of what was going on in the State and
County, but to be pursued at a local level. He said he had asked some members of the Committee to
report on certain phases of the overall report which had been submitted, to be followed by an informal
discussion with the hope that these comments would be helpful to the Council in its consideration of
this matter.
The Reverend Mr. Scott read a prepared statement on the "Importance of Moral and Ethical Values ",
pointing up that all community agencies and organizations must not only talk and teach about sound
moral and ethical values but all individuals could assist in the cure and prevention of Juvenile Delin-
quency by examining their own lives and setting an example of the highest moral standards and ethical
behaviour.
Mr. North read his report on "Delinquency in Alameda ", emphasizing that there had been little coordin-
ated effort toward solution of delinquency or other problems or desires of youth by existing agencies
in Alameda - especially delinquency prevention. His sub- committee recommended the Council should now
create a permanent organization to provide a program of social planning and study of preventative
delinquency.
Mr. Don Bruzzone gave a verbal report on the "Resources of the Community ". He said his sub - committee
had checked all organizations, churches and civic groups to ascertain what activities or programs
were available which would attract and appeal to youngsters. The physical aspects were well covered
but there was a lack of leisure -time activities for the lower- economic group of children. He felt
"Thompson Field" needed development to provide activities for youngsters in this area in particular.
Mr. Ashley Jones spoke on "Youth Participation" and cited the instance of the young people who had
been sent to the Governor's Conference in Long Beach. He said they were interested in finding jobs .
they could do. He suggested a Youth Council be established which could help coordinate youth problems
and activities of all organizations. He pointed out that at present each group or agency covered just
one phase of an overall program and if there were a "Director" better results could be accomplished
by joint efforts.
It was mentioned that possibly someone in the Recreation Department could act in this capacity but
Mr. Jones said it was felt this would be a full -time job for someone professionally trained.
It was brought out that the "people" should provide the initiative and leadership for such a program
rather than the City Council. In this respect, mention was made of the concern and cooperation of the
neighborhood citizens toward the improvement of Woodstock Park.
Mrs. J. B. Coffman's report emphasized the parental responsibility involved in the cases where juveniles
get into trouble. She stated the "Citation System" should be used which specifically notifies the
parents of their child's infraction. Mrs. Coffman felt there was no organization which was directly
responsible for delinquency prevention.
Sergeant Herbert Pope of Alameda Police Department was called upon and explained in detail the pro-
cedure of the Department with regard to any juvenile who is apprehended.
Mr. Robles reported on "Areas for Future Study of Deli =nquency Prevention in Alameda" and referred
to Pages 42 -43 of the Committee's Report which enumerated its suggestions along this line.
Mr. Robles also called attention to Senate Bill No. 279 which provides grants to colleges and uni-
versities for research in this field and suggested the Council should investigate this matter. He
felt this was a means by which continued study of the general problem of juvenile delinquency could
be accomplished. Mr. Robles recommended the Council see fit to continue a Youth Activities Commit-
tee, with the number of members and duties as deemed necessary in the City.
Following some discussion, President Collischonn expressed to the Committee the Council's and the
City's appreciation for the work the various members had put into their study and reports. He
stated the City Council would give the matter further consideration.
ADJOURNMENT:
4. There being no further business to come before the meeting, the Council adjourned - to assemble
in regular session on Tuesday evening, August 7, 1962, at 7:30 o'clock.
