1961-06-13 Special CC MinutesSPECIAL MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, JUNE 13, 1961 The meeting convened at 7:30 o'clock p.m. with President Collischonn presiding. The Pledge of Allegiance was led by Councilman Schacht. ROLL CALL: The roll was culled and Councilmen Dungan, Godfrey, McCall, Schacht and President Collischonn, (5), were noted present. Absent: None. NEW BUSINESS: l. The Clerk stated receipt of the Notice and Agenda for the Special Meeting had been acknowledged by each of the Councilmen, and copies had been distributed to all concerned. President Collischonn remarked that the purpose of the meeting was for study and review of the recom- mended City Budget for 1961-62^ Be thereupon called upon @r. Weller, who proceeded to display every section of the Budget by projection on a screen and to give a detailed explanation for the information of the Council and interested citizens. A thorough discussion was had with regard to all uapecLa.of the proposed Budget. Certain items were given particular consideration - such as the contemplated two and one-half per cent salary increase, the suggested "outside" survey of job classifications on the basis of present job requirements and actual duties performed, the garbage disposal conditions at City Dump, the City's representation by its Councilmen at annual conferences, the allocation of $3,000^ for a half-time Executive Secretary for the Social Service Board and the operation of the First Aid Station. The foregoing specified subjects were elaborated upon and clarified by the City Manager, the Personnel Director, the City Attorney and the City Engineer, in response to inquiries of the several Councilmen. Following discussion, Councilman Godfrey moved the recommended allocation of $300. for "Other Official Travel" in Account .210 (Travel and Conventions) under the "Council" budget, be increased by $500. The motion was seconded by Councilman Dungan and carried on the following roll call vote. Ayes: Five. Noes: None. Absent: None. After further discussion, Councilman McCall moved the $3,000. item under Personal Services for the Social Service Board, for a half-time Executive Secretary, be deleted from the recommended budget. The motion was seconded by Councilman Schacht and on roll call carried by the following vote. Ayes: Councilmen Dungan, McCall, Schacht and President Collisohouu, (4). Noes: None. Not Voting: Coun- cilman Godfrey, (1). Absent: None. With regard to the City Dump, it was agreed the City Manager would continue his investigation toward negotiations with Alameda City Garbage Association to effect a more satisfactory operation. Considerable discussion continued concerning the type of services and cost of operation of the First Aid Station. The City Attorney was then directed to prepare a memorandum setting forth the procedure for the fou`vatimz of a committee qualified to investigate the "First Aid" situation. The City Attorney was instructed to prepare o.reynlution for adoption at the next regular meeting for the tentative approval of the recommended City Budget, as amended at this session, for fiscal year 1951-1902. The City Attorney stated he would also have the salary resolution prepared in accordance with the recommendation included in the proposed City Budget, for action at the next regular meeting. 2. There being no further business to come before the meeting, the Council adjourned at 12:40 o'clock a.m. - to assemble in regular session on Tuesday evening, June 20, 1061, at 7:30 o'clock.
