1961-04-11 Special CC MinutesSPECIAL MEETING OF THE comm. OF THE CITY OF ALAMEDA. HELD TUESDAY EVENING, APRIL 11, 1961 The meeting convened at 7:30 o'clock p.m. with President McCall presiding. The Pledge of Allegi- ance was led by Councilman Freeman. A "Call and Notice of Special Meeting" had been given by the Mayor for the purpose of consider- ing jointly with the Board of Education the matter of constructing swimming facilities in the vicinity of Encinal High,School. Due service and receipt of a copy of said "Call" had been acknowledged by all members of the City Council. ROLL CALL: The roll was called and the following Board of Education members were noted present: Mrs. Cavanaugh, Mr. Howe, Mr. Moffitt, Dr. Stephens and Dr. Lum, (5). Absent: None. The following members of the City Council were noted present: Councilmen Collischonn, Freeman, Schacht and President McCall, (4), Absent: Councilman Petersen, (1). UNFINISHED BUSINESS: 1. Upon request, City Manager Weller reviewed the background of the contemplated construction of these facilities. Mr. Weller stated the estimated cost of this project would be approximately $177,000. and the sharing of the cost would be entirely the determination of the Board of Education and the City Council if it is decided the project should go forward. He referred to a report which had been sent to the Councilmen in February of this year indicating the way in which he felt the City's prospective share of the swimming facilities might be financed without an increase in the property taxes. He also stated copies of a "Feasibility and Exploratory Report on a Swim Center at Encinal High School", dated January 9, 1961, had been distributed to all members of both the Board of Education and the City Council, for their complete information on the subject. Mr. Weller pointed out that the Recreation Commission is already on record in favor of the construction of this project. At this time, President McCall noted that the newly-elected Councilmen, Messrs. William H. Dungan and William S. Godfrey, were present. Also, the members of the Recreation Commission and Mr. Grant Mainland, Recreation Director, as well as a number of interested citizens, were in attendance. A great deal of discussion ensued on the possible percentage share of the cost by the City and the School District. Dr, Lum, President of the Board of Education, outlined the history of the Board's plans for the con- struction of a swimming pool, dating back to the early 1930's. He pointed up the Board's desire for the proposed project and said he felt this was the opportunity for joint cooperation of the Council and the Board of Education to develop these swimming facilities for the benefit of the West End area. He said he believed financial details could be negotiated between Messrs. Weller and Roderick and then submitted to their respective Boards. He felt the essential action now was for these two Bodies to decide whether to put themselves on record in favor of establishing a swim center as a joint venture. Mr. Daniel J. Rourke, Chairman of the Recreation Commission, speaking on behalf of that Body, urged that action be taken to proceed with this project. In response to a question by Mr. Howe, Mr. Roderick replied that the maintenance and operation of this facility would be on the same "use" basis as currently prevails at the Alameda Swim Center, which has worked out very well. Mr. Weller concurred. Councilman Schacht then moved the City Council adopt in principle the selection of the Encinal High School site for the installation of swimming facilities, to be constructed and operated in conjunc- tion with the Alameda Unified School District. The motion was seconded by Councilman Freeman and carried on the following roll call vote. Ayes: Four. Noes: None. Absent: Councilman Petersen, (1). Upon the call by Dr. Lum, President of the Board of Education, Mr. Moffitt moved the Board of Educa- tion wholeheartedly support the construction of a swimming facility at Encinal High School. The motion was seconded by Mrs. Cavanaugh and unanimously carried upon roll call by Mrs. Elaine Jackson of the School Department. Further discussion was had concerning the financing of the contemplated project and for the ultimate completion of the existing Alameda Swim Center, as well as the procedure for selecting the most qualified architect to draw plans for the facility at Encinal High School. It was agreed the Recreation Commission would screen potential swimming pool architects and submit its recommendation to Messrs. Weiler and Roderick for presentation to the Council and the Board of Education, respectively, for final appointment. It was also determined the Recreation Commission would be the agency best qualified to pursue certain investigations and reach decisions with regard to architectural plans and hold public hearings if they are deemed necessary to learn from interested parties the type of facility best suited to the needs. With regard to the setting of a "ceiling in price" at this time, it was felt the proper step would be to first have at least a preliminary plan drawn up and work from that - either adding or deleting features as circumstances might dictate. 6- Mr. Weller suggested a deadline be set for submission by the Recreation Commission of its recom- mendation for the architects. It was agreed said recommendation would be submitted to both Bodies at their regular meetings of May 16, 1961. Also, the hope was expressed that the target date for completion of the pools could be set for October 1, 1961. Dr. Lum expressed the pleasure of the Board of Education in meeting with the City Council and felt such meetings were advisable in maintaining a very friendly basis of operation between these two Bodies. President McCall stated the Council appreciates the job the Board of Education does for the citizens of Alameda and thanked the Board for its fine working relationship and cooperation. Mrs. Cavanaugh said she felt the most important thing to everyone was the young people in our com- munity. She believed we want to keep them in Alameda and she felt it was very necessary that adequate facilities be provided here for their enjoyment rather than having them go to pools in other communities.
