REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA
HELD TUESDAY EVENING, JUNE 20, 1961
The meeting convened at 7:30 o'clock p.m. with President Collischonn presiding. The Pledge of
Allegiance was led by Councilman Dungan and was followed by an inspiring Invocation delivered by The
Reverend Gladys C. Grier, Minister, Home of Truth.
ROLL CALL:
The roll was called and Councilmen Dungan, Godfrey, McCall, Schacht and President Collischonn,
(5), were noted present. Absent: None.
MINUTES:
1. The minutes of the'regular meeting held June 6, and the Special meeting held June l], 1901,
were approved as transcribed.
RDITTEN COMMUNICATIONS:
• From Fernside Home Owners Association, signed by Mr. John F. Hanson, Jr., Secretary, referring
to complaints with regard to the street lighting in the Fernside area and inquiring about any proposed
plans for the improvement of said lighting.
It was agreed the "Association" would be informed of the overall lighting problem in accordance with
the explanation embodied in the City Manager's memorandum of June 16, 1961^ It was so ordered.

From "Recreation Youth Committee", submitting a petition signed by two hundred twenty-eight prop-
erty owners and residents of Bay Farm Island, requesting the City to implement such plans and action
as is necessary for construction, or the start of construction, of an adequate clubhouse at Godfrey
Park this fiscal year, for recreational and community activities.
It was pointed out this clubhouse project has been included in the Capital Outlays Program as sub-
mitted in the proposal from the City Manager dated February 28, 1961. It was felt the priority of
this item could be advanced and a Special meeting should be set up to discuss the matter. However,
due to the vacation period absences of the several Councilmen through July, August and September, no
definite date could be determined upon at this time.
It was also requested that a copy of this petition be transmitted to the Recreation Commission.
4: / From Alameda Park Street Development, Inc., signed by Mr. Walter Ansel, President Pro Tem,
requesting a Special meeting be arranged for the purpose of outlining a course of action toward the
revitalization of the Park Street Area.
The urgency of this program was stressed and the date of Monday, June 26, 1901, at 7;30 o'clock in
the Council Chamber, Second Floor, City Hall, was set as the time and place for said meeting.
ORAL COMMUNICATIONS:

5. Mr. Frank Gottstein, 73I Haight Avenue, referred to a "road,' leading to San Francisco Bay from
Central Avenue in the vicinity of Encinal High School. He stated many people use this access way to
get to the area southerly of the High School because it is the best beach in Alameda for swimming and
fishing - and also, to watch the athletic activities at the High School. He stated this road is full
of holes and suggested the City should at least scrape it to eliminate the possible damage to auto-
mobiles when traveling over it.
It was developed that this road is on private property and has been created through general use by the
public. It was suggested the City explore the possibility of having the Wildlife Conservation Board
put in a facility for fishing in this area and develop some access way. The request was also made
that the City Engineer prepare a map of the existing area, showing the possibility of some temporary
improvement so there would be an adequate road to the beach. Further, inquiry should be made about
any plans for development of this entire parcel which was formerly owned by Congress Construction Corp.
The City Attorney was instructed to report on the City's position in this respect and the City Engineer
was asked to submit the suggested map.

o^ Mr. Daniel Rourke, 1802 San Antonio Avenue, member of the Recreation Commission, stated that each
year the Recreation Department submits to the National Recreation Association the name of an individual
citizen and of a Service Club in Alameda to be recognized for their efforts during the past year. He
then presented a Plaque from the Association to Mr" William Godfrey, as a private citizen, in apprecia-
tion of his outstanding contribution in the field of swimming, and pointed out that all Alameda citizens
were very grateful for his efforts.
Rr. Godfrey expressed his surprise and thanks in accepting this honor. President Collischonn remarked
that the Council is also very proud of Mr. Godfrey's excellent work in this recreational field.
REPORTS OF OFFICERS, BOARDS, ETCETERA:

7. From City Manager, recommending contract be awarded to Gallagher & Burk, Inc., low bidder, for
project of Minor Street Patching during 1901-62, at the total cost of $2,910.
Councilman Godfrey moved the recommendation be approved; that contract be awarded to the designated
firm for the specified project at the price quoted. The motion was seconded by Councilman Dungan and
on roll call carried by the following vote. Ayes: Five. Noes: None. Absent: None.

8. From City Manager, recommending contract be awarded to Gallagher & Burk, Inc., low bidder, for
project of Resurfacing, Reconstruction and Realignment of Buena Vista Avenue from Park Street to
Grand Street, at the total cost of $45,530.30^
Councilman Schacht moved the recommendation be adopted; that contract be awarded to said firm for
the project in question at the total cost quoted. The motion was seconded by Councilman McCall and
carried on the following roll call vote. Ayes: Five. Noes: None. Absent: None.

