The meeting convened at 7:30 o'clock p.m. with President McCall presiding. The Pledge of Allegi-
ance, was led by Councilman Freeman and was followed by an inspiring Invocation delivered by The
Reverend Haywood Cross, Pastor of First Christian Church.
ROLL CALL:
The roll was called and Councilmen Collischonn, Freeman, Petersen, Schacht and President NcCall,
{5), were noted present. Absent: None.
MINUTES:
1. The minutes of the regular meeting held March 21, 1961, were approved as transcribed.
WRITTEN COMMUNICATIONS:

From Alameda Council of Churches, signed by Mrs. Chester I. Finley, Secretary, urging the Council
to take whatever necessary action to protect all religious groups against such incidents as the recent
painting of swastikas on the Jewish Synagogue.
Regret was expressed that such vandalism should have occurred and it was suggested that a copy of this
letter be sent to the Youth Activities Committee. It was so ordered.

3. From State Department of Public Works, signed by Mr. Robert B. Bradford, Director, and Member and
Secretary of California Toll Bridge Authority, in explanation of Senate Bill 499 relative to the revi-
.aion of the Bay Bridge Terminal.
The communication was noted and ordered filed.
4:/ From Mr. Stuart C. Dobson, 1425 Court Street, stating he plans to prepare a statistical analysis
comparing the Alameda Library operation with that of nearby cities of similar size, on which he would
be willing to make a chart presentation to the City Council or the Library Board if either of these
two Bodies is interested.
Appreciation was expressed for Mr. Dobson's effort in making this analysis and it was felt his sug-
gested presentation would be of interest at the special meeting to be held by the Library Board on
April 25, 1961. He was to be so notified.
5: From Duggan Investment Company, signed by Mr. Lowell H. Duggan, Agent for the owner, requesting
a one-year extension of time from April 5, 1961, in which to file the Final Subdivision Map of Tract
No. 2153. This Tract is located south of Otis Drive in the vicinity of Bay Farm Island Bridge, being
a portion of the Hester Subdivision.
Councilman CoIlischonn moved the extension of time, as requested, be granted. The motion was
seconded by Councilman Schacht and carried on the following roll call vote. Ayes: Four. Noes:
None. Present:-,Councilman Freeman, (1). Absent: None.
6. At this point, the President called upon Mr. James C. Taylor, President of the Alameda Chamber
of Commerce, who addressed his remarks to Councilmen Helen L. Freeman and Harold B. Petersen, Jr",
whose terms expire April 18, 1961^ Mr. Taylor presented to each of them the Alameda Chamber of Com-
merce Community ServiceAeor6 in appreciation for his valuable, meritorious service to the citizens
of Alameda.
President McCall, on behalf of the other members of the City Council, thanked the "Chamber" forjta
fine gesture of recognition of the work of these two retiring Councilmen.
ORAL COMMUNICATIONS:
7. Mrs. Inez Kapellas, 1010 Encinal Avenue, spoke of a newspaper reference to the Council-Manager
form of City Government and inquired as to the meaning of this term. Mr. Annibale explained this
type of City Government.
8. Mr. G. N. Pope, 1820 Bay Street, thanked the City Council, especially the outgoing members, for
their efforts and public service in keeping representative government for the citizens of Alameda.
9. Mr. Frank Gottstein, 731 Haight Avenue, cited a recent mishap in the lagoon area at the foot
of Ninth Street which could have resulted in another drowning, had not help been available. He
again spoke of the potential hazards created by the lagoons and felt some definite action should be
taken by the Council to prevent any further drowning of children. Mr. Gottstein submitted the sug-
gestion that legislation should be enacted to prohibit anyone under twenty-one years of age swimming
in the lagoons without an adult escort.
Considerable discussion ensued on the subject, it being pointed up that any legislation would have to
apply to all of the water areas surrounding the City, as well as to the many private snimming,poola.
It was agreed it was a difficult problem to solve but it was determined that the City Attorney would
keep a continuing file of any suggested solutions and the matter was referred to the City Manager and
the City Attorney to make a study and investigation from time to time and submit reports to the Coun-
cil on any possible solutions, both from the `'protective" and the "legislative" methods of approach.
HEARINGS:

18. Continued from the last meeting was the mutter of the Appeal by the Island City Gun Club from
the decision of the Planning Board to deny a Use Variance for the operation of a shooting range on
certain property on Bay Farm Island.
A letter was also presented from the Gun Club, signed by Mr. Elmer G. Forgue, Secretary, requeStin&
further continuance of the Hearing on this matter to the Council meeting to be held May 2, 1961^
Councilman Schacht moved the request be granted and the Hearing be continued to the specified data.
The motion was seconded by Councilman Collischonn.
It was ascertained by inquiry of certain interested parties present, who had protested against per-
mitting the Gun Club to construct and operate its shooting range on the present proposed site, that
they had no objection to the continuance of the Hearing.
It was developed that one of the reasons for the continuance was to give further time to aLtemptto
find another location which might be more mutually satisfactory. The question was then put and the
motion carried on the following roll call vote. Ayes: Five. Noes: None. Absent: None.
REPORTS OF OFFICERS, BOARDS, ETCETERA:

ll. From City Planning Board, signed by the Secretary, recommending adoption of an ordinance to
amend Zoning Ordinance No. 1277, New Series, pertaining to the C-2, Central Business District Regu-
lations, as proposed by the Draft dated January 9, 196I, and amended March 20, 1981^
The Hearing on this matter was set for the Council meeting to be held May 2, 1961.

12. From Library Board, signed by Mr. Wallace D. Miracle, President, informing the Council that a
special meeting of said Board will be called for April 25, 196I, to be held in the Council Chamber.
The communication was noted and ordered filed.
13. From City Manager, reporting all work satisfactorily completed on the project of-Resurfacing
Fernside Boulevard between Pearl Street and Thompson Avenue - recommending it be accepted and the
Notice of Completion be ordered filed.
Councilman Schacht moved the recommendation be approved; that the work on this specified project be
accepted and the Notice of Completion be filed. The motion was seconded by Councilman Collischonn
and unanimously carried.
14:1 From City Manager, reporting all work satisfactorily completed on the project of Installing a
Storm Sewer in St. Charles Street between Buena Vista and Eagle Avenues - recommending it be accepted
and the Notice of Completion be ordered filed.
Councilman Petersen moved the recommendation be adopted; that the work on the designated project be
accepted and the Notice of Completion be filed. The motion was seconded by Councilman Schacht and
unanimously carried.
15. From City Planning Board, signed by the Secretary, requesting a thirty-day extension of time
from March 27, 1961, within which to further consider the petition from Anthony Enterprises, Inc.,
on behalf of South Shore Land Co" for the rezoning of certain property in Tract No. 1866, South
Shore, located west of Willow Street and bounded by Sandcreek Way and Whitehall Place.
Councilman Collischonn moved the extension of time be granted as requested. The motion was seconded
by Councilman Schacht and unanimously carried.

l6/ From City Planning Board, signed by the Secretary, recommending adoption of proposed amendments
to Seo^ 11-156 of Zoning Ordinance No. 1277, New Series, relative to registration of Non-Conforming
Uses.
The date for the Hearing in this matter was set for the Council meeting to be held May 2, 1961.