9. From City Planning Board, signed by the Secretary, urging the Council to ask that route studies
for Highway Route 226 be expedited so related local studies can be more intelligently undertaken.
This matter is in connection with Boat Harbor development along the Estuary by Pacific Bridge Company
and Pacific Marina Corporation, as submitted in their letter of July 21, 1960.
It was pointed out this matter is still under study by the City Engineer and the Planning Board was
to be so informed by the Clerk.
10. From Mr. L. D. Gordon, 3833 Thompson Avenue, submitting his resignation as a member of the Library
Board, effective July 1, 1961, due to added personal business responsibilities.
President Collischonn stated Mr. Gordon has served the City exceedingly well for a period of nineteen
years and the City owes him a debt of gratitude for his work as a member of this Doard.
Councilman Schacht moved Mr. Gordon's resignation be accepted with regret, and a resolution of commenda-
tion for'hia services be prepared. The motion was seconded by Councilman Godfrey and unanimously

ll. From the Mayor, nominating Mr. C. Dean Ramsdeo for appointment as a member of the Board of Educa-
tion for the term expiring June 30, 1985. .
12. From the Mayor, nominating Mr. Stuart C. Dobson for appointment as a member of the Library Board
for the telm expiring June 30, 1966.
13'1. From the Mayor, nominating Dr. Leonard W. Charvet for appointment as a member of the Library
Board - to serve the remainder of 8r. Gordon's unexpired term, ending June 30, 1962.
14:' From the Mayor, nominating Mr. Warren T. Isaacs for reappointment as a member of the City un-
ning Board for the term expiring June 30, 1964.
15: From the Mayor, nominating Jr. Frederick S. Curren for reappointment as a member of the City
Planning Board for the term expiring June 30, 1984.
16. From the Mayor, nominating Mr. C. D. Myers for appointment as a member of the Civil Service Board
for the term expiring June 30, 1966.
17. From the Mayor, nominating Mr. Charles M. Romanowitz for reappointment as a member of the Public
Utilities Board for the term expiring June'30, 1965.
, 18. From the Mayor, nominating Mrs. M. C. Godfrey and Mrs. R. J. Pooley for reappointment as members
of the Social Service Board for the terms expiring June 30, 1964.
All of the foregoing nominations were referred to "Resolutions".

I9. From City Attorney, with regard to the establishment of a special and temporary committee of citi-
zens to study the operation of and need for the City of Alameda First Aid Station.
Councilman Schacht moved the Council authorize the creation of a Citizens Committee on a temporary
basis, composed of eleven members, which will investigate the services provided by the First Aid Sta-
tion and submit a recommendation on or before September 1, 1961, either to retain or abolish said
facility.
Councilman Godfrey asked that the motion be amended to include the provision for additional facilities
if found necessary. It was suggested the motion be amended to "accept, reject or modify the existing
services". Councilman Schacht agreed to the proposed amendment. Councilman Godfrey then seconded the
motion which, as amended, carried on the following roll call vote. Ayes: Five. Noes: None.
Absent: None.
President Collischonn stated he would welcome suggestions from any of the Councilmen of persons who
would be interested in serving on said cnmnittee. He said he would like to have Councilman Godfrey
accept appointment to this committee and also proposed the names of Messrs. A. Hubbard Moffitt and
Harold Ainslow and Dr. Donald Lum.
During discussion of the subject, it was agreed. the Councilmen would submit their membership sugges-
tions to President Collischonn by Friday, June 23. He would then be in a position to present his
nominations to the Council at its meeting of Wednesday, July 5, for appointment to said Citizens
Committee.

20. From City Planning Board, signed by the Secretary, requesting a fifteen-day extension of time
in the matter of a Public Hearing on the petition filed by Corn Products Company for the rezoning of
certain properties in the vicinity of 1916 Webster Street from the C-M to the M-1 District.
Councilman Schacht moved the extension of time in this case be granted as requested. The motion was
seconded by Councilman McCall and unanimously carried.
21. From City Clerk, informing the Council of the appointment of Mr. Randolph Keim, 1007 Grand Street,
and Rabbi Gunther C. Gates, 3000 Thompson Avenue, as memburs of the Youth Activities Committee.
The information was noted and the letter ordered filed.
Councilman Schacht verbally reported that he has appointed Messrs. Ashley O. Jones, 1040 Fair Oaks
Avenue, and H. E. North, I216-& Ninth Street, as members of the Youth Activities Committee. He
explained he was awaiting confirmation of his third appointment.
UNFINISHED BUSINESS:
22. From Mr. Watson L. Butcher, requesting a Revocable Permit to allow certain encroachments of one
foot, nine inches into the sidewalk area by a bay window and planter box in his building at 90I
Central Avenue.
Mr. Frank Gottstein expressed his opposition to the granting of such a permit and cited the circum-
stances involved in this situation.
Considerable discussion was had and the matter was explained in detail by Mr. Hanna through a sketch
drawn on the blackboard for clarification.
Mr. Dutcher pointed out the present encroachment into the sidewalk area, as a result of his moderniza-
tion of the building, is about half the distance it formerly was.
Councilman Godfrey then moved the Revocable Permit be issued to Mr. Butcher for the encroachment as
requested, on the basis this does not affect the public health, safety and welfare. The motion was
seconded by Councilman McCall and on roll call carried by the following vote. Ayes: Five. Noes:
None. Absent: None.