17. From City Manager, recommending rejection of all bids received on the call for furnishing one
two-ton dump truck.
Councilman Freeman moved the recommendation be accepted and all bids be rejected. The motion wag
seconded by Councilman Petersen and unanimously carried.
18 From City Manager, recommending a time extension of fifteen working days be granted to Gallagher &
Burk, Inc., for completion of the project of Constructing Arch Culverts on Buena Vista Avenue between
Bay and Lafayette Streets.
Councilman Petersen moved the recommendation be adopted and the extension of time be granted as
requested. The motion was seconded by Councilman Schacht and unanimously carried.
INTRODUCTION OF ORDINANCES:
19. Councilman Collischonn introduced the following ordinance, after which it was laid over under pro-
vision of law and the Charter:
"Ordinance No.
New Series
An Ordinance Amending Section 17-401 of the Alameda Municipal Code
by Adding Subdivision (7) Thereto, Relating to Yield Right-of-Way
Intersections (County Road at Maitland Drive)."
NEW BUSINESS:
20. President McCall broached the mutter of the informal request from the Alameda Junior Chamber of
Commerce concerning its plans to conduct a Water Ski Show on "Utah's" lagoons between Willow and
Park Streets. He said the letter had been addressed to Br. Weller and a copy had been sent to him
at his home and received just this date. The "Junior Chamber" had found that its plans would be in
violation of the provisions of Ordinance No. 1287, New Series, which prohibits the use of motor boats
on said lagoons. However, it was believed the City would receive substantial benefits from such an
event and, therefore, it was requested that an exception to the ordinance be granted in this case so
said show could be held on May 27, 1961"
Upon request, Mr. Annibale stated the Council cannot make "exceptions" to the operations of the laws
of the City of Alameda. The only possible action would be to amend the ordinance in question to pro-
vide that the Council could issue permits or give approval for special events beyond the present
scope of said ordinance.
During the course of a lengthy discussion, the many inherent dangers and disadvantages of conducting
such an event in this specific area were pointed up, as well as the lack of time in which to follow
the normal procedure of adopting an ordinance to make the necessary amendment, even if the Council
desired to do so.
Mr. Don 8rozcooe of the Junior Chamber explained the circumstances involved in the arrangements for
holding said show. Further discussion ensued, during which it was emphasized that the Council felt
sympathetic toward the Junior Chamber in this enterprise, but felt no action could properly be taken.
However, in an attempt to make possible further consideration of the adoption of an ordinance in this
respect, Councilman Freeman moved the matter be included in the "Call and Notice of Special Meeting"
For the Council session to be held on April 11, 1961. The motion was seconded by Councilman Petersen
and was defeated by the following roll call vote. Ayes: Councilmen Freeman and Petersen, (2). Noes:
Councilmen Collischonn, Schacht and President McCall, (3). Absent: None.
RESOLUTIONS:

21. The following resolution was introduced by Councilman Collischonn, who moved its adoption:
"Resolution No. 6205
Resolution of the Council of the City of Alameda Concerning the
Improvement of Airline Service at Oakland International Airport
to Meet Public Need."
The motion to adopt said resolution was seconded by Councilman Schacht and on roll call carried by the
following
vote" Ayes: Five. Noes: None. Absent: None.
The President declared said resolution duly adopted and passed.
ORDINANCES FOR PASSAGE:
22. "Ordinance No. 1365,
New Series
An Ordinance Reclassifying and Rezoning Certain Property Within
the City of Alameda by Amending Zoning Ordinance No. 1277, New
Series." (South of San Antonio Avenue, west of Weber Street
excluding two lots fronting on Portola Avenue).
Councilman Petersen moved the ordinance be adopted as submitted. The motion was seconded by Councilman
Schacht and on roll call carried by the following vote. Ayes: Five. Noes: None. Absent: None.
23. An itemized List of Claims against the City of Alameda and the Departments thereof, in the total
amount of $48,752^58, was presented to the Council at this meeting.
The List was accompanied by certification from the City Manager that the Claims shown were correct.
Councilman Schacht moved the bills as itemized in the List of Claims filed with the City Clerk on
April 4, 1961^ and presented to the Council at this meeting, be allowed and paid. The motion was
seconded by Councilman Collischonn and carried on the following roll call vote. Ayes: Five. Noes:
None. Absent: None.
24. At this time, Councilman Collischonn commended Councilmen Freeman and Petersen for the very fine
job they had done as members of the City Council during the past four years. Councilman Schacht con-
curred and expressed his felicitations.
Councilman Petersen stated he was indebted to the citizens of Alameda for having elected him to the
position of Councilman. He had considered it a privilege, and had taken great pride in serving to the
best of his ability. Be expressed his pleasure in having served with Mayor McCall and said he believed
he had done a great job in representing the City. Councilman Petersen also thanked Mrs. Meda Mecartney,
and others, for having sent him telegrams on this occasion.
Councilman Freeman also expressed her thanks for the opportunity she had had in serving the community.
She felt it had been a growing experience and she had enjoyed it. Councilman Freeman also expressed
appreciation for the excellent cooperation of the Administrative Staff in providing any necessary data.

ADJOURNMENT:
25. There being no further business to come before the meeting, the Council adjourned - to assemble
in regular session on Tuesday evening, April 18, 1961, at 7:30 o'clock.