23. The matter was called up concerning the approval of the contract to be entered into betmeen'City
of Alameda, Alameda Unified School District and August E. Waegemann, Designer, relative to the pro-
posed swimming pools at Encinal High School.
Mr. Annibale referred to his memorandum of June 19, 1961, setting forth the salient points of the form
of contract, copies of which had been sent to the Councilmen for their study and information.
Several specific provisions of the contract were questioned 6y-the Council and clarified by Messrs.
Annibale and Hanna. Councilman Schacht voiced his opinion that he would like more time to review the
details of the contract before voting on it.
Following further discussion, Councilman Godfrey moved the Council authorize the City Manager to exe-
cute said contract on behalf of the City. The motion was seconded by Councilman McCall and carried
by the following roll call vote. Ayes: Councilmen Dungan, Godfrey, McCall and President Collischonn,
(4). Noes: Councilman Schacht, (1). Absent: None.
NEW BUSINESS:
24: Councilman Godfrey read a prepared statement concerning the appointment and reappointment term
after term of members of the City Boards and Commissions. He suggested that, perhaps, a term limit
could be established by resolution. This would ease the Mayor's duty of nominating appointees and
also give other citizens who are qualified and would like to serve their City an opportunity to do so.
After discussion of the subject, the City Manager and the City Attorney were requested to review this
matter and submit any suggestions they might have to alleviate any future embarrassment in the annual
appointment of members to the several Boards and Commissions.

An Ordinance Amending Section 17-461 of the Alameda Municipal
Code by Adding Subdivisions (8) and (9) Thereto, Relating to
Yield Right-of-Way Intersections (Adams and Washington,

Councilman Schacht moved the ordinance be adopted as submitted. The motion was seconded by Council-

An Ordinance Authorizing Grant of Easement for Roadway Purposes
to Shizutoshi Iakeda (Tilden Way Project).'
Councilman Schacht moved the ordinance be adopted as submitted. The motion was seconded by Council-
man Godfrey and on roll call carried by the following vote. Ayes: Five. Noes: None. Absent: None.

46. At this point, Councilman McCall broached the subject of the Council's request some time ago that
the Alameda-Contra Costa Transit District give consideration to the establishment of special Sunday
bus rates for Senior Citizens and students. He stated he had- just received a letter from the Senior
Citizens group in Alameda inquiring about this mutter and, also, pointing out the need for benches at
the bus stops. Councilman McCall felt it was now time to approach the District Board of Directors with
a formal request that the special Sunday rate be definitely considered. It was so ordered.
He thought, too, some investigation could be made with regard to having 6eodhea provided at the bus
stops through some advertising medium.
Councilman McCall stated he had also had inquiries from people in the West End about the bus routes
and schedules to be in effect when the new Webster Tube is ready for use. He suggested inquiry should
be made of the District about its contemplated plans in this respect so the public would know what
service it could expect in this area at that time. The Clerk was directed to request this informa-
tion from the District.
FILING:
47. Specifications and Provisions No. PW 6-61-10 - Limited janitorial Service for City Hall for
Fiscal Year Ending June 30, 1962.
BILLS:
43. An itemized List of Claims against the City of Alameda and the Departments thereof, in the total
amount of S40,780.74' was presented to the Council at this meeting.
The List was accompanied by certification from the City Manager that the Claims shown were correct.'
Councilman Schacht moved the bills as itemized in the List of -Claims filed with the City Clerk on
June 20, 1961, and presented to the Council at this meeting, be allowed and paid. The motion was
seconded by Councilman Dungan and carried on the following roll call vote. Ayes: Five. Noes: None.
Absent: None.
49. There being no further business to come before the meeting, the Council adjourned - to assemble
in regular session on Wednesday evening, July 5, 1961, at 7;30 o'clock.
